Regular Meeting

Roll Call:Nick Pasquarella, Mona Frost,Pat O' Bryan, Marge Riley,
Z oe Compton, Gretchen Greenwood, Mary Martin,Steve Burstein.
The minutes of the September 24 th were approved as read.
NEW BUSINESS
PRELIMINARY REVIEW-COWENHOVEN BUILDING
NORTHEAST ENTRANCE WAY AND AWNINGS-501 E. HYMAN
Robert Brunkan asking for approval for the Aspen Arcade
Building,entry on North east entrance,or referred to as the
Ute City Banque Building.
What the architect would like to do is to remove the existing doors
on the Hyman Street elevation and move that back into the facade
of the interior of the building, and to add a awning.
The existing awning is rather small, and the applicant would like
to extend the canopy of similar design over the sidewalk.
In 1966 the photo's show the Ute City Banque was a seperate
building. And that created an entry mall effect on Galena Street,
to enter the interior of the large building.
The proposed design would make the entry way more of a portico
entry, more like the entry on Galena Street.
This will create a more inviting entry, and provide a safer entry,
the request for the new awning will come out and protect the
steps into the building.
There has been an encroachement granted for this space for a
smaller awning exsisting out on the sidewalk. Showning the board
a letter address to them from Elyse Elliot, engineering department,
that an encroachement license will be alter to accommodate these
awnings.

saying that the post four foot from the curb, members stated it
would be in the walk way for people who use the sidewalk.
It was stated that by applicant that Elliot has revised the four
feet to say three feet.
It was brought up that the Building department requires that all
awnings need to be retracable, and that a variance is needed when
the awnings are not.
The members discussed the location of the post
and the width of the sidewalk.
A site visit is needed because of the location.

Mona Frost moved to table the vote for the awning.
The applicant said even though the picture shows a barrel shape
awning, it will be more square type, and different from the
Galena Street side, as purposed before.
Gretchen Greenwood moved to approve the new entry doors for the
Aspen Arcade, and table the decision on the awnings till a site
visit can be made, seconded by Nick Pasquarella,
Discussion: Burstein, this is preliminary review,then final review
later?
Frost,yes.
The applicant asked if...there were no poles invloved, if the
applicant can structually support the canopy without the poles,
can the applicant get a reading on the design, of the awnings?
Mona Frost, directed the members to vote on the motion,or admend
the motion.
Gretchen Greenwood said that the awnings would have to be really
redesign, you are talking about a 8 foot awning.
The applicant said there are awnings that exist, that protrude
9 feet, that are self supporting,retractable, they are designed
to be retracable, design wise, but actually would cover the doors

if taken down to retractable.
Vote called for: all in favor of the motion as stated, all the
members voted for the motion,motion carried.
Applicant asked for another motion to be made.
This will go to public hearing.
Nick Pasquarella moved to approve that the awning can be self
supporting, that it be premitted,Mary Martin, seconded the motion,
vote called, all in favor, motion carried.
Burstein, preliminary approval is given for both motions?
Frost, yes, site visit will be after this meeting.
Hotel Jerome -flag pole
Tim Richey asked for preliminary approval of a flag pole on the
Hotel Jerome. The pole proposed would be 25-0" high and would extend
approximately 20 feet-0" above the parapet wall, displaying the
American flag.
Richey stated that the flag pole will be set in the roof center,
ten feet back from the front edge of the building roof, and
project 20 feet above the parapet
Zoe Compton withdrew from voting on this issue, but stated that
she would make comments.
The members did show concern for the type of glass windows that
are in the Hotel Jerome right now, it was stated that a sign is
posted and the windows are only temporiary, and the orginal
windows are being dupicated and will be replacing the ones in
there now.
Compton said she did not know the size of flag, but that she
could find out for the board, but that it would be a big one.

Vote Called, all in favor of the flag pole as it has been
presented to HPC, for,5, against,l, Pat O'Bryan, 1,Zoe Compton
did not vote.
The members discussed if this was preliminary review or that
preliminary and final review could be given, Bill Drueding was
unable to attend this meeting, Patsy Newberry department head
for the building department was called.
Burstien said that a Public Hearing would be four weeks from now,
Compton, said that would be to late for the Hotel Jerome people,that
the applicant wants the Hotel finished by December 15th.
Burtein said a public notice is 15 days and can be longer mattering
meeting date and when the public notice is given to the Aspen
Times.
Mary Martin said that she still feels that the Daily News,
times such as this, should be the news paper to adveritze in
when the time limit is close.

Nick Pasquarella said that he feels that the motion for approval
for the Hotel Jerome can be admended to state that if it meets
the building department and the City code requirements, then this
issue need not have a public hearing as such.
Mary Martin admended the motion to read that providing that
the applicant meets the code requirements of the flag pole, there
will be no necessary for a public hearing, and HPC will vote for
final approval, Gretchen Greenwood seconds.
The question ,is this issue minor enough not to require a Public
Hearing, stated Steve Burstein.
Vote,1 substains, 1 opposed, (because this did not go to Public
Hearing,Pat O' Bryan,) the other members vote in favor, motion
carried.
The hotel flag pole issue has a non comforming height.
Student workshop
Discussion of confirmation of work shop with students for weekend
of October 11-13. Some members can make it, and some can not, but
the date remains the same.
Sardy House colors
Harry Teaque asked the members if they have seen the cream color,
it is still a little to yellow for his taste with the green and
black trim on the windows. They are still working with the
colors, and are changing the color in the upper panel, that is
suppose to be the natural color of the shingle color, which is
quite a bit browner.
Greenwood asked if they were using a gloss?
Applicant said it was a flat base.
Greenwood said that she felt that the trim should have a gloss,
the windows have a shine and it would look better if the trim
has a gloss effect.

Mary Martin, said that HPC can suggest colors,She wonders why HPC
gives their opinon of color,she feels that it should be public
record how this group feels on the Sardy colors.
Harry Teaque said the colors choosen for the Sardy House are
historical victorian correct, but not historic for the Sardy House
per say.
The question of what color green had been on the building,a
forest green or a moss green?
It was probably a moss green,Harry Teaque stated.
Zoe Compton, said its the green color she does not care for, it
seems that the victorian ere chose a moss or olive green,not forest
or hunter green.
Pat O'Bryan, said that the color blackis such a rejection,but the
one with the cream she likes better, but feels it has to much
yellow.
Hebert Buyers,color scheme she likes better with the white and
light green.
Mary Martin she likes the yellow and moss green, White is the
most inviting color for a victorian brick.
Gretchen Greenwood said she had no problem with the dark colors
on the windows, and are they changing the color on the top to
a beige.
Marge Riley said the cream looks more of a yellow to her.
The applicant said she was right but since she looked at the house
they have changed the cream-yellow to more of a white
Mona Frost said that from across the street you can not see the
green, just the black. Maybe the dark green is a little to dark.

paint taken off the windows the applicant stated.
Mary said that the green they have chosen is not the color of
green that had been on the windows.
It is a dark green, when you combine the black, and add hunter
green, then look at the colors from a distance then, it looks
like the orginal color, which is a dark green the applicant
remarked.
The colors Alice Rachel show the members were old, but not
historic in age.
Mona Frost said that the applicant now has the opinions of this
committee for direction and choice of colors.
No motion was made of this item.
Preliminary Review;Tom's Market
Renovation of Tom's Market space and other changes to the Elks
building 506. E. Hyman. Harry Teaque
The applicant has requested that this item be tabled to the
October 15th.
Special Meetings
The members voted to have no more special meetings, and meetings
should be scheduled on the 2nd and 4th Tuesday of the month.
Gretchen Greenwood so moved, seconded by Pat O' Bryan, all in
favor, motion carried.
Mary Martin asked for an excused absence for October 15th through
November 5th.
Mona Frost has an excused absence for the 15th.
Nick Pasquarella is excused, Georgeann Waggaman is excused.
Pat O'Bryan said the minutes show that the gate can not be a
orange, for the First National Bank, it was asked that Mona Frost
will talk to Joanne Jones at the bank.
and Steve Burstein will do a follow up letter.
