Roll Call:
Present: Georgeann Waggaman, Nick Pasquarella,Mona Frost, Margie
Riley,Gretchen Greenwood, Pat O' Bryan, Steve Burstien,Bill
Drueding.
Gretchen Greenwood step down from her seat on HPC today to give
the presentation of a glass elevador request for the Aspen Grove
Building.
Preliminary Review;
The owner said that a elevador would be a better solution to the
problem, of access to the second level of the Aspen Grove Building.
Greenwood explain the plan, the elevador shaft would be sided by
three sides of glass pad in a concrete block. This will be located
near the rear of the planter area.
You would enter from the rear, so the glass would be in front of
you so you would be facing the glass,the second floor, there
would be a bridge,the width of six feet that would go back to the
upper level of the walk way.
The plan is to have similar detailing as the top of the building
for the elevador shaft.
The bridge railing will maintain the same type of railing all the
way around as there.
The exsisting walk way is open to the snow,but is maintain very
well.
Bill Drueding said that they are using open space, 140 square feet,
and this will need to go to the Board of ajustment variance, the
floor area is being increased which will need a planning and
zoing appoval also, this building has gone through many different
remodels, and one time the building is allowed an exemption of 250-
square feet exemption, before they have to go through growth
management, with the planning and the building department approving.
Pat O'Byran, said that she felt that it does not solve the
problem , and does not care for the placement.
Margie Riley, said that she does not the open space being used.

Mona Frost likes the idea of usage for the handicapp people.
There are some problems other than asthetics
Bill Drueding said the owners could put the elevador inside the
building and that would not effect the open space.
Historically this building has been changed a lot,
Waggaman said that this elevador will encroach on
and that is historic open space, and will inclose
to much, she would rather see open stairs.

Nick Pasquarella moved to approve the elevador plan for the Aspen
Grove Building,seconded by Mona Frost, vote called, 2 in favor,
opposed Georgeann Waggaman, Margie Riley, Pat O' Bryan, motion
fails.2 for, 3 against.
New Business:
HPC would like a meeting with City Council to discuss items of
change, September 3, 1985 in a work session. A work session of HPC
members will preceed the one with Council.
Georgeann Waggaman said that HPC concerns shoud be written out
and presented to Council.
Preliminary Review:
To amend the HPC guidelines to
Standards for rehabilitation.
include the Department of Interiors
These address the rehabilitation of old buildings better than the
City has now, the city address new building in an historic district,
but does not address old building being renovated in the guidelines.
Steve Burstien from the planning office asked HPC to adopt a
resolution to add to the existing guidelines the requirements
from the Department of Interiors to the City's.
A state grant has been request to make the City a municipal
resource nominated historic district.
Nick Pasquarella moved to have a resoultion drafted to support
the guidelines of the Interior of Standards for rehabilitation,

to admend the guidelines of HPC
