Historic Preservation Committee, special meeting March 20, 1984 Chambers
Present were Georgeann Waggaman,Terry End, Gretchen Greenwood, Mona Frost,
Nick Pasquarella, Connie McCrudden, Colette Penne, Bill Drueding.
Correction of
Minutes
2/28/84
The meeting opened to the minutes of February 28 th minutes,
asking that the spelling be changed on the burm to berm and
cory be changed to quory, and that Connie Mc Crudden remark
show for the record that she would like the garage to have a
mansard roof like the house at 232 E. Hallam, and look like
a carriage house, also to be added to the minutes of the
houses Stan Mathis refers to as 633 and 627 W. Main, and that
the Nunn residence be shown as the 200 block oh the north
side of the street on East Hopkins, the old ~ohnson house;
And G~hen Greenwood remark that she did not like the
placement of the garage is because of the relationship to
the victorian next door,Terry moved to approve the corrected
minutes, seconded by Connie McCrudden, all in favor, motion
carried.

Old Business:
Stan Mathis asked the members if they would like to take a
look at the revised site plan for the house at 232 E. Hallam,
Putting the plans up on the wall for the members to see. The
cl .nt has agreed not to put the placement of the garage
next to the house, but to move it back next to the shed,
HallamAnd that the kitchen addition that was put on the orginal
E. house, is so unstable,that it is going to be taken down,
and rebuild it;using Connie suggestion that it be rebuilt
not with a pitched roof, but a flat roof; That will make the
whole house then consistant from here showing the placement
on the site plan. The shed structure is pitched roof now,
and his cleint does not plan to pitch roof of the garage,
they entend to put it up with a flat roof, so the whole
thing will carry through with flat roofs not with mansard
but with flats.
Georgeann Waggaman review what is going to be done, then
the orginal old structure its classic kin~ of conformity
all the additions, and even the addition of the kitchen,
will be a flat roof.
Stan MAthis went on to explain that all the additions will
have a flat roof, and will carry, showing a side elevation
showing where the side kitchen roof is at. and shed roof,
and now the plan is to carry out the parapet which hung out
just below the mansard, carry it all the way back over
part of the kitchen, and then drop the roof over the rest
of the kitchen, and make it comform with the new part of the
addition,so there will not be any sloped roof structures
associated with the old part of the house, and the garage
will fall all the way back next to the shed, and also have
a flat roof on, but will not have a lot of detail on it.
there is no reason to bring the over hang all the way back,
the sides will be the same and painted the same. the only
part of the shed roof that will remain,the view from the rear
of the house, on the inside of the ratios of the court yard
that section of roof will remain and let it be sloped, but
you can not see it from any place, the breezeway will
rem&in sloped also. The breezeway will not come down, or the
shed down, but will add on the side of the shed, but they
will not continue the gables roof, it will be a flat roof.
Terry End said that on the site plan it looks, the addition
in the back;looks in a different place;
Gretchen asked if any windows would be put in the garage,
to make it look consistant;
Stan MAthis said the garage is back there 150 feet, and he
does not feel that the garage needs windows;
Georgeann Waggaman asked what would the front part of the
garage look like.
Stan MAthis said it would have, a box with a over head
garage door in it, panel in wood, and painted in detail
saying to the members that under the bay windows of the
there are a number of picture frame inset pickets
and that is the same kind of door that will be.
house
Colette Penne said that this remodel did have to be done,
this house is truelly deteriorated the structure is and how,
really unsafe the second story was. the materials are rotten
and needs to be replaced with new materials , and Colette
Penne feels that the house can still be historic with the
new materials.
No formal action will be taken till after the site visit
today when the meeting is continued at the site.
Marquand
Residence
New Business: Preliminary review of the Marquand residence,
at the corner of Lake Avenue and Gillespie.
Colette Penne said this is the house with the bi~ horse corral
in front of it, and a Vacant lot. This house does have a
historic designation on it, the address is 350 Gillespie.
The house sits in the middle of a large lot, ~ydia Marquand
own it, the estate or trust that belongs to her family,
owns another very large lot,and they are both subject to
lot splits, and additional build up,and in order to do
that they have to remove the house, there is no way
to lot split other wise, Colette Penne said she went down
to see it, and to see what condition it was in, and the
inside is sort of college fiftys, and is really destroyed.
There is one part of the house that is the old part
and is on the west side of the property, it still has some
of the victorian moldings insid~ , both the old house
and the newer addition have been cover in barn siding,
in the fiftys, and they are not good structures and if
~Lydia had not asked for this to be added to the
inventory ~f designated places and did understand all the
implications of designations, or estate planning has changed,
and would like to take the house off, and there is not a
process to de designate, andprecendent should not be
set for this particular house, and for this house the
best would be to consider if this house could be demolished.
David ~isenstein he works with Gideon Kaufman there
is only a ~mall part of this house that dates ba~k to
any historical structure or ere, it was a miners cabin, and
in the fiftys,the rest was added on, the house does not
met any codes and is deterriated, and would like permission
to demolished at this point.
Nick P~squarella said he would like to look at it first.
Mona Frost, it is not that historic
Terry End the west half of the house is noteable
This item will go to public hearing, and should be seen by
the members before that time
The house will be offered at least the historical side of
the house to any one who would want to move it, the historic
part of the house is very small and covered with barn wood
its movable Colette Penne thinks,

The barn wood does not need to be preserved;
Georgeann Waggaman said she is concern about one thing,
yes, she feels this house should go, but when anyone
comes here, they always seem to have a good reason,
they always make sense, and yet the community is being
~g~ away,and the character of the town is changing,
discussion continued on the thoughts of keeping the
historic part of the town,
Connie Mc Cru'~den moved to approve for preliminary review
the recommendation of Colette Penne for the delomished
of the house at Lake Avenue and Gillespie the Market,nd
house, seconded by Nick P~squarella, four in favor~of the
motion, opposed were Terry End and Georgeannn Waggaman,
Motion carries.
Nick Pasquarella said he would like to be ~ssi~ned to
the new Mc Donalds, to see that what they ~aid would be
done there is followed through with for the HPC board.
Bill Drueding said that the Mill Street Station, put up a
large number of signs with out permits, They will be going
to the Board of Adjustment for those signs, which they do
have the right to do,but Bill would like some sort of
reading from this board before the public hearing prior
to that meeting which is a month away, but if all the members
would take a look at all the signs and get back
with their )pinions by the next HPC meeting so Bill Dreuding
can have some feed back.
The Hub Terry End said they have a lighted neon sign,
Bill Drueing said it is illegal and if someone wants to
complain about it, Terry End said yes,
Mona Frost said also the Laundry should be reviewed,
with all that paint on it, and find out what they intend to
do.
