Commissioner Comments:
The members would like to have the minutes and the paint samples
checked for the First National Bank, the gate is painted a bright
orange. And the memebrs said there recollection is a burnt orange.
Public Hearing:
Amendment to the Historic District Development Guidelines to
include the Department of Interior's Standards for Rehabilitation.
Resoultion 85-2.
Steve Burstein from the planning office explained that HPC members
need to vote on the Resoultion to amend HPC guidelines to include
the Standards of Rehabilitation.
Public Hearing opened:
There are 10 standards for rehabilitation, and they address
better than HPC current guidelines do are rehabilitation of
existing buildings.
By adopting these rules the City will

Nick Pasquarella moved to adopt the guidelines from the Department
of Interior's Standard for Rehabilitation to the HPC guidelines
for the City of Aspen.
Seconed by Gretchen Greenwood.
All in favor, motion carried.
Public Hearing:
Final design review of proposed new facade changes for the "The
Tavern" formally known as "R Peas" 307 S. Mill, Charles Cunniffe.

Charles Cunniffe said final design has not changed from the
preliminary review, and he is here today to discuss the color and
the lighting of the bay windows.
Materials: The tan or brownish grey will be on the concrete of
the building a taupe color, the teal color will be for the bands,
the awnings will be a tomato red, and the window will pick up that
color and the trim in each of the panels.
The lights will be placed in the panels, about 10 of them,
showing the members a drawing.
Public Hearing' opened.
Mary Martin does not like the choice of brown, and would like a
lighter beige.
Gretchen Greenwood,the choice garish and loud more time should be
given to the consistance and tone of the building.
Cunniffe said the choice of colors are taken from the interior,
and he wanted to carry the colors scheme to the exterior.
Bill Drueding said an encroachment license will be needed for the
bay windows and the canopies if they are not retractable also.
If the encroachment license is not granted then the design will
have to come back to HPC.
The lighting will need to go before CCLC for approval or
recommendation .Lighting needs to be addressed better in the sign
code. It is hard to say from a drawing how effective 10- 75 watts
lights will be. To much for the building, or really look nice.
Georgeann Waggaman said that the applicant might wish to use more
sullen colors.
Cunniffee asked that the board approve the bay window and lights,
for a building permit could be issued and come back with color
again. With the knowledge of the lighting needs CCLC approval.
Public Hearing Closed.
Mona Frost moved to approve the final design of "The Tavern,"
for the Bay windows ,seconded by Nick Pasquarella, all in favor,

motion carried.
Choice of color will be continued to a Public Hearing September
10th.
Mary Martin said that the town does not have ~nough lighting and
many places are dark, and she feels that the code should state
that a building have no less that 8 lights outside inverted lights.
Drueding said. that three copies of the plans are needed for
the board to sign.
Mary Martin moved to approve the request for lighting on the
building, Nick Pasquarella,seconded,.all in favor, motion carried.
HPC would like to hear what happens on the lights with CCLC.
New Business:
Preliminary Review: Whale of a Wash Building-two stories.
Bruce Sutherland, and Sunny Vann.
Back ground.
~PC granted final approval to facade changes to the one story
Whale of a Wash on May 28, 1985. A Building permit was issued and
construction is in process. At this time the applicant request
HPC approval to review a two- story revision of the building. HPC
approval is needed in order for the applicant to apply for an
amendment to their GMP allotment, pursuant to section 24-11.3 (d)
of the Municipal Code.
Bruce Sutherland said basically the front will be the same with
the front being set back about 14 feet from the face of adjesson
Pour of La France .The first story will be built out and the
second story built back. Built with brick cornices and the brick
detailing that is already there.
Mona Frost said that the building

The applicant thinks with this design it looks beeter, and they
want a sky light, and room for a balcony.
Mary Martin said she does not like the looks of the buildings
when there are all have different set backs.
Drueding said that in CC zones there is not a required set back.
Some of the members like the effect of the in and out lines of
the buildings.
The area beside the Osais will have planting there.
Mona Frost moved to approve the Whale of a Wash preliminary review
request for a second story to the building. Nick Pasquarella
second the motion, all in favor, motion carried.
Plans seen in the planning office for this project.
Mary Martin asked why does the town.seem to want awnings on the
first floor and not the second floor.
Sutherland said the Chitwood building is considering that ,it is
a question of balance.
Preliminary Review Request:
To Paint the windows dividers
Benton Building, O'Leary's Pub.
and the cinderblock wall on the
A.L. Larsen
Larsen brought photo's to shown the members, the building.
The wall by the parking, would be controlled by O' Leary's.
The members hope that the owner of the building would address the
whole building.
The members felt the selection of color was to white for the
building.
Discussion of what the members would like to see for the whole
building, and a letter be directed to the owner to consider the
whole building be painted. Steve Bursteinwill write the letter.
No motion was made of this item.
