City Council Chambers Roll Call: Present Georgeann Waggaman, Nick Pasquarella, Pat O'Bryan, Connie McCrudden, Gretchen Greenwood,Mary Martin, Margie Riley, Mona Frost. Plaque:Red Onion Rita Hunter, for Werner Kuster and freinds proposed a plaque to be set on the outside of the building of the Red Onion stating "In Thanks to service to the community" the size of the plaque will be about 11 x 8 1/2. The members thought the idea was good. Nick Pasquarella moved to approve the plaque for Service to the Community, owner,of the Red Onion for 25 years Werner Kuster. Seconded By Connie Mc Crudden, all in favor, motion carried. Old Business: Public Hearing and final review of renovations to the first floor of the Brand Building, corner of $. Galena and E. Hopkins- Welton Anderson. Showing the members the 1st sheet of the plat(Seen in Planning office)showing the sidewalk, the pink agagate will be the same color as the sandstone on the building. (2nd and 3rd sheet included). Georgeann Waggaman asked if Anderson has seen the side walk guidelines, by Gage Davis? Georgeann Waggaman said this is an issue that HPC will be talking to City Council about. Welton Anderson said there plan is to have wooden stipes in the walkway. Georgeann Waggaman asked if using the wooden stipes would they hold up? 1 Historic Preservation Committee Regular Meeting July 30, 1985 1:00 P.M. City Council Chambers Anderson said yes. The drawing do not show the awnings. The change from the preliminary is in the one bay to the entry into Poppycocks . Which will give Poppycocks, double door entry and a door to be used as a small display windows at the face of the building. The building does have lights that stick out four building, they have all different lamp shades, and wishes to make them more uniform. feet from the the applicant For the windows, they will use a baked enamel,clad system, by Pella. The State Historical Society has allowed some clad wooden framed windows. They would be wood windows,but the they want a painted look,the windows would be metal on the outside but painted would look all wood. Nick Pasquarella, asked about the roof? Mary Martin asked about a flag? Anderson said the roof already has to much on it. Public Hearing Open: The paint colors,will be approved later. Public Hearing closed: Margie Riely moved to approve the first floor on of the Brand Building as shown on the plat,as is, providing colors,and sidewalk will be dicussed at a latter date. Seconded by Gretchen Greenwood. All in favor, Motion carried. The sidewalk that is proposed would be pink agagate with wood. HPC does not have control of sidewalks,as of this date but would like to see more control taken in the future,or have CCLC.. New Business: David Finholm will not be comming for this meeting. It was a preliminary review of proposed commerical and residential structure, parking lot west of the Pitkin County Bank Trust Building, E. Hyman Ave. Preliminary Review: Proposed new facade for "The Grill"-formally known as "R. Peas",307 $. Mill Steet. Charles Cunniffee. The new name will be" Tavern in the Park", they wish to change the exterior windows,to be compatible to a bay window all away around the building. They have added some wood trim and raised the roof and cut off one side that they both will look alike now. The roof will be raise about foot, they added a screen wall to hide the equipment, that was visible from the park and from the Mall. Georgeann Waggaman asked that color be brought back to HPC for approval. As for right now they are thinking about taupe with a rasberry accent, and a couple of colors that work inbetween. The windows are standard wood windows, and a colored metal cap on the top, that will be matched in color. Mary Martin asked about the lighting? There will be two exterior lights added to the bay window,plus the new mall lighting project, put two new lights in front, so the mall will have better lighting, with in each bay will be pin lighting, and planters will be placed under the bays inside. Steve Burstein asked the members if they felt this building was appropiate to the architectural style with the surrounding victorian buildings. The bay window is not consistant with Aspen Victorian architecture in the commerical core. Connie Mc Crudden pointed out other buildings in town that don't follow victorian lines. Georgeann Waggaman said for the location of this building she finds no problem with the style. Gretchen Greenwood asked if they have consider raising the roof more to add to the affect of the bay windows? Cunniffee, said no more than the plans show. The building will be much more quite, with the windows and the bays being all the same height, the double doors will be replaced by three doors, and they will all work. The double will be used as the entry way. Georgeann Waggaman said that they might want to consider different doors on the building. Gretchen Greenwood moved for preliminary approval for facade the" Tavern on the Park", with the condition that they review better the colors on the building and the choice of awnings.- Seconded by Mona Frost, all in favor, motion carried. The First National Bank: The bank has painted the toll gate a bright orange. The committee would like the record to be checked and see what color paint was approved. Burnt orange, is Pat O'bryan recolection. The Chitwood building. The question arose to whether HPC approved copper planters in front of the building, the answer was HPC approved planters, but the copper will turn brown with age. HPC needs to discuss with City Council at the work session having Historic Preservation Committee Regular Meeting July 30, 1985 1:00 P.M. City Council Chambers more control in Town, and the need to revise the City Code Meeting adjourn.
