HomeMy WebLinkAboutminutes.hpc.19811110RECORD OF PROCEEDINGS 100 Leaves Historic Preservation Committee Minutes for Meeting of November 10,1981 The Historic Preservation Committee held its regularly scheduled meeting on November 10, 1981 in the Mayor's office at City Hall. Members present were: Chairman Bill Clark, Terry End, Georgeann Waggaman, Margie Brenner, Steve Marcus, Mona Frost and Nick Pasquarella. Colette Penne off,the City ~ing Office was also present. The roll was taken and the minutes from the meeting of November 3rd were approved, the motion made by Terry and seconded by Nick. The first item of business was the Public Hearing on the addition to the residence at 319 N. 4th, Bill Clarks residence. ( It must be noted here that Bill Clark did not participate in the voting). The addition is a potting shed located between the house and the garage. George&nn made the motion to approve and Steve seconded it, all were in favor. Review of the Paradise Bakery design, awning and lighting- Carter Holmes Mr. Holmes presented to the Committee the design logo and pattern that is the trade mark of the business and would be printed on the awning. The committee liked and approved of the design. There was discussion as to whether or not the building department will approve of the height of the logo, whether it would go over the 12 inch limit, Mr. Holmes deferred the lighting and agreed that the interior lights and the lights from the gas pumps would be sufficient. Colette brought up the part of the slogan that reads " Cookie Munchers Paradise" and whether or not that was a suitable thing to have written on the awning. Discussion followed and the committee members all thought that it was ok for the bakery to write what they wanted to on their awning, but Terry thought that it would be a little overdone to have that full slogan written out. Mr. Holmes stated that the slogan was what his company had used for the past five years and that he thought that he had the right to use any name he wanted. Mona moves to approve the design on the awning, Georgeann seconds, all in favor. Preliminary Review of the proposed addition to the Skiers Chalet- Howard Awrey, Bob Sterling Bob Sterling- They propose to add 1100 Square feet to the East side of the restauant, 700 square feet will be on the upper floor and the remainder on the lower floor. Their primary concern was to balance the building a bit and extend it. They will retain the patio with fixed windows. The color will be a dark brown and the existing blue trim will be extended all the way around the building. All the Committee members approved of and liked the proposal, the motion was made be Nick and seconded by Terry. A1 in favor and the Public Hearing is scheduled for December the 1st. Public Hearing on the Prospector Lodge- Dave Gibson Dave Gibson describes the improvements to the original plans that had been approved last year. He also presented material samples, a moss block sample( for the rock walls) and a sample of the grey beveled siding. The entrance has been revised to be between two rock walls instead of by one, and the sesign on the wall next to the entrance has been improved. Dave presented a before/after drawing to the Committee for comparison. The hot tubs on the balconies will be 3 feet wide and partially hidden. They will be on the inside and the outside of the units, and the shadow line of the balconies will keep the tubs partially out of sight. The Committee felt that some landscaping would be appropriate on the bottom floor to help partially obstruct the view into the hot tubs. On a straw vote the Cojmittee all approved the plans for the front of the building, the Monarch Street side, the alley elevation ( it will be noted here that no one from the public attended the Hearing today RECORD OF PROCEEDINGS 100 Leaves Public Hearing on the Prospector Lodge cont'd although it was published in the Times, and the committee feels that there may be some public outcry about the hot tubs). Discuusion follows at~ this point about the possible peeping Toms, trouble with possible nudity within the tubs, and the general concensus was that other similar spots in town have had no trouble and that it was not up to the Committee to set a dress code within the to~n. The landscaping can be improved to help, and the traffic flow within that alley is usually very light. The secretaty spoke up as a member of the public after excusing herself from her duties to say that she could see no trouble with the hot tubs and approved of them. Nick made the motion to approve of the plans and the changes, Georgeann seconds, all in favor. The Pitkin County Courthouse Roof- The Assitant County Manager The roof of the Courthouse is in need of repair and the County seemed to have gotten sold on the idea of a metal roof - Rob picked up the ball, so to speak and did some investigation on his own into an alternate way to roof the building, as he felt that a metal roof was unsightly and certainly was not the way it had been originally. He found out from the Colorado Historical Society in Denver that the roof had originally had a wooden roof, shingles that had been colored grey. He advised that these days such a roof would be impractical but that an asphalt shingled roof that would be that same color would be not only close to what had been there in the first place but would not cause any problem with the snow. Pat Dobie, the County engineer approved his idea from a practical, working standpoint. The committee approved this idea in the preliminary stage, the motion made by Terry and seconded by Georgeann.All in favor. This will be scheduled for a public hearing in the near future. Designations: The buildings at 500 W Francis, 101 Lake, Steve made the motion, Nick seconded, all 610 W Third were all approved in favor. Resolution 81-12: Colette advised the Committee that City Council decided~. t~at any exceptional structures will be designated historical with or without the owners approval. The four houses in the resolution are: 311 Gillespie, 714 N Third , 442 W. Bleeker, and 232 W. Hallam. The resolution was approved, the motion made by Nick, seconded by Terry, all in favor. Colette mentioned that she had a note from Tom We~ls that someone wants Leonard Colvos house, to take it and turn it into a bed and breakfast place, preserve the structure, and turn the old carriage house into a place for employees to stay. It is one of the few remaining houses with a carriage house and definitely a historic structure. The HPC approved of the idea, however there may be some problems due to the zoning in that area. Council may have to take some action regarding this area to help preserve this particular building. Bill Clark goes on record as saying that he hopes that Council can find some way to help preserve this building as and where it stands. The next meeting is scheduled for December 1st.
