Historic Preservation Cc~ittee continued ~V~eting of August 9th, on this date of August 16,
1983 in the Mayor's Office; Present were Gretehen Greenwood, acting as Chair person,
Connie Mc Crudden, Mona Frost, Steve Marcus, Marjorie Brenner, Colette Penne, and
Bill Drueding; Excused for this meetingwere GeorgeannWaggaman, Terry End, and Nick
Pasguarella.
The minutes were approved for the meeting of July 26, 1983 by Steve
Marcus, seconded by Connie Mc Crudden, all in favor, motion carried.
Fence
634 W. Main
Little
Victorians
Old Business:
The final consideration of a fence at the Little Victorians, 634 W. Main
Alison and John Burke, Alison Burke open by saying the major issue
is the color of the building itself, and the owners are hopefull to
be able to paint the house by next s%m~er. John Burke said he would like
to make the fence a nice design, and put planters in front of the fence,
for nice flowers there and will blend in real nice, and would later like
to put in a sidewalk and fix the whole area up, they have let it grow
over for sc~e privacy, but do want to leave the fence a natural wood;
The fence would run about twenty-five feet, just where this apartment
is, Connie McCrudden asked about the raggety trees and bushes out there,
those have been over grown for privacy, and the trees are Cotton w~ods,
and they will cut down and clean up the greenry when the fence cc~es in
said Alison. Connie Mc Crudden moved to approve the fence for their
privacy, end cleaning up the front of the building, and it does not make
that much difference whether it is natural wood or painted ;~ the
one with planters; Seconded by M~rjorie Brenner, Discussion: Mona
~ost said she is opposed to having a six foot fence on Main Street,
Mar~jorie Brenner asked if a six foot fence is necessary, Alison said
a shorter fence would not block other peoples view of the living
room from Main Street. Gretchen Greenwood said that to put the planters
on there to break up the mass, Mona Frost said that she felt that rubs
could be used instead of building a six foot fence. Colette Penne
pointed out that the fence will not be around the whole property, just
a small portion, to give them privacy . Gretchen Greenwood asked for a
vote to be called, four in favor of the motion, one oppossed, Mona Frost,
n~tion carried.
KSPN
Satellite Dish
Discussion of the proposed placement of the satellite dish KSPN, Peter
Van Domelen, Colette Penne open the discussion by explaining that
KSPN has gone through a Conditional Use Permit for the satellite
dish, and one of the conditions is for PL~C approval of the placement of
-the dish, and this item will have to go to Public Hearing for HPC.
When P&Z review this item, they did not like the idea of mounting it on
the car port roof, but did go along with 'the idea of mounting it on a
pole, if it could be done; Peter Van Domenlen said the decision is to
mount it on a pole in the NE corner of the property, structual it can
be done, end works out f~%e for KSPN, so they are going to put
the pole right against the building, the pole will run up to the lower
roof line, and then the satellite will be fr~ the roof line up;
so it will be invisible fr~ one side , you will see it from the
alley side, Marjorie Brenner ask if it was possible to paint it tb~
same color as the building or use a beige tones; Peter Van D~menlen said
what could be done is to paint the back of the dish, tb~ color of the roof,
and the front any color the cc~mlittee suggest; The Copper Horse is to the
East, Colette Penne said that ever three years the P&Z will take a
look at this project, to see if a smaller dish will acco~t,~lish the
same thing, an the applicant has said that they will replace the dish
with a smaller one if possible. Peter Van Dc~enlen said ti~ing wise
ABC is transmitting only by satellite August 22, 1983; and because
of the timming for publication for the Public Hearing of HPC they
would like to put up the dish, at KSPN own risk if the concensus of
this committee is agreeable for they will not lose ABC broadcasting
for a period of tim~, if at the Public Hearing the concensus
changes then KSPN will understand; Mona Frost moved to except the
conceptual approval of the new location depending on the Public

Seconded by Marjorie Brenner, all in favor, motion carried.
Bill Drueding told the m~mbers and applicant , procedurally we need
HPC okay before we give them a building permit, and they need a
building permit before they can put it there, at this point if
Bill understands HPC members, they will be allowed them to put
it up, at their own risk, and Bill Drueding will okay the building
permit with the idea, it is at their own risk,
John Bennett is here for Pour L~ France asking for approval for a
planter/ fence to run in front of Pour La France between the cafe and
Main Street, also to cover the exposed west wall of the Whale of a
Wash building with a lattice on which to grow vines, bring forth
plans to show the msmbers,the west wall is of cinder block, Micheal
Solheim is actually doing the work and will be planting more
trees out by t~e curb, about two feet into the curb. the height will be
about 33- 36 inches , kMarjorie Brenner moved to approve the
outside d~n~ area for Pour La France as submit%ed with strong
prodding to owners to plant the trees by the curb soon, Seconded by
Connie Mc Crudden, discussion, none, all in favor, motion carried.
The planters will be about 3 foot in lenght;with a fence running in the
center of it with a s~ll amount of lattice work in it.
