Old Business:
Final review of conceptual approval for the Volk Building,
Don Fleisher,after reviewing with HPC and planning they have made
some adjustments. The building is at Galena and East Copper.
A) That the building not be a split level. B) To maintain as much
as the diangle pedestrain flow as possible. C) Have the open
space as functional as possible. D)To honor the height and bulk
of the victorian building around the corner lot.
Showing the members a drawing of the footprint of the which shows
a pedestrain flow and part of the open space that has been
landscaped and includes some kind of out door seating. There
will be office on the second level and a use on the 3rd level at
the rear,with reta~ on the first level.
Fleisher said this is a conceptual, and will not show detail,
which they will come at a later date. This meeting is for style,
bulk, footprint, open space, pedestrain flow, and will be a
masonery building of brick.
The third floor will have the mechanicals plus a use, so there will
be windows, but this level will be set back so it will not be a
noticable.
Gretchen Greenwood mentioned that HPC responibility is to make
sure this plan fits in to a Victorian context, and if that means
the details, then HPC will review it, with scale and mass.
Fleisher reviewed HPC guidelines, saying, it is the compatiblitity
and harmony that counts of new construction near historic buildings.
Not a copy of a historic building.
Georgeann Waggaman said she would like to see a site line study
made.

Gretchen Greenwood said that she is uncomfortable with the top mass,
and concern with with the raising of the parfet, that the mechanical
material on the roof gets hidden.
Dick Fallen said in a CC zone the limit of feet is 40, but they
do not wish to go to the limit as far as height.
The code states that HPC conceptual approval is need to go before
GMP, and HPC will see the detail at the final stage, Sunny Vann,
stated for the applicant.
Georgeann Waggaman said there does not seem enough material given
to date to make a decision whether it is good or bad. But that
someone can move to approve the mass study as conceptual.
Mona Frost moved to approve the concept of the mass for Volk
Building,as presented at the corner of Galena and East Copper.
Seconded By Nick Pasquarella,

Sunny Vann said P&Z scores the site design, and the bulk of the
building in comparison to the adjestion building uses, then it
comes back to HPC for preliminary review of design.
Mona Frost that it is such a great improvement for that corner.
Georgeann Waggaman said the vote is only on the mass of the project.
Vote called:All in favor, motion carried.
Preliminary Review;
Whale of a Wash Building, brick and awnings, Bruce Sutherland.
Bruce Sutherland shown the members the paver brick with the black
mortor joint, that will be the base of the building and will
be the base color,and showning the awning color.

This building will step in and than back out.
This colors will go with the Cantina and Pour La France, and the
beige awning color will be nice and in contrast.
Mary Martin asked why the city looks like one big awning.
GeorgeannWaggaman said that historical every building had awnings.
Mary Martin said that the Aspen Grove Building, the sidewalks has
a pattern going one way, bricks, This one has bricks that are dark
going another way,you walk from one place to the next, and have
all different sidewalks ,all different every thing, the town is
getting to look all hodgepodge.
The trim color for the windows have not been decided as of yet.
Preliminary and Final review will be consider as part of the motion.
The sidewalk will be a continuation of the sidewalk as it is in
front of the Cantina. And has been given approval at a earlier date.
Bill Drueding said that an encroachment license approval is needed
for the awning. If the applicant has not applied and been granted
already for this building. And the awning on the east side over
the other people property ...needs to be recorded since the
applicant stated there was a letter granting permission to do so.
Gretchen Greenwood moved to approve the preliminary and final
review for the Whale of a Wash Building for the brick, paving,
color of awnings, and will wait for final approval of window
color trim at a later date. Seconded Pat O'Bryan. All in Favor,
motion carried. (The color choice can be seen in the planning
office.)
