Historic Preservation Committee regular meeting May 8, 1984 Chambers
Present were Terry End, Mona Frost, Nick Pasquarella, Connie Mc Crudden,
Gretchen Greenwood, Zoe Compton, Mary M~rtin, Colette Penne, Bill Drueding;
Excused were Georgeann Waggaman. Terry End asked to be excuse on 6/12,6/24
7/10, 7/24, and will return on 8/14.
Glidden
232 E. Hallam
Old Business:
Review of proposed materials and new garage alternative for
the Glidden residence at 232 E. Hallam, Stan Mathis.
Showing the members a new site plan for the garage location,
Stan open by stating that the new owners have decided they
wish to have placement for two cars instead of the one that
had been discussed at an earlier meeting of HPC; The old
location for the garage was next to the old shed that was
there, the only place that two cars can be parked,is tucked
back in behind the house, where it can not be seen as well,
up against the new addition;There will be no old shed, as
there was before in the plans. Stan said he has redesigned
the plan for the cars can swing around ,this pla~the garage
has been set back and a mud room has been added between the
garage and the exsisting house; The same siding and color
will be used.
The garage is set back about eight feet now.
Gretchen Greenwood, said she felt this was a better location
all along, all as the members discussed the location, all
of them seemed happy with the new location.
Gretchen Greenwood moved for approval for the last and final
solution for the garage location which is now attached to
the new addition,located behind the old house; Nick Pasquarella
seconded the motion, discussion, none, all in favor, motion
carried.
The material of the fracture rock for the new addition , and
the paco's and the front walk was shown to the members and
a peice of it will be given to Colette Penne to keep on
record, Stan was asked to bring in a sample of the rock,
at the last meeting of HPC. Start show the rock stating that
it will be very uniform, but stacked horizonal, and each
layer will be 6 inches thick, this is to show the color and
the texture; And the~is plans for areas of ground cover,
and flowers and very small srubs,where pockets will be
made for the greenry to grow.
The old walk was made of concrete, which is not historic in nature,
Mary Martin said she did not feel this material should be
used in the front walk , and Terry End said this is an item
that could be discussed later after the members have seen
the rock on the addition and the patio's.
The Aspen
The Aspen with Dave Gibson formally the Applejack Lodge.
The Aspen went for a GMP for three additional units, the units
were awarded, but the design approved by HPC was questioned
by the P&Z and the Aspen was asked to redesign the addition;
The approval given by HPC was to be built on stilts in the
parking lot, now the three units are being added to the
roof of the orginal structure; The concept is to mass them
by the alley side on the roof and towards the west, showning the
members a site plan, this will stay with in the height limitation
and there will be three sunken decks cut into the roof, also
spread around are some skylights, the roof p~hes v~ry from
1 1/2 to a 12 and 12 depending on where you are looking at.
The units are 36 feet back from the Main Street facade,from the
exsisting building, . the colors, because the addition
does not have railings, or siding material, or stone work,
the basic material will be the roof, with the intent for
it to be a brown roof, that blends with the siding and trim
work.

KSPN Dish
Colette Penne expl&ined to the members the reasoning that
P&Z asked for a redesign, and how P&Z scored this project.
Bill Drueding mentioned that they should check into the
number of parking spaces that are required.
Dave Gibson said there will be space for 20 spaces now with
this plan. And the roof will be a brown asphalt shingle.
Nick Pasquarella review the railing and made a site visit,
for the request of the open railing that is on the building,
Nick stated that when Georgeann Waggaman and himself went
there and looked at the site, that any more copper being
used, it would look like layer~would be to much.
Dave said after talking to the building department
you are allowed to go with a gamble or gable 5 feet into the
height limit into the ridge limit, and this is what this does.
Colette Penne said that the Aspen looks so much better than
the Applejack did, the signage is so much better; And
this design is so much better than the stilts design.
Nick Pasquarella moved to approve this height addition,
and the three units added to the roof of the Aspen formally
the Applejack on Main Street, seconded by Mona Frost,all
in favor, motion carried.
New Business:
Review of proposed exterior modifications to the Tom Mix
Store on the sunny side of the Hyman Mall, Paul Klingeman
owner giving the presentation. Stating that he has been
the owner and tenant for fourteen years, while Paul leases the
building, the people that he leases from also lease the
building, and they are not interesting in putting a lot of
money into it. The problem is the entrance way, and what
Paul would like to do is combine some of the show cases
into one, and cut them back on an angle, the show cases
are very squared off, describing to the members his
wishes, and showing a site plan to them.
Stating the ~hanges:
1) Continue the facia across the entrance of the building
to match the existing appearance.
2) Cut back the front showcases on an angle to make inviting
entrance and display clothes more effectively.
3)Change the old La Pumia window with one matches the others.
4)Replace assorted materials used in entrance with those
used on front of the building to achieve a more uniform
appearance.
Mona Frost so moved the changes as stated above for the
Tom Mix Building on the Hyman Street Mall, comming back to
HPC for the choice of color in the paint at a later date,
seconded by Connie Mc Crudden, all in favor, motion carried.
Review of a Patio awning on the west side of the Smuggler I~nd
Office, James Bond, is out of town still, But Colette Penne
said she had talked to the owners earlier and understands
what they wish to request,and she had told them that if they
did not make it back in time for this meeting that she would
handle this item for them, but the bookkeeper is here. This
item will be tabled till HPC hears from Joyce Hatton from KSPN.
Placement of satelite dish on Main Street;
This is for the relocation of the satelite dish, Joyce Hatton
said they have called the next door neighbor and left
a message to return her call if they thought there would
be any problems of placing the satelite dish on the roof
between the peaks, and this was three weeks ago, and the
~ighbo~thatwas affected the most by the placement , has
not called them back. Russ Piestick was the architect
Floradora building, He went up on the roof, and is helping

making sure KSPN get the dish locked down properly, and
went over the placement of it,
The dish only when its angled even though it is a twelve
foot dish, angled back it is only nine feet high,and it is
on the back part of the flat part of the Floradora building,
which is over two stories high. Saying that the dish will
not be visual from the sidewalk or the street unless
you are 26 feet out in the street from the curb line.
The height will be with the code requirement;
And will be where the antennas equipment is now, and that
being a mesa dish there will be no problem with the sun
reflecting, and is on the north end.
Terry End explain that the dish will be seen more from
when you drive down Third Street, than Main Street,
Colette Penne said that Joyce H~tton might want to check
with the City Attorney since HPC is only one of the boards
that give approval for this, being its a conditional use,
if P&Z will have to look at this item also since it is
a relocation.
Bill Drueding stated that a permit was never issued for
the first satelite dis~.
Colette Penne asked if the other dish will be removed as
soon as the new mesa dish is in~talled?
Joyce said the reason they will is that thm company that
sold them the new · ' ~

And the old one should be out with in two weeks, if the
City Attorney does not add another board to go through
the process of approvals.
Colette Penne said that the concrete pad that Joyce said she
would like to leave there and p~t flowers around, should be taken
out and demolished,
Terry End said that it will have to be made into two
motions, the relocation of the dish, and extraction of the
c~ment apron.
Colette Penne said perhaps a time period should be added
to the motion.
Nick Pasquarella moved to approve the plan given today by
Joyce Hatton presentation of the replacing , or removing
the dish to the roof of the Floradora building, and
returning the groungs to there orginal condition, lawn
and returning the area where the dish was to the orginal
condition;
Joyce Hatton said that she had hoped that they could use the
ceme~ as an out side patio, and the pad is at the same height
as the soil, you do not go up or down on the lawn.
Colette Penne said HPC wants KSPN to take it out.
Nick PAsquarella said HPC wants them to return it to its
natural condition, lawn and every thing.
Joyce Hk~ton said she thought it would be very nice tO,o~0
Nick Pasquarella said it is a pretty small patio, a 4 by 4

Joyce said no. the patio is about 12 by 12, and is right
off the Ritchen, if HPC objects to the patio after the
flowers are put around it, then JOyce would be happy to
come in and talk to HPC again.
Bill Drueding said that HPC can make her take it out but then
she will not need a building permit to put it back in,
because it is on grade, and the building department has
no control on this.
Nick P~squarella said that if Joyce really wanted the patio
then,~will with draw that part of the motion.
Gretchen Greenwood, said that for a house on the national
register, its seems strange to put in the lawn.
Terry End said this is something the board should go look
at.
N~ck Pasquarella amended his motion to state, he moves to
approve the move of the sateltite dish from its present
location to the roof of the Floradora Building, with the
future review of the exsisting platform, and with the understanding
the new dish is a mesa dish;
Amending : Nick Pasquarella moved to approve the placement
of the dish to a new location with a mesa dish,
seconded by Connie Mc Crudden, vote called for, all in favor,
motion carried.
Added to the motion with all members agreeing to set a time
limit when and if the dish is not moved to be directed to
come back to HPC and explain why, the date July 1, 1984.
Colette Penne said that there is now satelite regulations in the city and
the county now, and Colette Penne explained the conditual use and
will be review by P&Z, looking at the safety and the visual impact.
Colette Penne said that she would handle the review of the patio awning
for the Smuggler Land Office, on the west side of the building.
This will be a big awning 9 feet by 29 feet. This s~a~er they want to
take the lot between themselves and Alpine jewelers, Alpine owns the
lot, and they have arranged a lease for the s%m~er, where they will
do the landscaping, and have out side dinning next to the Smuggler T~nd
Office, there is no window there but Colette Penne said she went over
and looked at it, the side of the building is very stark, with only
two rolls of building ties, but the ties are high, and the members
if they wish to take a site visit, if they want to see sc~ething
besides the drawings Colette is showing them,the purpose is for dinning
tables under the awning, people would be able to use it when its
raining, and they would be sitting by a nice landscaped lot, and
such and up grading.
Bill Drueding said they will h~ve to get a permit, and it does have
to be collapsible.
The color choice is to match, the awnings of the Brand Building, all
will be uniform, and dark green. There will he no signage on the
awning.
All the members said they have looked at the building before and did not
feel a site visit was needed.
Connie Mc Crudden n~ved to approval the request for a awning of dark
green for the west side of the building for the Smuggler Land office,
Gretchen Greenwood, seconded the motion,
Discussion, Connie asked if the awning would be taken down in the winter,
The answer fr~m Colette was yes, it would have to be taken down the weight of
the snow would collapse.
Voted call, all in favor, motion carried.

Mary Martin said that she had a question, on the minutes of the one
meeting she was present at, for the Marquand House, most of her
con~nts were not in the minutes, and what consitutes minutes?
~_lso Mary Mariin askedif there has been any request for the Marquand
house that part of it, she knows of t~o, and there is a~eher thing
she knows of two telegrams that were sent in ..~aintai ~r~ng that property
they were never read at the Ccuncil m~eting, o~' read at HPC.
Colette Pe~ne said the telegram of Hunn, was r~ad by Georgeann Waggaman.
Mary Martin, said it has read at the end of the meeting, and not at the
begining of the meeting, and there was another neighbor she knows
sent one.
Cotette Penne said she received the telegram at the end of the
meeting and this is when she gave it to Georgeann to read, and that
she did not know about the second telegram.
Mary Martin said she wants the telegram to be stated in the minutes not
Qn file with other memo's and bluepr_~mts.
he fe~ls that that these are people comments about very in~ortant matters,
that surround them, and while we are on the subject, or while I brought
it up,I have called Denver and I have called Washington on the criteria
for maintaining old buildings that are not in a pacific historic district,
and they are sending me material, and they state that ever city has
priority or the possibility stating there own moratorit~ time which one
three or four of the cities in Colorado have three or four months
lead time of that Padfic maratoriam on that ~acific historical structures
so the public can be well ~]own, by paticular means.
Colette Penne said at the last meeting, Stan Mathis went into particluar
detail on the Glidden residence, and that Colette Penne had called
the state, and they had stated that they were sending Mary Martin
samples of demolishion ordinances. Through out the s%mm~r and the fall
there will be a series of work session, because HPC needs to tighten
up on the review of demolishion of structures, and major restoration
reconstruction projects, how they are going to be monitor, that they
don't get away frc~ HPC like the Glidden house did.

Many things will be worked out in the work session, and the public will
be invited.
Mary Martin stated sc~sthing else, but the tape was covered so that
statement can notbe typed.
Terry End said that HPC could not by the guide lines that we have now;
Mary M&rtin said sure we could. You could of said .... covered not stating
clearly into mic.
Cotette Penne said she talked to the mayor this morning of the real
significate structure that ~ has been talking about, which there
is only about thirty-thirty five residences that are in the top
two catogories, and if Colette could get an objective architect, it
could be sc~one who just got out of school, a student on an internship
for a szmmer that could check out the stability and the amount of
deterioration of those important structures, then HPC would have that
information on file, then if sc~-~Dne came in then, like the
architect for the Glidden house, and says this place is in shambles
materials are rotten, ect. then there is a report, earlier, says
different, like the house is in better shape, then it gives HPC some
weight.
