Roll Call: Georgeann Waggaman, Mona Frost, Mary Martin, Patricia O'Bryan,Bill Drueding, Steve Burstein, excused_~i~_ar~lla._ Old Business: Public hearing and final review: Mogul Shop awnings,500 E. Durant, Mark Boyd. Public Hearing opened by chairperson. The letter from Steve Marcus, approving the request of awnings by the tenant of his building. Preliminary approval has been given, with the applicant being subject to bring a letter stating that this design and color shall be carried through on all other applications for this building, and that the owner understands this. The flags are part of the Mogul Shop. The awnings request is to help cut down the glare, there will white lettering on the valance of the red solid color awning. The awning will be about 6 1/2 to 7 feet in lenght. This will be retractable. be Bill Drueding said a sign permit will be required from the building department. Mona Frost q~n if the flags and the awning for this building would be to much? The applicant said there is a distance from the flags and the awning request, and the flags are stuck out from the building on the bal~cony, the flags are higher up. Public Hearing closed. Motion Mary Martin moved to approve the request for awnings for the Mogul Shop at 500 E, Durant, as presented today by Mark Boyd, choice of fabric and color, can be seen in the planning office files, seconded by Mona Frost, vote called, all in favor, motion carried. 1 Historic Preservation Committee Regular Meeting November 12,1985 City Council Chambers 1:00 P.M. Public Hearing and final review: Cownehoven Building Robert Brunkar presenting the presentation for awnings. Public Hearing opened. In the preliminary review the members had a problem with the lenght on awning requested and the poles holding the awning up. The current design places the poles up on the steps on the entry, away from the sidewalk. Collins engineering help design this idea of the poles on the steps. Ute City Banque awnings on the other side are tied into this new awning request, the difference will be the angle of slope. Mary Martin asked if the applicant would have railings going up the steps. The applicant said he had not plan any but that it was an excellent idea. Georgeann Waggaman liked the idea of the railing along with the poles on either side, and would like to see the awning lowered to show a little of the stone work on the building. The awning needs to be a certain height especially as you walk up the steps, and~here is only a few inches to play with before you would brush u~ against the awning. That is why it can not be lowered,Brunkar stated. The poles will be brass to carry the effect of the poles inside,which are brass. s~Mary Martin said she would rather see wood or iron poles c~ to brass, with the light awnings. The awning request is for dark brown. railings and Public Hearing closed. Bill Drueding said that the railing will need an encroachement license. The engineering de~partment has granted an encroachement for the awning this is behond the scope of approval. This is on city property. 2 Historic Preservation Committee Regular Meeting November 12,1985 City Council Chambers 1:00 P.M. Motion~ Mona Frost moved to approve the request for Cowenhoven building with two seperate awnings with the railings and the poles, with the railing design for the chairperson to review and sign approval at a later date, a letter of encroachement for railings,( Material design, and color can be seen in the planning office files.)Seconded by Patricia O,Bryan, all in favor, motion carried. Reminding the applicant the railings will be a seperate encroachement agreement, and will be part of the approval granted. New Business: Preliminary review of Esprit Clothing store, renovation corner of the Elks Building presently occupied by Tom's Market, 201 S. Galena Harry Tea~-ue giving the presentation. This building is in the historic district,but is not individually or nationally designated. The ~ks club and trustees have decided that they have a very valued building and property and especially the corner, and asked for bids,that Tom's Market could not justifiy, Esprit offered the ~lks more for the space, others applied, but Esprit was highest and given the space in the end. Hopefully the revenue will help with the general maintaince of the building. Esprit is renting the space where Tom's Market is~,. Steve Burstein stated that the Elks building is one of the Victorian Building in the Commerical Core district, it is consider a major building, and there are some out standing features in the building, and most would not be effected by the changes requested. Steve Burstien stated that the cupola ,the sand stone carvings, details on the pilaster capitals,the case iron lentils is a major feature of the building, the size of the corner plate glass windows the question is whether HPC is the visuallly impression on this proposal would be unrelated or related to the predominate historical character of this building, and to look at the change in forms, Historic Preservation Committee Regular Meeting November 12,1985 City Council Chambers 1:00 P.M. and the use of the building material. And how HPC feels it effects the impression of the building. Harry Teaque, said many different things have been done to this building in the past, The building was brought by Mr. Weber, and known as the Weber Block,it once held the post office,and a drug store~ at other times there\was a grocery store. The staircases,~two of them~ there is one that goes to a restuarant down below on the Galena side and a stair on the Hyman side, The covering on the Galena Street side obscures two of the orginal windows and cuts in half one of the hand carved pilaster capitals. The windows are painted out, and the plywood is not orginal under the windows in most places. There does seem to be one window with the orginal paneling and plate glass window, which at one time was the largest in Colorado when it was installed. There is a lot of mech~cal equipment around the one side of the building, and the applicant would like to make a park like effect to clean that section of the building up, with a pocket park, the other items to be addressed is the covering over the restaurant entrance, awning and window treatment. The covering the applicant is proposing is made of glass and iron and would allow light against the side of the building and down the stairs, with a metal railing. All the improvements have been seen by the Elks, and they have approved the idea. Bill Drueding said the stairs and the awnings will require an encroachment license. The request for metal frame windows that is set back into the openings that are created by the orginal case iron columns, lentils and pilasters, there would be one horizonal mullion, that runs across 2 1/2 feet down, and the awnings would ~ beneath that. The awnings would be electical retractable.~ The park would allow useage of the alley and allow one to drive through, diangel parking is shown on the drawing, the space that is left the~ applicant will put in benches, and plantings. 4 Historic Preservation Committee Regular Meeting November 12,1985 City Council Chambers 1:00 P.M. The one door has been blocked off for years, and the applicant feels it should remain so, the windows on that eastern wall, one is painted out and one window is blocked out, and will stay the same. Steve Bustien said the use does seem compatible,whether any removal of historical material or destintive architecture features are being changed? The question of removing the main window on the Galena Street side, which is orginal with the kick board. Also the board should consider whether they feel, alterations should be reconozied historic in there own right the things that happen since the building was built. Steve Burstein said he feels nothing that has been done to the building stand out to him historic in nature. His main thought is is a comtemporiary design for the alterations and additions is approiate? Burstein feels that some type of kick plate needs to be provide for, and not have the windows go all the way to the floor. Mary Martin said she disagrees with the idea of the metal frames, on an old building, they were orginally wood ,and should remain so. The idea of the window going all the way to the ground,does not seem to fit the building. She would like to see an iron gate railing around both sets of stairs. The glass awning over the restaurant she likes. <- A painting like that was placed on the Brand Building would look nice on the back of the Elks building. What is the door going to be? Why don't the Elks clean up the whole building not just a portion of it. Harry Tea~ue said the building portion will be air condition, and the metal frames request for the windows will be easier to maintain, and will be built especially for the openings of past windows. The orginally paneling on the side will stay, the doors are not orginal and they wish to put in glass doors in a metal frame. Also she would like to the whole building up graded not just the one portion. Harry Tease said the Elks will have more money to work on the building,Sut so far there are no set plans. The color of trim will be charcole grey. On discussing the windows should not go down to the 12 to 14 inches is needed. all the members felt that the windows street level. And that a kick plate of Georgeann Waggaman said that she feels that the Elks building can not be left,and have the other section at a later date with an seperate look, when the Elk's decide to redo the building. The whole building needs to be compatible. Motion Mary Martin moved to denied as is,as presented, and this ~oard wishes Harry Tea~ue, as the architect for the project/ f~ talk~~ to the Elks and~ Esprit, a~- the only acceptence HPC would~ allow, is a kick plate, and a cross sections of metals, be brought in for the board to review, color is very important for this building, and iron fencing around the stair ways, the Elks portion of the building be addressed also. Seconded by Patricia O"Bryan, vote called, all in favor of denial, motion carried. A discussion to reconsider the motion was brought up by the members, Reconsideration of Motion Georgeann Waggaman said in a reconsideration she wants to have stated in the motion, recommend : Kick plates of 14 inches, that they submit color and cross section of windows mullians, discuss remodel of the Elk's part of the building on the first floor exterior.. Mona Frost moved to close the discussion of the Esprit Building till Novemeber 26th, Georgeann Waggaman seconded the motion, all in favor, motion carried. Preliminary Review: 6 Historic Preservation Committee Regular Meeting November 12,1985 City Council Chambers 1:00 P.M. Sorensen's International renovation, formally Uncle Willie's Spirit House,413 E. Hyman. C. Welton Anderson doing the presentation. Welton Anderson is trying to have the shop look like it might of been, He is asking for finally approval today, for the building department, can stamp the plans and they can go forward with the renovation. Public hearing will be .... Showning the board pictures of there building as it use to be. The windows have all been replaced,except for a side one where it is set back,and there would transem and a piece of glass. The only change would be to take out the boarded portion and place double doors for the transem above, glass, transem, glass a transem, and the same on the returns going back to the door way. Mary Martin would like to see white eitched glass,on the turn, where the colored glass has been. Anderson said at one time this was a general store, and pretty straight forward,it had been simple glass, recess entry way, and set back. The kick plate would like to be lower to 1 foot 10 inches, to 1 foot 6 if HPC would allow. The current kick plate is 2 foor 4 inches. or The colors were shown to the members. The choice is for the main body of the building,pale white, and the accent colors,dark green, and Colors can been seen in the planning office. green and The colors where ask to be presented at the 26th meeting. Georgeann Waggaman said she would like some sudle colors and choices, for the 26th. But does not want to see the kick plate lowered to 1 foot 6 inches. This is for architecture final approval. The applicant is taking the risk asking for final approval in this preliminary hearing to go ahead with the changes before the Public Hearing, and will take the risk. 7 Historic Preservation Committee Regular Meeting November 12,1985 City Council Chambers 1:00 P.M. Motion Mary Martin moved to approve the renovation of the Sorensen's International at 413 E. Hyman, for the architecture approved if the kick plates are where they are,at the public hearing HPC wants to see colors, subject to what happens at the Public Hearing, seconded by Mona Frost, vote called, all in favor, motion carried. National Registry of Historic Places, 330 E. Main Street. Motion nomination Hotel Jerome, Mary Martin moved to approve the nomination of the Hotel Jerome to the National Registry of Historic Places, Seconded by Mona Frost, all in favor, motion carried. Preliminary Review of awnings,Terry Ethington,for the Aspen Store, at the Aspen Grove Building 523 E. Cooper. The applicant wishes to place a awning up front, where the Weinerstube to be, reviewing minutes from the Aspen Gun shop approval of awnings, They wish to use the same company, same material, same color, that has been approved ealier and have white lettering. May Martin moved to approve the request for awnings for the Aspen Town Store at 523 E. Cooper,seconded by Mona Frost, all in favor, motion carried. Sample can be seen in the planning office.
