Historic Preservation Committee regular meeting February 28, 1984 Chambers
Present was Connie Mc Crudden, Terry End, Mona Frost, Georgeann Waggaman,
Gretchen Greenwood, Nick Pasquarella had an excused absence, Bill Druedin~,
and Colette Penne.

The meeting opened to old Business and a Public Hearing on the
proposed remodel and the addition to the Vigoda residence at
232 E. Hallam by Stan Mathis, better known as the Glidden House.
Stan Mathis open by showing a site plan to the members, and
photo's where he would like to place the garage; Also showing the
stone patio the members had requested at the preliminary review,
and showing now a lot of lilacs, and flowering srubs and trees
on the street side inside the property line, removing the burm
which screened the addition from the street,and the public
with the use of greenry. The addition has not changed much
from the la~ presentation, except for the sky light might not
be the same, and this meeting to look at different placements
for the garage, Stan Mathis showed the photo's and explained the
the angles of the pho~'s on the placment of the garage, stating
that he does not feel its right to ask his client to tear down a
useable structure as the shed is, and the shed is probably
only fifteen years old, discussion continued with the members still
having problems with the placement of the garage,There will be
the required five feet left to the property line,
giving the neighbor with his house his five feet to property line.
Stan Mathis explained that his clients have gone through a lot
split, but they are not planning to build an other house of the
property, on the north east corner.
The members decided to look at the addition, then come back and
discuss the garage, which seems to have quite a lot of difference
of opinions on;
The addition has been changed to ahear to the wishes of most
of this board present at the last meeting, which is the decking
has been changed to a stone patio, the burn has been eliminated,
replaced by lilacs, crab apples trees, clump birch, conifers, for
the cleint wants immediate landscaping, and al~o privicity.
There will be a sky light, but perhaps not the one shown in the
preliminary review, and Stan Mathis will come back to the committee,
with samples of the choice of rock either a cory stone, or a moss
rock, six inches thick, in a grey green.
Terry End said she is in favor of the contemporary addition to
old building but she feels this addition detracts from the
victorian house, and has no relationship to it at all, especially
the frasion rock effect.
Mona Frost said she felt the addition was far enough away and
back that you would not see it, and with all the snow cover
and planting in front, not even from the street.
Gretchen Greenwood said she thought it was a very nice addition,
it has good contrast, and looks like separate homes, and she likes
the idea of the rock also, but would like to see the samples
and the color of the rock.
Connie Mc Crudden said she like the additon very much.
Georgeann Waggman said after listening to the other members
comments, that for the most part are in favor of the addition, with
the exception of Terry End, with the reservatioh of what the
things look like, color and samples should be brought in, and
that this matter be handle in two different motions, one being
the garage and its placement, and the other the new addit~Qn.
Gretchen Greenwood moved to approve the additon the eastern side
of the addition, excluding the garage and the shed, with the
condition that Stan Mathis will come back before HPC with the
skylight, and to bring samples and some pictures of this type
of stone, and how it was used elsewhere, or the fracture rock
on the exterior, seconded Mona Frost, all in favor, with the
exception of Terry End, motion carried.
Discussion continued on the garage with memebrs each giving there
opinions on the subject;
Mona Frost said she would like to see the garage be put back
farther, and instead of going into the mud room, go into the
arbor then into the kitchen,and this would be possible if the
garage was moved back.
Grechen Greenwood replied, she wants no visual impact of the
garage on the side of the building, the garage should be
incorpated into a flat roof construction, so this is one
building and this is one building, and not a lot of excess
buildings to effect the facade.
Georgeann Waggama~, said on reviewing the comments the thoughts
seem to lead to, if Stan Mathis wanted to eliminate the garage,
keep the shed, keep the breeze way, keep the kitchen, that
he would not have to come back to HPC except for the color
and choice of rock and the skylight, and the pictures this board
has asked for.
Stan Mathis said that the houses on Main Street, the owners
do not like the color so Stan will come back to HPC on this
item also, this spring.
The site plan was stamped with the HPC stamp of approval, with the
garage circle the garage as not being approved as of this date.

Preliminary review of the proposed additon at the Nunn residence,
and the review of the color scheme, by Shirly Nunn, the
architect is Donna Mitchell Warrington, Colette Penne said that
the photos going around to the members to see, are the way the house
looks now, the drawings to the left are the elevations, and on the
right is the proposed color scheme, Colette Penne then read the
architect, stating the nine points to be addressed,
The garage is placed eXactl~ where the existing shed is '
located , except that instead of the west side being on the
property line as is the shed, I have placed it in line with
the existing line of the house. I am aware that it is in
. the setback, but I feel that is acceptable.
2. · The foundation is the same as the entire existing house,
I have simply removed the roof from the 1960's addition
and have added a second floor ~ith'a pitdhed roof to match
. %he historic house. The new roof height honors the 25'
... height limit.
3. Two new windows.have been added on the South elevation
on the second floor to take advantage of the ~iew and to
increase natural light into the rooms. . .......
4. New windows have also been added on the East elevation
to increase light into the living and dining areas.
5. All new windows will be wood double hung to match the existing
in every detail.
6. All skyl.ight~ will be flat to have the least impact from
v,Xew. .
?. The new fencing will be constructed of vertical boards with
a wood frame, painted to blend with the body of the house.
8.The posts in the carport (referred to as garage in item l)
will be milled to match the post at the front porch.
9. The roof is shown to be composition shingles, but that may
be changed to wood shingles is you so desire. .

The set back if HPC approves of this project will have to be taken,
to the Board of Adjustments for approval also.
This victornain has already had an addition added to it in 1960.
which is basically a square room, and is not funtional for the
new owners use as it is now;
Shirly Nunn explained to the members the site plan, and where the
changes according to the letter referred to;
All the pitching and the angles will be made to match the
exsisting house.
There are three exsisting chimneys in the house now, but two of
them only go down to the second floor, the other one will be
rebuilt, and look more like the chimney next door.
Georgeann Waggaman reviewed the discussion explaining the changes
as she understood them, what is the visual impact from the front,
the double windows instead of a singels ones a skylight will
added, where the stove pipe chimney is it, will be replaced
be a brick one.
Looking again at the elevations on the plans, the east and west
elevations are backwards.
Terry End moved to approve preliminary review to the Nunn
residence at 208 E. Hopkins, for the addition and the choice of
color scheme of grey and blue, Connie Mc Crudden seconded the
motion all in favor, motion carried.
Gretchen Greenwood asked that a letter be written, saying this
board is in favor of the additon, for the applicate can take it
to the Board of Adjustment when they go. The Public Hearing for
this project will be on the fourth Tuesday in March.
Georgeann Waggaman said on the business of the follow ups:
Nick Pasquarella said he went over to the old Applejack
the Aspen , and they have already lower the stack, and the
stone has been changed, but met with his approval, and the
copper has been changed.
There are enough applications for this board to gain new
members, but that a letter be sent to the members of this
board is replacing, and duely noted that the alternates should of
recieved packet information until such time as they actually
resign from this board.
Judge Beans-the open railing and they said they would get rid
of the bricks, and the bricks have not been done, and is still
raw at the corner, and ripped up, and that should have a follow
up with Bill Drueding, Georgeann Waggaman saked Colette Penne
to make sure the Building Department was aware of this item.
