Historic Preservation Committee Special Meeting September 17, 1984 Chambers

New Business:
Preliminary review of the addition to the Hotel Aspen( L-3 Lodge
GMP application) Dave Gibson.
City Council has confirmed the name for this project as the Hotel Aspen.
The applicant is asking approval of a 18 unit addition and going
through the GMP process for approval with P&Z, this project is
under what it is allow to be.
The proposed addition will be on the north end of the property, and
will inclu~ two floors on the existing northeast building and a
complete three ~b~y rebuild and enlargement to the northwest building.
One of the conditions is a trade with the City. Right now the alley
landscaped and turns and goes down Bleeker Street. The use will not
chnage, but a land trade is being asked for, so they can have a
contiguous property, instead of just using it.

Dave explained there will be a second story put on the NE section,
and some 3rd floor penthouses put 25 feet back from the front. The
NW building will be three stories with the massing and density towards
the middle of the site away from Garmish and Bleeker and furthest
from Main Street. The t~buildings will be connected with a second
level bridge.
Nick Pasquarella ...what about the height,showing concern with the
school children on the south.
Dave... the ridge limit is 30 feet and meets all the requirements.
They want to continue the parapet line alon~ Garmish Street, about
25 feet high with the same detailing and materials, the three story
penthouses, will be back 25 feet from that building so the tree story
will not be noticable.
As the building turns the corner they picked up some Victorian
detailing, a bay window, some more sloping lines in the elevation,~
it will still be the ~ materials and ties into the lodge ~oo.
Mona Frost...will any trees be removed.
Dave...some small spruce may be moved that are located in the
alley, that might get in the way of the balcany, the major trees...~o.
Loose gravel will be put in the parking lot to insure that enough~er
will reach the tree roots.
If the trade with the City is not possible the project will be 13
units instead of 18, in that event there will be more green space.
Colette and Nick...The powerlines? If they were going to bury them?
Dave... no.
This project will go to Public Hearing, October 9.
Nick Pasquarella moved yo give preliminary approval to the Hotel
Aspen as presented, seconded by Zoe Compton, all in favor, motion
carried.
Colette asked the meibers if there were any condi~ions.~ ~that they
wish to address for the applicant before the Public Hearing.
Georgeann...the parapet seems high in the elevation.
Dave...it is the same height as over the west court yard.
There were no conditions for the Preliminary review proce~.
Preliminary Review of the facade changes at the Golden Horn Building...
Jenny Land from Tom Wells office.
There will not be a lot of remodeling to the building itself only
the area around it. This will be the Wagner PArk side.
The stairways are under an existing used permit with the City.
They wish to admend the use to up grade the whole area and make it
more pleasing between the Mall and the building, They wish to move
people closer into the building.
They propose to put planters, something like at
and to add a wood deck.
The plan is to stucco over the cinder block.

Also to enlarge a few of the windows, to get more uniformity. One
little window they will shut off wntirely and the other small window
they wish to enlarge. The windows are painted out dark brown wood.
Georgeann...the changes seem to be the plan%ers, stuccoing the wall and
enlarging the windows, with the color remaining the same.
Jenny...after talking with Jay Hammond, they wish to place a planter
that will go around the side of the building to give more of a
setting. It will take no more space than the stairs there now, and
will make the alley more pleasing, plus the window on the alley side
will be enlarged.
Zoe...will more awnings '~ added?
Jenny...there would be a cut in the roof,back a little ways, and
another awning added, this will define the entrance better.
Zoe...would like to see plans of awnings and the extra awnings.
If they painted the window frames and the awnings the same it
would really dress up the building, if the awnings were cloth and
the windows were a nice rich color to match the awnings that would
look nice.
Colette...are the gas lights going to be retained?
Yes, and they are in w~rkimg condition replied Klaus Christ owner
of the Golded Horn.
Nick...are there plans to do anything with the fire wood that they store?
Klaus Christ...No, the wood would stay.
The stairs will change, they will be about a foot wide and there
will be only two of them, and less of an up and down motion.
Mona...consider a ramp of some kind where it can be used by the
handicapp, perhaps towards the alley, or one side.
Colette...would the applicant put some thought into a different color
scheme. Other members agreed they would consider a different
color choice ,or colors that can be in combination with the brown.
Zoe...she has seen stucco that gives a more horizontal look ahd
covers the cinder block well. Cement can be added to the mud
and even a tint of color.
Jenny...the~ plan to add a beam to stenghten the horizontal
line, which~ the summer time you do not see because of the trees,

and there will be down lighting and a ceiling in the porch area.
Zoe Compton moved to approve the preliminary review of the changes
to the Golden Horn Building and asked that the applicant bring
back colors to the Public Hearing on October 9th, seconded by
Mona Frost, all in favor, motion carried.
The minutes for August 28 were moved for approval by Mona Frost,
seconded by Nick Pasquarella, all in favor, motion carried.
The minutes for September 11 were moved for approval by Georgeann
Waggaman, seconded by Zoe Compton, all in favor, motion carried.
