HomeMy WebLinkAboutminutes.hpc.19840124RECORD OF PROCEEDINGS 100 Leaves Historic Preservation Committee regular meeting January 24, 1984 Chambers: Present were Georgeann Waggaman, Terry End, Mona Frost, Nick PAsquarella, Gretchen Greenwood, Connie Mc Crudden, Richard Cicero and Colette Penne. The minutes were approved as read for the meeting of December 13, 1983 Glidden House New Business: Preliminary review of renovation and proposed addition to the Glidden House at 232 E. Hallam, by Stan Mathis; This house is not in the Historic District, but is one of the old land marks, and is on the list of State Historic designated houses. Stan Mathis said there is two ways to address the addition to a house, one being to dupicate every thing like the orginal house, or divorcee the addition from the exsisting house as much as possible and maintain what is old, and what is going to be new; And this is what they wish to do. Pulling the new addition back as far from the street as possible and from the exsisting house. Showing a site plan to the members, of the orginal house, and then the addition of years ago, then showing where they would like to put the new addition, mentioning that to bring this all together they will build a connection with adding a sun room or corridor or so called gallary; The new addition will house a music room, master bedroom, and two baths. The concept is to carry forward the same materials on the exterior with the exception of this stacked fraction rock going up the side as an effort ot make the landscaping and ground cover of srubry to minimize the impact of the addition of the new house. The new owner is going to renovate the house to the orginal condition, there willnot be any change in detail on the exterior, the colors will be the saiae, grey, balck and white. Nick Pa squarella asked about the roof material; And Stan Mathis replied, that the roof is a tin surface with tar, and the plan is to sand blast the tar off, and then put a preparation on for a sealer for the roof; Most of the trees will stay except for a few cottonwoods that have seen there better days. The berm, by pulling the dirt forward and not making it steep, but a mound of dirt, and landscaping the top of it, would give the addtion more privacy, there will also be planted about seven birch trees on the property. Also therelis a request for a garage, on the side of the orginal house, a one car, there is some lilac bushes there betwwen the properties, and a gravel driveway back to where they wish to put the garage, which will be about 13 feet wide, the garage will intersect the old house by about four feet. There will be a better picket fence around the property, then is there now. Mona Frost asked instead of the berm, using and other greenry in front, and getting the the berm would have given. the lilac bushes same effect as StanM~his said that that suggestion might work, he would ask his client, but something will have to be done to make the site a little more private. The path that the members were concerned about, is not on the site itself, and runs along the fence line, and will not be effected. Discussion continued: Colette Penne said she would like to see with the main deck, some sort of flagstone as a patio, instead of a deck. Stan Mathis said in reality the living room is two feet above the ground right there, and a deck would have to be off the ground, and no one wants that, so the idea of a flagstone patio to the old section would be good. The members commented on that the use of a flagstone patio, can be either old fashion or contempary, Stan MAthis said he likes the idea for the old but perfers the deck effect for the new addition, as shown. Colette Penne said she likes the plans except for the question of using a berm, the idea of the lilac and other bushes seems better,the second thing is the use of a flagstone instead of the deck to the old house, and a question comes up on the type of skylight they wish, a raised large dome over the planned Music room, could that be done with a more of a flat skylight? Stan Mathis said there will be some sort of skylight there, but the dome effect might be to costly, but there will be collectors to hook up to a active system. Stan Mathis said the garage has to be attached according to code, and the garage could move back a little more, but not much. He will ask his client if they would consider having a detached garage and putting closer to the sheds on the property; The comment from HPC was that adding a garage to the west side of the house and adding an addition to the east, adds a lot of new construction to both sides now, and the members had some question to the appearance it would bring. The plans are to start renovation of the old house March 1. and the addition when the weather permits. Georgeann Waggaman said that HPC does have restriction on skylights in the Historic District, and a recommendation to his client, would be to have it not noticable from the street. Some of the members felt that the raised skylight was needed for the type of architure that is b~ng used in the new addition. The galaxy light in the front, used back in about 1954 will be removed, and changed. This will go to Publis Hearing, and the members are asked to take a site visit before hand. Gretchen Greenwood moved to approve for preliminary review the Glidden House at 232 E. Hallam with the following conditions, that flagstone be used in stead of a deck on the old portion of the house,that the berm be eliminated and replaced by lilac bushes and other live srubry,investigate different locations for the garage, seconded by Connie Mc Crudden, vote called for, all in favor, but one person, Terry End ,opposed. Motion carries. RECORD OF PROCEEDINGS 100 Leaves HPC 1/14/84 3 The members review the application for one full members and the need for two alternates. The application for regular member filled out by Will~t~ (Bill) Po%S seemed to be outstanding, being he would be available for the '~meetings, the other two applications there seemed to be a question of availablity to attend all the meetings. The membersreview passed projects, and said they had to be a way to check to see the applicant follows through with what the HPC board has approved. Samples for the paint and the brick being used should be kept on file for doulbe checks; Members will be asign a case to watch and see that the plans discussed are follow through with. If Not it will be report to Colette Penne, then the Building departement, this is to come a set proceedure. Old Project that are still in different stages of completeion: Applejack Lodge The Aspen 627 &633 W. Main Glidden House Chitwood Building Aspen Laundry Nick Pasquarella Connie Mc Grudden Mona Frost Richard Cicero Terry End Satelite dish, a letter will be written to asked when the dish is to be moved to conform with the conditional use permit, and the logo removed off the dish as asked by HPC, and HPC would like to hear about this at the next meeting or be given a date at the next meeting on the follow through with the moving of the dish, or HPC will take away the approval HPC gave them. And Colette Penne will call Peter Van domelin and tell him of HPC decision on getting a date. Meeting adjourned.
