Regular Meeting Historical Preservation Commission January 12,1982

Comments
Chairman Bill Clark called the meeting to order at 1:05 with members
Nick Pasquarella, Terry End, Georgeann Waggman, Steve Marcus, also present were
Paul Taddune,City atte~ney, Collette Penne, Planning Department, Bill
Drueding, Building ~epartment, Paulie Hayes, Aspen Times,
The Committee brought forth in the meeting if the Aspen .
Daily News met the requirements of Public Notice being
given, since Aspen other paper, The Aspen Times comes
out once a week and 15 day notice requirement is given
to consist with every thing else in the code.
The problem with the Daily News would be some confussion
on weather or not it is a newspaper of "general
circlulation" City Attorney Paul Taddune Stated.
Con~ittee membes were polled for shortening the length
o£ notice given for Public Hearings, but after the discus-
sion,held to the 15 day Public Notice with the
exception as before, to have a special meeting in
special cases.
The Committe discussed changing the meeting day
of the Historical Preservation Committee, to help
with public Notice being given to the newspaper,but
then decided that Tuesday was the best day being that
anything published met the Aspen Yimes deadline for
Thursday publication.
Collette Penne,of the Planning Department~P~e"of a

they ~uld need more timeto referring things out,a~d time
to get the referral comments back~ndtthat might be
a problem since the Committee has chosen the properties
which are historical~and require them to be reviewed.
Asked if the Committee agreed with Paul Taddune
on posting property such as signs of proposed con-
struction sites, and that Paul Taddune could get
back to the committe by the next meeting~then the
committee can pass amotion to go to city council.
CourtHouse
Roof
Rob Jacklin county manager and Jim Belfont, head
of maintenance for hhe county spoke to the committee
on the material for the courthouse roof. Materials
was brought in to examine, and a dark heather blend
was the color chosen. The sheet metal that is on the
roof ~ill stay and the material will be a two layer
fiberglass shingle topped with weatherproof asphalt.
Collette Penne asked that a letter be sent to the
State Historical Society to make sure that the color
and material choosen would be in accordance with the
National Resgister, to give us permmission with
color and material to carry forth with the choice.
The project should be done in the spring.
Mill Street
Station
Larry Yaw and Micheal Thompson of, Hagman Yaw Architects,
Ltd. spoke to the committee on reviewing the plans
for the Mill Street Station on the revision of the
face change. A blue print was posted.
The first plan had...8" by $" stact bond face brick
instead of standard soildier couse
The second .... ?h~ use of two decorative terra -cotta
panels in the masonry above Mill/ Hopkins cor~er
entrance
The third... The use of succo painted to match the
brick on the west eleeatation adjacent to the Berko
Building.
Fourth was... Revised masonry spandrels above the
Mill Street and Hopkins Street entrances.
Both number 1 on the list and number 3 were denied.

Bill Clark Chairman suggested that Larry yaw; a~d
Micheal Thompson get in touch with Franz Ber~o!
for he showed concern what was on the building
next to him.
Approved were two changes to the Mill Street Station ....
on Hopkins and Mill... Revised masonry spandrels, and
the two terra cotta panels
The architects were asked to set up a sample of
brick for the committee, by showing scale, color and
material,,to get a better picture of the 8 by 8. The ~
was split on that decision.
Bill Clark asked it be taken back to the the drawing
board and come back to the next meeting with better plans.
Flag poles and cases such as Harley Baldwins Brand
Building be set aside £or one meeting.
A Motion was made on Bill Clark Potting Shed, to remove
the garage door and put double windows. Terry End
made the motion, Steve Marcus second the mation,all
in f~vor say ...aye... aye , opposed...none.
The Commerical Core and Lodging Commission asked
H.P.C. what this committee thought about Christmas
decoration for the town. Bill Clark mentioned that
Dick Knecht had some ideas on that subject, such as
along Main Street,Pepeke Park a Big Spuce tree with
Lights on ..... ~tated that the CClC should get some
sound ideas down on paper and talk also with Dick
Knecht.
The committee also asked Collette Penne if she could
draft a letter to city council to see if the HPC
could have more control on color and landscaping in
t~e commerical Core as an advisory board.
The committee walked over and looked at the Court House
roof after the meeting was ajourned.
