Historic Preservation Committee, regular meeting May 17,1983 City Council Chamber~
Present were Georgeann Waggaman, Nick Pasquarella, Mona Frost, Terry End,
Connie McCrudden, Richard Cicero,staff, Colette Penne:
The minutes were approved for April 26, 1983 by Terry End,
seconded by Nick Pasquarella, all in favor, motion carried.
KSPN
Dish
The meeting open to old Business;
Joyce Hatton and her attorney Peter Van Domelen for KSPN came
before the HPC for preliminary review of the Satellite dish
placement,,Dave Strum the chei£ engineer for the station was
there also; Since the placement of this dish, the City has
passed an ordinance to require satellite dishes to have a
conditional use permit; Peter Van Domelen said that KSPN plans
to go before P&Z and considers one of the conditions to be
to comply with HPC wishes as far as the archiectural aspect
are concerned. There has been some consideration given to how
best to shield it £rom the view of Main Street. One consideration
would be to put it up on the car port roo£, the car port would
have to be enforced for the extra weight, and is in the rear
of the Victorian, the slope of the roof will accommodate it,
a suggestion of screening it on three of the sides was talked
about, and paintin~ it a mute color,so it will blend rather
than stand out; Mona Frost asked if the dish could be left
on the ground, but moved away £rom City property,perhaps by
removing the car port and putting it there and have some type of
screening like a fence and hedges, almost all the members would
like to see the satellite stay on the groung instead o£ the
idea of putting it on the roof; The FCC new regulation for
radio stations will only be able to recieve via satellite, there-
fore all stations will need these ~ith the new technology the
expectation is that the dish will become smaller; HPC members
said that i£ the process takes a couple of months, they
would like to see the dish painted, this item will go to
Public Hearing, as o£ ho~, the date is not set yet, for it will
go to P&Z for the conditional use permit first. No vote was
taken.
Old
Whale
of a
Wash
Building
The next item was the Whale of a Wash, set for Public Hearing,
this project has gone through many public hearings, such as
residential and commerical growth management process, HPC had
no objections at the preliminary review, and what was brought
up this time was only the height level...was it under the 28
foot limit? The building will be two stories in front and
three stories in the rear with the question being was it under
the view plane? Colette Penne said that she did feel this was
under the requirements for height,but would check again for
the members of this board. If the solor panels were going to
be taken off since the laundry was not going to use that
building, then, there would be no question of height; Nick
Pasquarella said that even though the laundry was not going
to be there, the bakery will be using the solor panels for
venting;The material will be brick on the outside, and
has passed preliminary approval for the appearance to fit into
the look of the historic Main Street. The Public Hearing was opened,
asked for comments, there were none, closed the Public Hearing;
Terry End moved for approval of the final consideration of
The Whale of a Wash butting, with ~he question of view plane
being checked into by Colette Penne;The vote is to approve
the aesthetic appearance and final approval for the project;
Seconded by Nick Pasquarella, a vote was called, 5 for, Richard
Cicero opposed, 5 to 1, motion carried.
Public Hearing for the facade changes at the Red Onion, for
Special Occassions, by Warren Palmer: Comming before HPC for
final consideration o£ color and material; The chip colors are
of green for the trim, and a beige-grey, the canopies will be
in the dark green, it was explained to the members that by
using a curve on the canopy, that is was to obtain a higher
element which gives a little more color to the sides, and does
not seem to give the appearance of massing as much, said
Warren Palmer; The Public Hearing was opened, no comment, Public
Hearing was closed; Warren Palmer asked if he could come back
at a later date with the type of signage and the light fixture
in front, there was some talk of using bronze for the coloring
of the lettering on the canopy, but not decided for sure;
Nick Pasquarella moved to approve the facade changes to the
Red Onion Building, as presented on this date by Warren Palmer,
with the condition of having Mr. Palmer come back £or the
approval ofl: signage and lighting, seconded by Mona Frost,
all in favor, motion carried.
Nick Pasquarella asked about the electric outlet left on the
Epicure Building for the Historical Society, Coleete Penne
said to try and reach Eisen Meade.
Mona Frost and Georegeann Waggaman asked for excused absences
for the JUne 14 th meeting.
