Historic Preservation Committee Regular Meeting November 15, 1983 Chambers
Present were Connie Mc Grudden, Mona Frost, Colette Penne, and Bill Drueding.
This meeting is more of an information meeting except for
Awnings at Tom Mix, and that we should listen to what the
parties have to say.

Bill Poss gave a report on the status of the Epicure Building,
or the old Chippwood Block, Mikeal Solheim is a general
partner there and he has been doing is getting a refinancing
of the project, which has taken longer than he first thought,
There has been question with the Building permit, that need clearin~
also, they will be resubmitting drawings the for the resturant
section for the tenative improvments, construction will start back
up in three or four weeks, the completetion date will be
Epicure- probable next spring.
Chippwood Block
The outside needs to be finished up, the masonary around the
Up-date steel columns are on the outside, so those peirs will be
masonary in, and all the windows will be redone;
Colette Penne asked about the peirs on the west side appears
to be inside and on the east side they are on the exterior
first of all why is that, and when you masonary them in
will they match?
Bill Poss said the reason is that it is on the outside is the
request of the owner,and they wanted maximum space inside
for an antique bar, rather than work around the columns and
have to cut the bar, and H~C has approved it that way; with
Bill Clark was chairperson. To match them, they will paint
them to match the building, and in the spring with new color
samples; The windows will just hav~ ~ glass in them,
and the frames will be duplicated as they are now,
Colette Penne said that she wanted to remind them that if
they plan for outside dinning, they should put there application
in to the planning office this winter, there will be a
class action which will let each applicate pay about $60.00
Mona Frost said the only thing she does not like is to see
people refer to the Epicure Building instead of the orginal
name of the Chippwood Block, which was its name for 70-80
years. Mona Frost said that HPC objected to the name
being changed when Andre's put up his name of the building,
New Business:
Awnings
Tom Mix
The review of awnings and facade color change for the
Sanderson Building or Tom Mix, by Larry Yaw. One is to basicly
repaint the existing surface facing Hyman Street Mall,
then add awnings on on the upper level for sun control
purposes, the awnings will project appr
and will not exceed the code limit, the color will be close to
the Aspen Block Building in choice. The primary color of both
the building and the awning will be a blue- grey color, with
trim and accent color to be a medium value blue -grey;the
awning will be with moderate scallop retractable and with no
signage,
Connie Mc Crudden and Mona Frost approved of the presentation
and asked that Colette Penne be given the choice to
approve the colors and type as she h~ the administative
decision to do so for the awnings for the Tom Mi~ Building.
Aspen
Community
Church
Tom Crews architect, will be doing the renovation and
rehabilitation for the Aspen Community Church, there
will be a site visit when more members can attend;
The exterior is really all HPC can comment on, but
this building does belong to the national register so
the interior would not want to be changed that it would hurt
and be taken off the national register, Tom has
been imcontact with the state and so far with the plans
the state has not objected. And one of the plans is no open
up the alcove again, but as of, yet, they do not know
what is behind it.
The outside he would like to sand blasting the stone,
much like what was done at the Wheeler, the mortar is
in many shades of colors and missing in some places, and
needs to be replaced in others, the actually stone has
changed colors due to the rain gutter being removed and
having the stone be changed; The stone is referred to as
Frying Pan sand stone, but they do not know if more would
be availble or not, there is a Small pile in the back
of the church;
Colette Penne said she would really caution them on sand blasting
water blasting or asid cleaning would be much better,
and Colette was not sure but felt that sand blasting a building
was against the guide lines for buildings in the
Historic nature; Tom Crews said he would be glad to look
at other methods for cleaning up the stone.
Colette said that if Meril Wilson could come up
then would be a good time for the site visit.
Discussion continued with the mention of repairing the
roof, the shingles on the Bell Tower, and
In the back of the building there is a shed roof, the hope
is to ma~e this more of an entrance for the activities
for the lower level during the week,
The exterior hopefully will be done in the spring.
Colette Penne felt that there will probably be a couple
of meetings on this, one a public Hearing,
A copy of the interior and exterior changes planned will
follow minutes.
