Historic Preservation Committee regular meetin~ April 26~ 1983 City Council Chambers
The Historic Preservation Committee met April 26, 1983, in the City Council Chambers;
Present were Georgeann Waggaman, Nick Pasquarella, Richard Cicero, Terry End, Connie
McCrudden, Gretchen Greenwood, Colette Penne and Bill Drueding;
The meeting was called to order by Georgeann Wagg~m~n, and the minutes were
corrected and moved for approval by Terry End and seconded by Gretchen Greenwood,
all in favor, motion carried.
Old Business
The request for a sky light on the roof of 332 w. Main by Donovan Mohoney~ there had
been a site visit after the last meeting, Mohoney said the sky light will be 14 feet
back from the facial line, and would be 22'' wide and 38'' high and 2'' above the
roof surface and probably down from the ridge about 4 to 5 feet; Colette Penne
brought up that this house is Individually Designated in the Historic District,
and the last meeting approved the windows in the front towards the roof. After
the site visit, a vote was taken for the request of the sky light, 2 to 2, so this
is why it is on the agenda today; The attic space is going to be used as office
space, and starting to put sky lights on Victorians on Main Street brings up ques-
tions, the reason KSPN could use this building as office space IS THAT IT HAS BEEN
Individually Designated, and perhaps a code amendment should be made to take away
Individual Designation to certain houses that do not keep the historic nature of the
building. Georgeann Waggaman said that if this sky light goes in,then some code
amendment should ~e made to take away the advantage of having an Individual Historic
Designation, if this committee has to have some control.
Terry End moved to not approve the skylight at 332 W. Main, Nick Pasquarella seconded
the motibn~ Discussion, None, asked for a vote 2 for, 4 naye, Motion defeated;
Asked for a different motion: Georgeann Waggaman suggested to the members that, this
building can have a choice, they can either put in a skylight and lose their Indivi-
dual Historic Designation, still remaining in the Historic Overlay or they can
leave out the skylight and keep their Individual Designation,
Gretchen Greenwood moved to approve the skylight on 332 W. main or allow profile, flat
velux skylight, 22" by 38" and no more than 2" above the surface of the roof anywhere
and 13 feet back from the front facial, seconde~b~Richard Cicero called ~or a vote,
Richard, Connie and Gretchen aye,...Opposed, Nick Pasquarella, Terry End, Georgeann
Waggaman, 3 to 3 motion denied.
New Business
The request for a display case on the exterior of Cheap Shots, Julia Wisecoff, the
same look with the doors that are there now but with the display case it will make
the doors more secureand better installed the case will be all 2"wood stock except
3/4 Plywood back, case will seperately be constructed and set and bolted in place.
The case will be set into an exsisting recessed place and will not protrude beyond
existing wall surface. Interior will have two glass shelves and be illuminated;
Terry End moved to approve the glass display case on the right hand side of the
front door of Cheap Shots and securing the entrance way, Connie McCrudden seconded
the motion,., all in favor, motion carried.
Preliminary review of the facade changes to the Red Onion dining-room side for
Special Occasions shop, by Warren Palmer, passing around for HPC Members to see
the:color chart, basicly the colors will try to separate the Red Onion building, and
maintain the integrity of the Red Onion, Yet have its own character for the shop:
They wish to drop the window level to form a show case type
window,to clean up the facade,as to the conduit, remove the
light fixturers, remove the swing doorson the outside, form a recess
entrances for the shop, the awning will be feet, as to code
and be retractable.The color brought up will be a grayish- beige;
Nick Pasquarella moved to approve the preliminary review of the facade
changes for Special Occassions as presented, penting that HPC
see the exact colors; Connie McCrudden seconded the motion,;
This will go to Public Iiearing on Mayl7, 19S3.
Gretchen Greenwood asked £or an excu~ea absence for the meeting of
the 10th.
Preliminary review changes £or the Whale of a Wash, George Parry,
George Parry intention is to move the Whale of the Wash over to
the Oasis gas station, into where the wash racks and garage section;
Pour La France will be moving into the old Whale of the Wash space
and a store like 7-11 will move into Eve Doves space, the old cars
will be all removed and a door placed for an enterance £or the
Whale of the Wash, the trim and details of the building will all
match; Terry End moved to approve the preliminary review changes
for the Oasis station on the east side of ~he building £or the
new Whale of a Wash, Gretchen Greenwood seconded, all in favor motion
carried. A Public Hearing is set for May 17 for this item.
Gretchen Greenwood moved to appoint Georgeann ~aggaman as Chair
person, seconded by Connie McCrudden, alt in favor, motion carried.
Connie McCrudden moved to approve Terry End as vice chair person,
seconded by Gretchen Greenwood, all in favor Motion carried.
Nick Pasquarelia stated that the meeting went very well and
was ran smoothly, thanks to our chairperson;
