City Council Chambers Present were Nick Pasquarella, Gretchen Greenwood,Pat O'Bryan, Mona Frost, Richard Cicero. Excused Georgeann Waggaman, Connie Mc Crudden, Mary Martin, Zoe Compton, Marjorie Riley. Old Business: Public Hearing and Final Review for the facade renovation of the Wheeler Block building,formally Statts,architect Charles Cuniffe. Asking for approval of colors and design as shown in the preliminary review process, nothing has changed since that meeting. Mr. Cuniffe said they will be five colors, two colors of grey will be the predominated colors,blue, rose and yellow. Showing samples of the material of the awning like the Aspen Block Building. There will be a sign on the center awning. Public Hearing was open to the Public...no commitment. Public Hearing Closed. Discussion of choice of colors with the board was agreeable. Gretchen Greenwood moved to approve the final design as presented in the Preliminary Review and the choice of colors for the Wheeler Block Building. Seconded by Pat O'Bryan,discussion none, all in favor, motion carried. New Business: Review of awnings and paint for the Think Toys location on the Hyman Ave. Mall, Carole Hershey, owner. They are asking for an awning and perhaps a beige with brown color trim, the awnings would be in a tweed or a stripe on the two windows that face west. Carole Hershey showed the members samples of the awnings materials. Colette Penne said that she felt the stripe would be out,because HPC granted Levy Ice Cream store last year awnings that are so colorful blue orange. The tweed could be done on all four windows if she wanted to. Carole said she felt that the two would be enough and they would be away from Levy's store window. The members said they would like to take a site visit after the meeting before deciding on colors and awnings...continued. New Business: Whale of a Wash-Bruce Sutherland Bruce Sutherland is working with Bill Poss architect, and the company that bought the Chitwood Building,they are now looking at the Whale of a Wash and planning a store front remodel,and the idea is to tie it together with the other three projects that are 1 Historic P~esevation Co~ttee Requla~ ~eet~ng April 30,1985 1=00 P.M. City Council Chambers there, Pour La France, the exsisting office building, the new restaurant. Colette asked if the plan was to add on as was given in the GMP approval? Mr. Sutherland said no, this is going to be just a straight remodel to the building that is there,if any addition it will be addition out to the alley at the first floor level. They wish to proceed with the preliminary process and come back later with more detail information after HPC has given them some imput. The space will be commerical, but they are not sure as to date of what type of business that will be there. The applicate would like a different awning on the new space but the colors will all go along with the awnings on the other building around Whale of a Wash. Gretchen Greenwood said she would not like to see the awnings match the color of the other buildings. Aspen is made up of small buildings and to match the building beside this, would be a mistake. Mr. Sutherland said that it should all tie together, but that does not mean to say all the same color, same awning,but that some design continuity should be done, with material, such as brick detailing, it should have compatibility but not exactly like the others. It is a cinder block building now, the entire front will come off, and one of the things they are thinking about currently as in previous approvals is bring the trees and the park like feeling around and back in,and continue that on across. The plan is to angle off the entry way that it reflect the entry way of the other buildings around, so that you can see from different angles,and shapes on the front. There will be sky lights inside but that will not effect the architecture outside. The building will have a whole new look to it, the building squares across, and with the different opening,will look different. the brick detailing,not to massive effect but to carry the brick detailing over to this building will give continuity. There is already a barrel awning and a slope-straight awning on the other business, and they wish to have a rounded awning. The height will be about six feet higher than the existing level now. City Council Cb~mhers Gretchen Greenwood stated that she feels this building can have a strong statement by itself, without having the same color. Mona Frost,if another restaurant it would be better if it was different in looks. May 28th will be the Public Hearing for this project. Gretchen Greenwood moved to give preliminary approval for the remodel of the Whale of a Wash building,second by Nick Pasquarella, discussion,none, all in favor of motion as stated, opposed none, motion carried. Mona Frost asked that for the record that Colette Penne be thanked for her work and efforts with the HPC Board the Historic Society be noted as exceptional. Mona Frost asked the members to look at the lights the CCLC and Council has placed in the Mall. The board discussed the happenings with the Pioneer Park Property,and what is happening to the open space, the whole half block is going to be cut up, and other buildings going on the East end of that block, it is an historic area, and has been there for years and years, can the Historic Preservation Committee has any imput on the way the property is being used. Colette Penne said the City is thinking about purchasing it, and trying to get the PCPA to get involved and the West end residential group. The Wheeler have own this property for a long time an is basically an estate as in terms of the value of it, to own a half block on the West End is valuable, and the owners would like to do a lot split and sell off that lot. The City Council is concerned and so is the Historic Society and so should this board be, but we can not say that they can not sell the property, they would have to be compensated in some way for the property. Richard Cicero said as for this board they will encourage the City to buy this property, to keep it a park like effect. Meeting adjourned:
