City Council Room Minutes: Roll Call: Present Georgeann Waggaman, Gretchen Greenwood, Connie Mc Crudden, Pat O'Bryan, Richard Cicero,Mary Martin,Zoe Compton,Bill Drueding, Steve Burstein, excused Nick Pasquarella, Mona Frost, Marge Riley New Business: Preliminary Review of proposed stairway in the Aspen Grove Building. Lee Lyons. Thee request is to install a stairway going up from the center of the Mall. There are exsisting stairways going up already but the applicate feels they are inferior stairways, it is not as visible as they would like them. The planter that is in the center of this mall space. They would like a stairway install in the center of that area and feel it would not interfere with the trees, there would be bridge across to the second deck and give an extrance to the second floor. Georgeann Waggaman...what material would be used. Lee Lyons said it probably be wood, and try to match what is exsisting now. Connie Mc Crudden said she would like to see the idea of an open stairway carried through. Mary Martin asked about considering putting a glass wall up the stairs which paintings could go behind, and have it lite,on the interior stairs? Georgeann Waggaman said she would like to see the other stairs made to work. Gretchen Greenwood asked about the open space use. Bill Drueding said a variance will be needed. Lyons said the only space you would lose the feel of the open space is the platform area to the stairs, they will plant flowers around the stairs, if you had a covered area that would not work. There are the awnings over the stairs that HPC gave approval at an earlier meeting,but the interior stairs are dark and still hard to find. Lyons said he would like to come back on the 30th of the month with with a design and will look at the elevador idea. 500 E. Copper Preliminary Review of new commerical building on the corner of S. Galena and Cooper Street, 500 E. Copper. Don Fleisher, Dick Fallen and Bruce Sutherland to give the presentation. Showing the members a cardboard model of the plans, there is no detailing or design, this is a preliminary study. Don Fleisher said he wanted to address the board with two concepts for the property. The first one they have come up with that fits in with allowed zoing, and will be a retail orinated building, on two levels, they have made a study of what relationships of the distrance the building is set back from the sidewalk,how deep it is, how you would get in and out of the building, access that would met code, both sides of the building, to address the disable, with a elevador, or what ever. Alan Richman said he would like to see a traditional building as an alternate approach, that would be more like the victorian building on either side. A traditional building in Aspen did not have open space,the building where built lot line to lot line. If they were to look at a traditional building and abandon the two level retail concept then you would look at victorian type building remarked Fleisher. Second concept. The plan for the building would be about 38 feet high, which would be a 2 to 1 FAR as zoing allows, with one entire floor, on the main level one on the second, with no open space, if the city wants a victorian building they would have to give up the request for open space to make this work, there are economical considera- tions stated Fleisher. Geogeann Waggaman asked if the second approach could have some versatility some changing in the forcing of brick,if you use brick or what ever, some softer victorian detail, as opposed to modern slab architecture? This has no design development involved with the plans you here, at this point and will be addressed at a later date. Design wise there is a lot of flexibity. see What is being dealt with here,is a concept of a split level building that is all retail with 25 % open space, the depth of the building the height, the stair system, how far down and how many steps are involved, that has been carefully analyzed. So as a split level building it really works. They are not dealing with ramps, but an elevador access for the disabled. They are five feet down, and five feet up so there will be no pits. There is ten feet from the main level, to the lower level in which to work with. And by doing that they have a gentle slope, and the height visibility on the lower level retail,vary the height visibility on the upper level. No walk ways around it,they will work out,out all access spaces to the two stair systems, and the el evador. Mary Martin, did not like the contemporary look. Gretchen Greenwood...HPC and especially in the down town,have a rather victorian fabric, that is done by form and detailing, every major corner in Aspen is of victorian character or image. We have squared off corners,that is part of the fabric, like the Elks building,Ute City Bank and the Wheeler,Chitwood building. Crossroad Drug. Even though that corner does not have that effect now, it does have a diagonal feel to it, and to put a square right at that corner would be missing the point, thats wrong, that corner has to be victorian, it has been a gathering spot for the community. Fleisher said benches and things would be incorporated into the landscaping part of the project. Victorian character needs to be pick up on the building is going to come across contemporary anyway. Connie MC Grudden said it is a important corner and agrees with Gretchen, people should be able to wander through there as they have been, maybe something like Tabor Center, where it is a all galss type,it gives an open Mall effect, and layers of shops two and three floors. Zoing and the administration of zoing would not allow that in a small community, Fleisher stated. This property is so small that to scale down something like the Tabor Center concept would not work. Connie Mc Crudden said that if the corner was knock off like Gretchen stated , and going three floors would they consider that? If they were going to go victorian, an cut off of the corner as the Wheeler or Cross Road has done,modest, with an entrance on the main level and try to stay within that redesign victorian at that point,might be a good idea. Georgeann Waggaman..if they were going to do that the building should be set back a little bit, setting it back would let the people flow, cutting the corner will let the people flow with greenry in there, and still pick up the victorian flavor with detailing, it a contemeporary building,HPC does not want something harsh that comes in on that corner. Mary Martin wants to see full heights of the building,and victorian. Bill Drueding said the code does require 25% open space and will be required for this project too. Georgeann Waggaman said unlike the Wheeler,Elks building and other major corner stone building that Gretchen talked about, they do have lower buildings building up to them, then you get up to the building on the corner, this building will have high building on each side of it, if another massive building is on the corner that has big building beside it, you would need an underlation. Zoe Compton asked if there was enough space to have all the shops open out into the center, on that corner if they had a lot of open shops, if doing a Victorian, it has to be pretty much a closed front with a fairly traditional front awnings and the shop needs to wraparound that open into a center. The requirements under GMP were moderatly changed so HPC requirement in advance of the requirement date, was conceptual, and they will have to come back in with details, colors, materials texture,after the process starts August 1,.stated Fleisher. Open Space...is required to the sky. The plan is to have three stores with two levels, which would be six. Georgeann Waggaman said at this point conceptual approval can not be given,because the members are not happy with the concept. The applicate can come back in in two weeks, with something that represents the boards feelings. The 30th for the specially arranged meeting gives them 1 day before GMP deadlines, and the applicated asked that HPC hold there meeting on the schedled time of the 23rd especially for this case. Zoe Compton said she feels there are four considerations, the corner,as discussed, it needs to be soften,consider the building to be taller,consideration,for the building not to be so opened, It will be a masonery building and conceptually the building will be for retailing purposes they want to use scale, and feels a three story building on that corner will be to much for the area, they want to take the openess view of both sides of the street. Considering the open space the building will be 50 by 58, because of this they choice not to have a mall effect. 'The applicate said this is not a good space of employee housing and will move that off of the property. And is really more office space need in town? Retail does not work that well on three levels. Mary Martin asked that someone go to the historical society and see what was on that corner before the gas station. Don Fleisher said at the turn of the century those people gave us the victorian heritage, what is going to be from ourselves, at the later part of the twenty century for people a hundred years from now, should it be a statement of our times, contemporary, or is it more important to go back a 100 years and capture what they were doing then. Gretchen Greenwood said since this is a resort town,its dollar is important, and its detail for the shops is important, and to keep the character and image of the town. The imagetry of a victorian, but with the materials of today will keep with the concept with the town, with new materials you will know it is a new building . Bruce Sutherland said that in Denver there were a lot of split level building that were victorian. They might accomplish a split level retail with that effect, and experience. Richard Cicero said the applicate might want to review the guidelines of HPC for a better feel of where the members are comming from. Georgeann Waggaman likes the mass the applicate has shown, the split level. And is not sure she would like to see a higher building on that corner,three stories might be to heavy, but leans towards the feeling of the other members that a victorian on this corner would be more approiate. The next meeting will be the 23rd. Meeting adjourn.
