Historic Preservation Committee Regular Meeting June 14~ 1983 Council Chambers
The Historic Preservation Committee held its regular meeting on June 14, 1983;
Present were acting chairperson, Terry End, for the begining part of the
meeting, Ge~$ann Waggaman, Mona Frost, Nick Pasquarella, Connie McCrudden,
Gretchen Greenwood, Colette Penne, and Bill Drueding.
Terry End asked to be excused for meetings on the 6/28, 7/12,
7/26, and 8/9; Gretchen Greenwood asked to excused for 6/28
meeting.

Francis
Old Business:
The Public Hearing and final review of the proposed addition to
135 W. Francis, Steve Younger; The basic color scheme and the chimney
which was an issue last time, He stated at this time the owner
is unable to remove the chimney because of the expense right now,
but does agree that it does not fit in with the looks of the
house,but it will have to be taken care of at a later date; The
Public Hearing was opened; The owner was asked to bring a chip
sample of colors used for the file, the Public Hearing was closed.
Mona Frost moved to approve the final consideration of 135 W.
Francis, as presented on the condition that the owner send
a letter on intent about the chimney, or so called black pipe,
to HPC, and a sample of color for the files;Connie McCrudden
seconded the motion, all in favor, motion carried.
Georgeann Waggaman step in as chair person.
627 & 633
W. Main
Public Hearing and final approval of the demolition of the sheds
and the addition to 627 &G33 W. Main Street, Stan Mathis and
Kathy Wasilewski. The Public Hearing was opened; The sheds will be
taken down, and the removal of the sky-light as in the preliminary
review plans, facing Sixth Street; Also changing was a window
on the gable, and an additional window in the facade that is
facing the alley side. The property consist of two lots, with
the same colors that are on the houses now, are to be kept,
showing the members the chip colors; Where the sky-light was
planned will be three windows; It was a~ed why by Colette Penne
if it is two lots, why the connecting fence? It is a single owner
who perhaps wants to move his family in one, and guest in the
other, but does have ~or sale signs on both. Bill Drueding said
that a variance will be needed; The Public Hearing was closed.
Gretchen Greenwood moved to approve the plans as presented by
Start Mathis and Kathy Wasilewski ,that HPC was in favor of it,
and the general concensus of the board is for the fence
between the two residences be enclosed for the yard space, and
final approval of the demolition of the sheds, seconded by Connie
McCrudden,all in favor, motion carried. Bill Drueding stated that
the approval is given to this site plan as it is now, and as
the rendering is now, and this item will have to go before the
Board of Ajustment~ If this variance is not granted then this
will come before HPC again.
City
Plaza
Building
The final approval of material for the City Plaza Building, Jack
Miller; Preliminary approval was given last March 1982 for
the demolition of Poor Paul's,the new building was approved on the
whole, comments were then to come back on the signage, brick color,
and the roof color. Jack Miller said the brick will be a red
brick in color,and the roof will be a bronze and the colors will
tie in with the Aspen Plaza Building. Connie McCrudden moved to
approval the final consideration for the City Plaza Building
material of ged brick, the changes in the roof, which was going
to be a translucent panel that would let light into the commerical
space, all the glass will be eliminated, and are now back to
a metal roof, and the bronze trim, seconded by Gretchen Greenwood,
all in £avor, motion carried.

one of the changes is basicly to create a better ~acade, for the
ower level, to create a light well that would go down about 8
feet, £or the people on the street could see the lower level,
there will be a hand rail around it; It was considered at first
to have a brick rail around, but now the owners would like
an option to either stay with the brick rail or a open rail,
mattering what the tenants would like. The hand rail will be
1 1/2 inch steel rail and will be bronze with and accent color of
perhaps rose or scarlet; A request to change the alley side elevation
the windows will remain the same, with the exception of the
second floor office space,they wish to cut down the glazing effect,
and you will see six windows, there was a sky-light below there which
has been eliminated,and have gone to a metal roof; The plan
is to come down with straight stairs with a landing and stairs again.
Maintaining a patio area. Asked for a motion on the options,
to go ahead with these changes, one being a definate change in the
traffic pattern, the stairs going down to the lower level; A
difinite change in the rear elevation, a light well as an option,
the option of solid or open rail, accent color on the rail, it
was decided to make a motion on the rear of the building and the
change in the stairs, Mona Frost moved to approve the changes in the
alley side and the stairs, Terry End seconded the motion, all
in favor, motion carried. The option of the stairwell to light
well ot not to light well, and the open rail or closed rail.
Mona Frost moved for approval to give the City Plaza Building
the option of the open or close rail , and the lightwell to
do or not to do, and excepting a accent color for the rail,
seconded by Connie McCrudden, all in favor except one,
Terry End opposed; motion carried. Colette Penne said if there
where any question on the options given, to see the planning
office or the minutes.
New Business:
Main
The proposed sign for TV 2 KSPN at 332 W. Main Joyce Hatton
and Dave The colors will be grey with blue letters,
with 3/4" cut out letters, cap in cedar wood, 2 by 4 ',and
4 by 4 post and is roughly 9 1/2 square feet on the front lawn, it
will be a two sided sign, and the leters will be in royal blue,
as the logo is; It will have to be seen over the white picket
fence already there, which is about two feet high. Discussion
took place;: Mona Frost moved to make a motion to
postpone doing any thing about the sign until the satelite
dish was taken care of and moved, Terry End seconded the motion,
Bill Drueding mentioned that at one time it seemed that HPC
wanted all sign in the Historic District to go through the Building
Department, which it seems that this sign falls into, it was asked
if HPC wants now to review signage on all signs? Mona Frost
asked for a vote to be taken on her motion, A vote was called,
3 in favor o~ the motion, Mona Frost, Nick Pasquarella, Terry End,
3 opposed, Gretchen Greenwood, Connie McCrudden, Georgeann Waggaman,
motion tied, motion dies. Bill Drueding asked for a direction on the
signage on signs that are put up, and this should be talked about
in a work session; Since this motion was defeated it was stated
that Dave talk to Bill Drueding
Jim Holland came before the HPC to see how the members felt for change
on the light pole standards in town, He siad he has never been
fond of the beige color, and when Mill Street Station had more
poles put in, they had only primer on them, but even
the primer color looked better than the beige; Larry Yaw said
he is very interested in helping withimput on this item, and feels
that either a rust or a burgundy rust might be a warmer color;
The members said it would be nice to see two or three poles
different colors and also to let the Public have a chance,
Jim Holland said that could be done, and it was felt that
perhaps a black green could be one color, Colette Penne said this
will go to Public Hearing on July 12.
Welton Anderson spoke to the members on the impact of duplex
requirements on Historic Structures, referrring to the memo

Addressed in the packet; Colette Penne said she would have a memo
type for the next meeting to review, and then send on to City
Council HPC recommendations for some code changes that would
give some flexibility in the code to Historically Disignated
houses, might be saved, the particular house in question
at this time is the Dietsch house, suggestion from Welton
were if a code change it would enable the old house to remiin
and be restored, and build a new house without the connecting three
car garage, to the old house.
