HomeMy WebLinkAboutminutes.hpc.19830111RECORD OF PROCEEDINGS 100 Leaves Historic Preservation Committee regular meeting January 11, 1983 Chamber The Historic Preservation Committee held its regular meeting in the City Council Chambers on January 11, 1983. Present were Georgeann Waggaman, acting chair person, Connie Mc Crudden, Terry End, Mona Frost, Gretchen Greenwood, Nick Pasquarella, Richard Cicero. Colette Penne, and Bill Dr~eding. The meeting open to roll call and then on to the old business. Old Business Colette Penne from the Planning department went over and informed the committee, of the satellite dish and that KSPN had hired an attorney, Jeff Sachs; Jeff Sachs met with the Assistant City attorney, Gary Essary and the planning Board, through this meeting it was discudsed and the discision was it be taken of the agenda for the HPC,Colette Penne said she would relay any feelings though to the board, for these board could still have some imput on the subject; The arguement being that legals, aspect~of how the satellite dish is going to be reviewed, by any board. The Planning board was holding the opinion that not only does it impact a hsitoric district, but also is an expansion of additional use permit that KSPN has for their radio station, one of the arguements was that the dish didnot increase square footage and does not require a building permit.and the way the HPC regulations read HPC reviews things even though the trem site is used we review things that ~eed a building permit; this satellite does not require a building permit at this time. Legistration needs to be address in the code book, dealing with satellite dish, as for this particlar dish it is sitting in the City right of way, which might give the city some control. on this one; But the code needs to be changed and even the HPC portion of the code to say what impacts the Historic District this committee should have some degree of control. Nick Pasquarella stated that this dish is unsitely and does not belong in the Historic D~strict, It is not this committee res~bib~litl of the satellite reception, how it looks physically on the peice of property, if they want to bury it, if we don't see it physically, what .aesthic effect does it have should be more the question to ask and have'answered. Gretchen Greenwood said she would lik, to add to Nicks remarks, by reminding the members that what is acted on now has to have the thought of what will 10 years bring? Monroe Summers and Bruce Sutherland came before the board again for the Rubey Park Vistor's Center. In December Monroe Summers went over the history of the project and the process this project will go through and the conceptual plans of the center, reviewing this once more briefly, Colette Penne reminded the board that there was a general conc~nus, that the building was very busy, too many types of windows and awnings and that more attention should be given to the alley ; Monroe stated that all these have been adressed, and went on to show the changes the committee had suggested, on the plans. Nick Pasquarella said he felt that Rubey Park had been purchased for a parking lot, and from this it will no longer be one. Monroe stated that Rubey Park was bought for Minicipal purposes, that the fact it was being used for a parking lot for some time does not make it a permanate parking lot , there is a big group of people that feel as Nick does, and there are others who though that Rubey Park was bought for Open Sp~ce, Monroe said that the Park had been bought out of the General Revenue Fund, and that does not qualify as the 6th penny does for the purcha~of open space, It becomes a "mind Set" open space or parking lot for others, but it is neither it was for general municipal purpose~, period." A motion was made for preliminary approval of Rubey Park Vistor's center by Mona Frost, with the Public Hearing on Feburary 8, 1983; Nick Pasquarella seconded the motion,ask for discussion, none, All in Favor, Motion carried; Mona Frost said she would be absent for the next two meetings. Meeting adjourned.
