Historic Preservation Committee regular meetin9 December 11, 1984 Chambers
Present, Nick Pasquarella, Connie Mc Grudden, Majorie Riley, Mary Martin,
Pat O' Brian, excused Gretchen Greenwood, Zoe Compton, Mon~ Frost.
Staff, Colette Penne.
New Business:
Patty Landers from First National Bank, showing this committee
and parking lot security system, this will defer people from
using this lot during banking hours.
The system will have a free entrance, there will aleo be
a electric sign that will light up in red if the lot is
full, because there are 18 parking spaces, at the point the
is ready to depart, they will recieve a token to put in at
the exit which will allow the gate to go up.

Nick said it sounded very low keyed and low profile.
Colette said the gate from the picture summitted is orange,
and that can not be orange, it can be an earth tone color,
grey, brown, as with the arm.
This will be active only during banking hours and can be used
at night for any one to use, the arms will go straight up.
Connie Mc Crudden moved to approve the parking lot facality
gate for the 1 st National Bank, seconded by Mary Martin,
discussion...none, all in favor, motion carried.
Connie Mc Crudden said that someone should get back to Stan Mathis
on the choice of color of the house on Main Street
W. Main Street...she mentioned that the peach with the purple
was not the color approved by this committee.
A request by Connie for review of the colors approved
by HPC for the two houses.
Mary Martin said she would like to see signage for the post office
There has to be a standard somewhere, and this committee
should not subject a business,on having signage for their business,
such as the shopping center or POst Office.
Colette... the building department issue sign permits. There
is a committee formed now to make suggestion to Council on
revising the sign code.
Mary Martin ... that this committee should review signs,
would include better signing historical signing, better
looking signs.

Designation of 126 E. Bleeker
Nick...126 E. Bleeker looks excellent from the street, there
is considerable amount that is new about 20 % added to the back,
but the house should be consider a part of the individual
h~tori~esignation of Aspen.
Designation of 123 E. Hallam
Mary Martin moved to approve the designation of the two houses
at 126 E. Bleeker and 123 E. Hallam be excepted as individual
historic designated as requested by the owners, Connie
Mc Crudden seconded, discussion...none, all in favor, motion carried.
Nick..ofor the record any applicant has the choice on
refusal from this board has recourse through the City Council.
At this level all HPC can do is recommend to City Council,
and to the person making the applications, if there is a
Public Hearing and someone makes a strong objection to HPC
ruling, what there rec~rse is...is not written in HPC
stature.
Discussion:
Colette... there is a new satelite dish by Lift One condominums
and no permit has been obtain as far asshe knows.
There can be a multiple listing for historic designation for
national resource nomination, which would be done by types.
This would cost about $15,000.00 and would take about three months
to put together, then you go to the State Review Board and send it
on. This would list Aspen on the National Register.
This would mean the City has Churches, homes, Commerical Buildings
multiple types of resorces that are historic.
