Historic P~eservation Committee Regular Meeting October 9, 1984 Chambers
Present Mona Frost, Georgeann Waggaman, Marjorie Riley, Zoe Compton, Colette
Penne, excused for the month of October Nick Pasquarella, MAry Martin was
excused for this meeting. Present also was Connie Mc Crudden.
Colette informed the members of the nomination of the Brand
Building to the National Register of Historic Places, there
are a lot of buildings like the Brand Building that could make
the register, and it will be interesting if this building is
acceptedespecially for tax benefit purposes.
Mona...that she would like a letter saying that until that
sign painted in the alley is redone( Gaard Moses was supposed
to do it along time ago) and that this committee does not wish
this building to be added to the Registery till this is
completed as promised.
Colette...maybe a sign painter like Terry Moore could get
in contact with HArley Baldwinm and say HPC is interested in
getting that sign painted or perhaps talk to Gaard and those
two could work something out about the sign.
Colette ... will check with Bill Drueding on the signage at
Danish Antiks on Main Street, and see if they have removed
any of the signs.
Georgeann...it is time the members review the guidelines and
become more firmilar about them and to discuss them in detail.
Old Business:
Dave Gibson on the Final Review and Public Hearing for the
remodel of the Hotel Aspen. This is a GMP application of
fourteen additional units- now the Nugget.
Daved reviewed the preliminary review-where HPC approved the
plans for either a eighteen unit or a thirteen unit. Now
they are asking for a fourteen unit approval. The design has
not changed, the two buildings on Bleeker Street reflect the
smaller scale of the residential area. The western most building
shrinks down and is almost lost, it is more of a house size building.
The larger building is to the East. The parking shown of f~r
spaces would not occur, but the alley spaces remain.
Georgeann... this looks like an improvement to the community.
Georgeann... opened the Public Hearing.
Dave... the materials will match the existing ones, the siding
will be stained grey. The cornice treatment will match the building,
and the windows will match those which are on the main lodge
on the west and the south, with two feet metal roofs and a
over hang over the patios.
The topnlevel will be set back twney five feet, so not to be
seen from eye level.
Zoe...what is the cornice made of?
Dave... they are a red wood stained with a metal cap at the
top that is also painted.
The request for the City to vacate the alley is still requested
by the applicant.
Dave... Bleeker has the tow buildings on it. To try to get away
from the large scale of the other elevations, there is the main

Session
lodge building with the construction on the top of it,and
the small building which keeps the same elevation but withdraws
from the street another 30 feet.
Public Hearing closed.
Mona Frost moved to approve the final design review of the
remodel of the Hotel Aspen, seconded by Connie Mc Crudden,
all in favor, motion carried.
Mona...HPC has requested that the sign of "center Street"
be placed above the "Garmish Street", to show the historical
name, plus it gives the diving line of the East and West.
Mona Frost moved that the signs on Garmish Street have an
additional sign of "Historic-Center Street~ seconded by Marjorie
Riley, discussion ...none...all in favor motion carried.
KSPN has moved the satelite dish as requested by HPC.
Mona... Arthurs has a lot of lights on their building, and she
feels there are too many and it spoils the MAin Street effect,
the other members said they would look at it.
Marjorie ...on the FAR on some of the neighborhoods that have
some of the Victorians, can something be worked out, to save
these small doll house type Victorians?
Georgeann... in the Historic district zones of the town perhaps
it would be a good idea to look at it on a lot to lot basis.
Colette... a survey of the town needs to be done, problems
and different situations need to be noted,and this will take
a lot of time.
Colette... that for either the CCLC or the HPC, a project that
would be good, is the up grading of the alleys.
The members discussed the site of the Chitwood building, could
something be done especially on the Mill Street side of the
building, at least have the City cut the grass around the trees,
the building is in Bankruptcy, maybe a enforced maintenance
could be done.
Georgeann...if fabric could be placed behind the windows like
Sabbatini's in the off season, that would help, and paint a
few places like the windows and the doors.
Colette...will talk to Bill Posse about the Chitwood building.
Old Business:
Jenny Lang from Tom Wells office, for the final review and Public
Hearing of the Golden HOrn Building, there are no changes from
the preliminary review process.
Georgeann...what about the access for the handicapp?
Jenny... a study was made, in order to do that a lot of changes
would have to be done, but they could do something the alley,
and since they are proposing to add a planter and fix up the alley,
by taking out the old wooden steps which are not in good repair,
it might be possible to put a ramp up to the back door, and that
would give some access for loading and the handicapped, too.
Colette... the interior door that saids "BAR" on it seems out
fo place, could this be removed?
Jenny... she will look at the door, she has not really noticed
the sign.

Jenny... the colors will be the same, the stucco will not be
stark white, it will be tinted down a little, the awnings will
stay on the Unicorn but be refurished, if color does change
they will come before HPC again.
The Public Hearing was opened...no comments...Public Hearing closed.
Zoe... has a problem with all the work they are doing on the
Out side of the building and the landscaping. Why have a building
brown and white in color? There should be a up grade in color
especially in the Historic District as this building is.
Jenny... suggestions were made to them and they did consider
them, but because of the cost they will not do it at this time
as reguards to changing colors.
Connie Mc Crudden moved to approve the plans of the Golden Horn
Building as presented, seconded by Mona Frost, all in favor,
motion carried.
