Historic Preservation Committee regular meeting February 8, 1983
The Historic Preservation Committee held i~s regular mmeting on February 8, 1983 :
the City Council Chambers, Present were, Bill Clark Chairman, Nick Pasquarella,
Gretchen Greenwood, Connie McCrudden,Steve Marcus, Georgeann Waggaman, Terry End,
The meeting opened to the preliminary review of a single house
dwelling at 709~Main by Bill Gilner, owner, Bill Gillner opened
by saying that about a year ago he had go ten permission to
build a new structure, where a miner's cabin is now, the cabin has
no foundation, and has been granted a ~i~wo~ permit of the now
existing structure; He said he has tried to keep the structure
simple as possible .so that it would not be a eye catcher, especially
because it has behind two large spruce pines,the house i~ set back
15 feet from the property line,; asked how much room IS there between
his westerly side and the neighbor~ easterly side ~
Bill C~.~Bill Gilner said 10 feet; On the east side is another
Miner's cabin,Claude Nickleson's; The lot is 30 feet by 100 feet
and leaves 60% open space, there will be a full basement, but
will not be seen above ground, Bill said the design was done for
simplicity and will be done in stuco.
Bill Clark said he felt that this design would be enhanced by
dyamite window treatment, Bill Gilner said he had planned to
use "Anderson Window's" in a brown with the perma shield.
The members discussed the project, comments were; to stark, too
boxie, the chimmey should go all the way to the ground, a site
visit is needed,before it goes to Public Hearing, More indented
areas, pushing other areas out to change the mass of the building,
a color rendering could be helpful, the roof line maybe a pitch
or slope roof; The front entrance way has been cut, £or the whole
d~i~n is not a complete box effect Bill Gilner reinstated.
Terry End moved to approve the pliminary review at 709 W. Main
with the stimpulat£on that HPC ask £or some reworking of plans, as
far as, goes, an entrance, window detail
McCrudden seconded, discussion took place, Gretchen Greenwood said
the project should be taken back to the drawning board. Bill
Clark called for a roll call vote; Nick Pasquarella, nay, Gretchen
Greenwood, no, Steve Marcus, no, Bill Clark, no, Connie McCruddedn,
yes, Terry End, yes, Richard Cicero, yes, Bill Clark stated..that
the nay have it, ~ has turn down these plans;
Public Hearing and final review of Rubey Park Vis~s Center,
Monroe Summers, Bruce Sutherland,~Monroe Surm~ers stated that
in the Preliminary Review the items the committee had stated had been
~~. ~ such as the North face of the building, alley detail,
the wi~'s~and arch detailing. The alley will still be able to
handle service vehicles, and will be a legal alley of 20 feet.
The Public Hearing was opened by Bill Clark, instructing the
public and the members~ incoprate the remarks Monoe Summers had just
stated. Bruce Sutherland siad nothing has changed from the plans
except,to alter the front of the building, the members had mentioned
that they did not feel the building had a powerful enough entry
field, and Sutherland agreed, and changed and redesigned that area,
and gave it more of a £ront door type look, primarily a multi
level, multi use building, with keeping with the scale of the
building as iow as they can, to keep a park like effect;
To be submitted at a latter date will be the materials, such
as bricks awnings ~nd choice of colors.
Chipped sandstone, was suggested for the front entrance £or
a good effect, stated Richard Cicero.
The Motion to Approve the Rubey Park Vist s Center ~as made by
Nick Pasquarella,~ept for the final review o£ those details
that have not been ~rought be£ore HPC yet, as the type of
materials, celor, awnings, and things of that nature, Connie
McCrudde~ seconded the motion, all in favor, Motion carried.
Bill Clark asked that a regular vice chairperson be
appointed for when he was unable to attend the HPC meetings.
Nick Pasquarella moved to designate and approve
the appointment of Georegeann Waggaman for vice cha~person for
HPC ~ Bill Clark's absenc~ seconded by Terry End, all in
favor, motion carried.
Also asked that from now on the packets be sent to the members
at least by Friday, so as the members can take a site visit
ahead of time if need be.
