HomeMy WebLinkAboutminutes.hpc.19810210Aspen Historic Preservation Con, mission RECORD OF PROCEEDINGS February 10, 1981 100 Leaves The Aspen Historic Preservation Commission held a regular meeting on February 10, 1981 at 1:00 PM in the Mayor's Chambers. Members present were Jon Seigle, Georgeann Waggaman, William Clark, Mona Frost, Terry End and Florence Glidden. Sunny Vann, Planning Staff representative, was also present. APPROVAL OF MINUTES Mopa Pr.cst made a motion to approve the minutes of November 25, 1980. GeorgeannWaggaman seconded the motion. Ail in favor, motion carried. Sunny Vann announced the con~mitteewould be getting a new staff representative. Her name is Collette Penney and she is quite specialized in the area of historic preservation. PROJECT REVIEW 715 WestMain- Request for Demolition Approval Sunny reminded the committee that this project was approved subsequent to 617 West Main. He said that when he advised the conmittee in the review of these two projects crig]nally, it was to either determine that the existing structures were not worth saving and to authorize their demolition and the construction of a contempory project on the property or, if there was some facet of the building worth saving, to require that it be i~cor~orated into any further expansion of the property. Sunny said that when the 617 West Main was presented, it was decided that certain elements of the original building be incorporated into the new design. The applicant subsequently came back to the committee and said they cculd not bring the existing structure up to code and they could easier duplicate the structure. Then, 715 West Main came in and the minutes reflect several conments on the behalf of the applicant that that structure would also retain some elements and be they would be incorporated in the new design. The HPC approved expansion of that facility and the applicant has applied for a buildingpermit. The applicant is saying that the committee approved demolition of the structure. Sunny said he cannot find anything in theminutes authorizing demolition of the structure. Sunny assumed the applicant's argument would be that he cannot bring the building up to code and it would be easier to duplicate certain elements of the existing building. Jon asked if when the committee approved the design, if they approved incorporation of the existing building into the design. Sunny said that was his understanding. He said there is reference in the mJmutes to that structure being relocated to another portion of the property and incorporated into the design. Randy Wedum, architect for the project, said he thought he was just supposed to incorporate the architectural character. He said in order to move the building, he would have to tear it down and put it back together again. The question is whether to use the same old materials when he puts it back together or to use new wood. Jon said he would have to abstain from any voting on this issue because Randy is a client of one of his partners. Bill Clark asked if he had read there was amove to modify the building code in order to aecomadate restoration problems. Sunny said he hsd not heard anything about it. Mill Street Station - Minor Modifications RECORD OF PROCEEDINGS ...~e~ L~ I~l 100 Leaves Mona said she felt that when a person comes in and buys a building that they know is in the historic s_~ea, and if they try to do some- thing with the building after they've bought it, they are taking advantage of both the HPC and the historic character of the town. She is definately opposed to demolition of the building because as she recalls there was nothing said about demolition. They were to move it over closer to the house on the east and with that house they were going to build the rest of it, ineorporating 715 into the design. Georgeann said she could not see the sense in keeping 75 year old timber when it has been co~letely repainted and rechanged. Sunny said he thought they have lost the building. Because of the approval of 617 West Main, he did not think it would be appropriate to deny them on this building, when the argument is the same. Wedum said he would be glad to give the building to anyone who would take it. Georgeannmade a motion to approve den~lition if necessary with a reconmendation to to try tomove it within Pitkin County. Florence Glidden seconded the motion. Ail in favor except Mona Frost. Motion carried. Sunny reminded the conmittee that this project received GMP allocation The extent to which they modify the building might or ~Jght not affect their allocation. He said the Planning Office will have the perogati~ to deter~mine if the extent of their change would necessitate them going to City Council. The guideline for that is that if the change would affect the scoring to the detriment of another applicant, then they must go back to City Council. Larry Yaw, architect for the applicant, made the presentation. He said the first approval basically used the existing Mill Street Station and incorporated new architecture and historic context around it. The approval was on the existing Mill Street Station being reclad in brick, refenestrated, new lighting and heating and essentially keeping the structomal residue internally. He said the purpose for that was to allow the existing tenants to stay there while the work was being done. Now, what they want to do is tear down the building and start from scratch. Tony Mazza said they were attempting to accomodate the existing tenants. As a practical matter, they are not constructing this year and all of the leases in the existing spaces will be over on December 31 of this year. He said he has spoken to all of the tenants and they are all willing to go along with the complete demolishment and rebuilding. They b ave all expressed a desire to stay in the building, except for the Aspen B~r and Grill. ~said that virtually nothing in the scale, the details, fenestra- tion~ architecture character has been changed. He said that every- thing that has changed is internal, and Bill Clark said he would have no problem with that. Larry showed the cb=~nges to the committee on the plans for the building. Terry End made a motion to approve the changes to the Mill Street Station as shown on the plans. Mona seconded the motion. Ail in favor, motion carried. RECORD OF PROCEEDINGS 100 Leaves 214 Lake Avenue Shaw Sub- division - Historic Designation Bell Mountain Spor~s Preliminary Application Sunny told the con~nittee that the properties in the s~bdivision~:~. were resubdivided a number of years hacks_nd a condition that was attached by Council was that the existing structures had historic designation. Welton Anderson presented his plans for the residence with new lot lines he had platted. Smnny said there were two things involved here. First, the HPC has no jurisdiction over the properin7 until such time as it is designated, so, the committee needs to reconmend to City COuncil that the property be designated and following designation, the committee needs to review the plans of the proposed expansion of the structure. The con~ittee reconmended that Sunny draft a resolution to present to Council. Sunny said this was a GMP allocation for a conmercial structure that was approved two years ago. The property has subsequently changed hands and the new owner has proposed some modifications to the front of the building. Sunny said he had no problems with the new plans, as he had seen thegn already. Vanntold~PC this is making some minor exterior changes. The Commission cannot make a determination whether it affected the scoring, as not everyone was on the Commission then. Vann said all projects were approved with room to spare, and a modification on the exterior would not affect the ability to meet the mininmm points. Jack Walls presented plans for the building; the front stairway will be eliminated and they will shame with the Crystal Palace building. Vann told the Commission this is a historically designated building, and he felt this is a cleaner building with better material choice. Florence Glidden moved for preliminary approval of the Bell Mountain Sports, conditioned upon seeing samples of the bricks_nd bronze and glass; set a public hearing; seconded by GeorgeannWaggaman.
