Regular Meeting
March 26,1985

City Council Chambers
Present were Nick Pasquarella,Margie Riley,Gretchen Greenwood,
Pat O' Bryan.
Nick Pasquarella open the meeting to the Public Hearing ,
presenting Stan Mathis is Curtis Odom for the Independence Building.
Curtis Odom open by saying to his understanding that HPC had no
problem with the preliminary review except for the rod iron
fencing in front of the planter.
Nick Pasquarella... that was one of the question involved.
Revised Drawings have been given the members.
Nick Pasquarella said he wish for the record,that the board
needed was a little rendering of what it is going to look like
from the outside, and the planters which_this board is interested
in,be enough.
Showing the members from the rendering, previously there was a
brick wall, and that, that did not need to be there, and it needs
to go to the ground. And that was a question Gretchen Greenwood
brought up.
Nick asked if the access would be the same as the preliminary.
Yes..repied Curtis Odom.
The stair that exsist right now, will be abandon, and the glass
canopy will done, the conduits and pipes will be removed and
place in the inside.
The lighting scheme will go along with the Mall lighting plan.
This building already encroachs on city property, they want to
come out foot an a half, and got approval from City Council last
night, they might want to made that portion rod iron as well.
Plans can be see in the planning office.
They talked to Council and mention that they might cover the entry
way to the lodge,and the entry to the basement with a canopy effect.

There will be a rail and a hand rail for the basement entry.
HPC wants still to see the natural brick on the building
The South wall there will be and enclosure for the strairwell,
and ther will be a enclosure in the same wall of the dumpsters,
and the mass of power and ulitiles and put that in a cabenit.
The area way will be removed, and become a light well for a
managers apartment.
Gretchen Greenwood moved to accept the plans for the Independence
Building,as presented today by Curtis Odom:
The west side by Crossroad Drug is where HPC wanted to see
changes done, and the applicant, changed the planter, showen in
the rendering in the planning office,.Seconded by Pat O' Bryan,
discussion, the brick planter will go to the short iron rail,
all in favor, motion carried.
MC DONALDS:
Mc Donalds trash, Andrew Dapolipli, manager of Park place condomuium
assocaition, athey had a small wall to hide the trash and that
was delomished by a car, that drove into it, the wall only hide
one of the two dumpsters.on the Rubey Park side, the proposal is
wooden gates that would hide both the dumpsters, and visually
hide the dumpster from Rubey Park side.
The gates will be made of the same cedar siding that was use else
where in the building, and hung on six by six post,and will be a
foot off the ground, for they can be open in the winter with all
the snow.
This is the South wall north facing. A four foot bar will be used
to hold the gate shut.
MOtion to approve the dumpster for Mc Donalds with gates made of
cedar to hide them was made by Gretchen Greenwood, seconded by
Pat O' Bryan, all in favor, motion carried.

Mall lighting John Cottle:
John Cottle gave and a up date on the CCLC and City Council
project of redoing the mall lighting plan with more lights and
lower to the ground. The antique fixtures that come out of the
Mall will be placed on Main Street, as part of the Main Street
lighting plan, where the double headed fixturers are now there
will be a triple headed fixture,Bisco will be the manaufacture
that is used. Showing the plans for the planter at Wagner PArk,
to the members. Nick Pasquarella moved to accept the plan for the
lighting project for the Mall,presented by John Cottle, seconded
by Pat O' Bryan, drawings are up with the planning office and CCLC.
All in favor, motion carried.
Aspen Grove Building-final approval of brick pavers
The applicanty wish to run the mall brick down the curb, to
connect the old Independence Building, all at right angles. The
bands will be sightly different than the concrete to concrete and
than is followed by brick. The open space will be increased. Two
of the city light fixtures will match to give more lighting.
The large tree has been donated to the City,and is being moved by
the owner of the Aspen Grove.
The diagram of the planned pavers and sidewalk design can be seen
in the planning office.
Gretchen Greenwood moved to approve the design of pavers for the
Aspen Grove Building, seconded by Pat 0 Bryan. All in favor,
motion carried.
Public Hearing for the Continued Meeting for the Chitwood Building.
Bill Poss gave the presentation, architect for the project.
Pete Rosal is representing the owner. Chip Goldbrick who is
consultant on color, and painting of the building.

Bill Poss reviewed the preliminary of the design concept combining
the the Chitwood building, and the old Eupicure Plaza Building
which is now called the Chitwood plaza building. They have gotten
approval of the awnings on the Chitwood building, and planting
mature trees along both Mill and Main. At this meeting they are
to come back with the paving sample, and the color scheme,

The rendering Bill Poss showed the HPC, is a flat rendering, but
does have the colors as proposed on the drawing.
Nick Pasqaurella mentioned HPC had asked that they keep the awnings
as uniform as possible, as you faced any one side portion of the
building.
Different awnings will be used on the one restaurant,a barrel
type and will be of a rust color. Pour la France wants to
retain their shape, which is more angler, asking if they could
use a solid color instead of the stripes. The building will be
painted in a uniform color,carrying it over to the Plaza Building
where you will not see the green awnings but the blue ones. HPC has
dicussed the bricks and it was felt that with all the additional
brick being added, and some of the brick being replaced, that
painting the brick was the better way to go with this building.
The Cantina will take the first floor of the old building and
goes into the court yard of the new building They are purposing
to do is put in a natural door. The steel piers which will be
wrapped in brick, then to plant the ivy that use to be there on
that wall and around the piers.
Showing from the preliminary site plan the pavers and showing a
sample to the board the kind of paver and the pattern to be used.
The color of grout will match the iron in the enviroment. It is
a running bond of brown, and on the corner a radial pattern and a
handicap ramp.
The colors used on the inside will come out with the lighting
plan,and will be tied all together. The existing green on the
building now tends to go with the blue on Pour La France.
Public Hearing closed.
Gretchen Greenwood move to grant final approval to the Chitwood
building, with colors shown on the rendering seen in the planning
office, seconded by Pat O' Bryan. All in favor, motion carried.

to be designated. There are certain advantages to have individual
designation, showing picture of the places to the members was
Colette Penne. Nick move to accept these places as designated
for the record, seconded by Marjorie Riley, all in favor, motion
