RECORD OF PROCEEDINGS

The Historic Preservation Committee held a regular meeting on Tuesday,
March 24, 1981 in the Aspen City Council Chambers. Members present were:
Jon Seigle, Mona Frost, Richard Cicero, Georgeann Waggaman, William Clark
and Florence Glidden. Colette Penne, Planning Staff representative,
was also present.
APPROVAL OF MINUTES
Mona Frost moved for approval of minutes
of the March 10, 1981 meeting, as
written. William Clark seconded the
motion. Ail in favor - motion carried.
OLD BUSINESS
Consideration of a
Resolution to Council
on Victorian House
at 135 E. Cooper
Colette Penne stated that Council met
on Monday, March 23, 1981 but she was
not sure of the outcome of the meeting -
no one from HPC was present at the
Council meeting. Colette mentioned
that she had been in touch with the
owner of the house and his attorney,
she said that they might be interested
in having the house declared a city
resource, but not in a sight specific
way. The house would then fall under
HPC jurisdiction as to what is done
with it.
Colette presented the resolution she
had drafted for Committee approval.
The Resolution #1981-2 states that we
(the HPC) urge City Council to delay
action pending historic designation of
the structure. Colette indicated that
the inventory is not yet indexed and
that at the conclusion of that process,
the HPC can begin to designate structures
historic.
Colette further commented that the
house in question is deteriorated and
needs work. Jon Siegle stated that
deterioration should not be a criteria
for demolition of this type of structure.
Many of the Victorians in Aspen were
deteriorated until a few years ago.
Colette reminded the committee that the
owner wants to relocate the structure
to a lot across town, not tear it down.
Jon indicated that the character of
the building lies in the building and
the site, and moving the structure to
another site does not preserve this
character. William Clark mentioned that
if this procedure is started, everyone
will want to move these houses.

Welton, Anderson, Architect commented
from the audience that the owner is a
developer from Chicago who applied to
the Planning and Zoning Commission to
move the house. The owner told P & Z
that the house was in bad repair and
that he would put up a pre-fabricated
employee housing unit, due to economic
reasons. Welton indicated that
approximately 10 years ago Ted Mularz,
Architect reconditioned the entire
house in question, and that it has not
been maintained properly. Welton
Anderson felt that the house was in
sounder shape than it appears.
The owner plans to move the house to
the corner of Frances and Garmish. The
lot the house is on is 6,000 sq. ft.
and the new lot is 6,000 sq. ft. also.
Mona Frost asked why the owner couldn't
just use the vacant lot for employee
housing rather than move the house,
since the lots are the same size.
Jon Siegle indicated that an initiative
has been started by neighbors of this
Victorian to be put on the May 5, 1981
ballot. This initiative states that
prior to removal or demolition of a
structure that has been designated
historical by the new inventory
there must be approval by the HPC
regardless of whether it is within the
zone under HPC jurisdiction.
Colette stated the three issues in
question:
To remove the Victorian
definitely changes the character
of the area.
The area has been zoned multi-
family and the house has not been
designated yet so the owner has
the right to remove it because
he started his application prior
to designation.
This Committee may want to on
on record to Council against the
policy of moving Victorians from
the downtown to residential
neighborhoods in order to stop
its reoccurance.

William Clark questioned the property
rights of the owner of the house. Jon
Siegle stated that the owner's rights
may be vested, but the HPC does not
want to let the house be moved without
voicing their opinion from a historic
viewpoint.
Essentially, Resolution #1981-2 is
recommending to City Coun~ to concede
to the judgement of the HPC. Jon
proposed the committee adopt Resolution
#1981-2 with a minor editorial change.
Jon proposed that the phrase "...that
we urge the City Council to delay
action..." be changed to "...that the
City Council delay action..."
Florence Glidden and Mona Frost indicated
that there is local support from the
neighbors of the house who are circulating
the petition.
William Clark moved that the HPC
adopt Resolution #1981-2 with the
editorial changes me---~ned. Mona
Frost seconded the motion. Ail in
favor - motion carried.
PROJECT REVIEW
Proposed Roofing Plans/
Pitkin County Courthouse
Bruce Boren of the Pitkin County
Building Maintenance Department
presented the proposed roofing plans.
Bruce explained that the present roof
is tar paper ans shingles which are
very deteriorated and have caused
interior water damage to the attic and
the top floor of the Courthouse. The
County Building Maintenance Department
wants to replace the shingle roof with
a metal standing seam roof. Bruce
showed the HPC pictures and a brief
description of the new roofing.
Colette ?enne stated that from old
photographs of the courthouse she
believes the roof has always been
shingles. Colette indicated to the
Committee that since the building is
on the National Register of Historic
Places, changing the roofing to metal
may jeopardize the building's status
on the Register. By changing the
roofing any future funding would
probably be turned down and the
possibility of being removed from the
Register also exists. Jon Siegle
asked if there were guidelines for change
published by the National Register.
Colette said there were guidelines for
changes and she would check in Denver
with the State Historic Preservation
Officer.

Florence Glidden asked what the
alternatives were to the metal roofing.
Welton Anderson, Architect helped to
clarify the alternatives to the
committee. He explained the cost and
life expectancy of both a standing
seam roof and a shingle roof.
The consensus of the committee was to
table their decision until the next
meeting on April 14. In the interim
Colette will contact the State Historic
Preservation Officer to obtain information
on the guidelines for renovation. The
Committee felt strongly that it is
important to keep the Courthouse on
the National Register.
NEW BUSINESS
Preliminary Review/
Dietch Residence
Welton Anderson, Architect represented
the Dietch Residence. Welton showed
current plans which indicate that the
house will just be reoriented for a
more southerly direction. The Dietch
House has had a second reading in
City Council and has been designated
Historic.
The HPC felt that the proposed changes
were minor. Georgeann Waggaman moved
for preliminary approval conditional
upon letters of consent from the two
neighbors. The neighbors must be
made aware of the materials. Welton
stated that the neighbors have seen
the proposed plans already. Mona
Frost seconded the motion for
preliminary approval. Ail in favor -
motion carried.
Welton Anderson also asked the Committee
if he could show plans for proposed
changes to the Henry Peterson House
which is next door to the Dieteh
Residence. The changes are to the lake
side of the house. Jon Siegle stated
that the same requirements would stand
for approval. Letters of consent must
be presented from the surrounding
neighbors.
Both the Dietch Residence and the
Peterson Residence will be put on the
same agenda for approval. At that time
the letters of consent can be presented.

COMMITTEE COMMENTS
Brand Building/
Sign Restoration
Mona Frost quoted from the March 11, 1980
HPC meeting minutes "Gaard Moses
stated that he had a contract to restore
the sign on the Brand Building and the
money had been allocated, but no date
had been scheduled for the actual
restoration. He further stated that
the sign would be completed in the
Spring of 1989". Mona also quoted
from the June 13, 1978 HPC meeting
minutes "Mr. Coolidge, represented
Mr. Baldwin, the owner, and told the
HPC that the sign would be restored
in the summer of 1975'!.
Mona Frost stated that the sign has
not yet been restored and she would
like to see some action taken.
Jon Siegle suggested that Colette
research the 1975 minutes and find
the original Committee action so the
Committee can have a basis for further
actions.
Letter to
Committee
Colette Penne read a letter to the
Committee that she received from a
couple from Tennesee, Don and Jean
Dolan. The letter stated their
support for the preservation of the
historic structures in Aspen. They
felt that these structures lent
character to the town which is
pleasing to the people who visit
here.
Georgeann Waggaman moved to adjourn
the meeting at 1:50 p.m. Jon Siegle
seconded the motion. Ail in favor -
motion carried.
