Historical Preservation Committee
Regular Meeting April 13, 1982
The Historical Preservation Committee held its regular Meeting April 13, 1982
in the Council Chambers; Present were Bill Clark, Mona Frost, Terry End, Steve
Marcus, Marjorie Brenner, Geo~geann Waggaman, Nick Pasquarella, Colette Penne,
Bill Drueding, and Paul Taddune.
The minutes were asked to be postpone till later when all the
members had a chance to go over them.

Hearing
Pitkin
Center
Bill Clark,Chairman, step down and asked Mona Frost to act as
chairperson for the first item on the agenda; Bill Clark would
not take part in this item either in the discussion or the vote.
Mona Frost open the Public Hearing of the final review of the
demolition of the Pitkin Center by Ted Mularz.
Ted Mularz open by saying that this request for demolition of
the Pitkin Center for his client Bill Clark, and it is for 'the
buildings between the bank building and Cheap Shots; several
building had been built on to each other. Ted Mularz stated as
before in the primliminary review that this has gone before
P&Z and the City Council and has been approved by both.
The Public Hearing was closed with no con~ent from the Public.
Terry End then made a Motion for the final approval of the
demolition of the Pitkin Center Nick Pasquaretla seconded;
Ail in favor.., motion carried.
Bill Clark then came back into the meeting to act as chairman.
Waterfall
Hope
Project
Next came the preliminary review of Waterfall, Hope Project;
at 307 S. Mill by Don Ball asking fo facade changes to the
existing building. It is now know as Hair Power space, they
plan to have a jewerly store,it is also near RP'S , it is asked
of this committee to approve the facade changes on Mill
Street ~and around the co,nor back about 20 feet that faces
the Wheeler Opera House. Drawings were brought forth and discussed
and Don Ball said he would give the archietuture side of the new
plans and Bill Jameson would give the Scruptual Garden effect
located in the court yard. The wing of the building facing the
Mall side would have an arch, an arch entry which the bricks
will be stepped back as it approaches the glazing part. asked
for a poll from the committee, Georgeann Waggaman said it is
a bit over whelming for the building, but on the other hand
it is not going to compete with the Wheeler, or ~he fountain;
It does seem to have a false front look to it, as the other
members were polled most felt as Georgeann Waggaman had stated.
Bill Clark stated there will be a Public Hearing for this, and
as far as he was concerned the arch was a little overwhelming,
size and the width of the structure it will be in front of; amd
when Don Ball does come in front of this committee for the
Public Hearing to have the signage worked out, any details
related to this , as color of brick, size and pattern
exterior glass useage, so that the co~nittee can rap it up in
all at one time, and a site visit before the Public Hearing
which will be May 11,1982
Then Bill Jameson came before the committee to talk about
his plans for the Scruptual Garden, in the patio area with
pestals for the scruptures and the plans to build a
fence around them for protection, a gate will be made out
antique shaker iron and welded together about 6 feet high.
Colette Penne mentioned that the increase of commerical space
should be checked with the building department, and this item
should also go to Public Hearing May 11; Also before going
any f~er with the design changes they should check with
the Planning department to see if these plans are allowable?
Marjorie Brenner along with Georgann Waggaman said they like the
idea so long as it fit into the code of retail space.
It was mentioned that the t~PC does have another meeting
beo~'c the Public Hearing that was schudled for May 11, which
would be April 28 if DON Ball wanted to run something else
by the committee more of an informal review.
Mark Danielsen came before the HPC again for the Swiss Chalet,
GMP Residential Project; after the visit to the site
which was held this date at 12:15 P.M. with committee members.
Mark Danielsen started out by saying that this was project
was one of two projects that won the GMP residential allocation
for 1981. The site of the Swiss Chateau Units to house 24
one bedroom units ranging from 750 to 800 square feet. the site
is where the Swiss Chateau Cabins are now standing as you
enter the town from highway 82 and Snowmass area, the Main Street
of Aspen, Mark Danielsen continuedto say the Deaf Camp and
the Anderson Ranch showed interest in obtaining the cabins.
And this is why he comes be£ore this committee today to
seek approval for the removal of these cabins for his boss HBC
and to seek approval to construct 24 Units of employee
housing project that was part of the GMP. The orginal GMP
application could not get HPC approval,before the ~P application
was mmde; of course there was a mortiam on Main iStreet at that
time; no drawings were shownor approvals given from the HPC.
HBC went ahead on the Victorl~n building plans, by maintaining
the basic concept of height and open space and visual view
area between buildings and other things that were mentioned
in the HPC meeting at that time.
Asked if any of the mention of,or pictures of,the Victor~g~
help in anyway of obtainingthe GMP allotment, was asked by
Nick Pasquarella?
Scoring was not based upon design, Mark Danielsen came back to
say;
Sunny Vann was the HPC advisory at that time, Colette Penne
said and that Sunny Vann and then the members at that time,
did in fact see,oF,talk about Victorian, and the members felt
it was an outstanding effect in terms of making it look
residental and good in design.
Mark Danielsen then remarked the HPC never did give approval-
because the HPC could not,,because of the Mortiam. HBC was
only seeking information from HPC as to some of the thoughts
might be if HBC would put a project on that site.
Colette Penne mentioned that okay, but that this project
had gone along way in the design stage, because when she
began working for the City Planning office, he, Mark
Danielsen, brought these Victor~ drawings to her and said this
was the Swiss Chateau Project.
GMP application consist of a conceptual application,
nothing more, so all it is as Mark Dainelsen stated are requirement
which to satify the conceptual application, the GMP does not
score design archit~ur~or any thing else.
Colette Penne said that the GMi~ does score on design and
archi~tur~
Mark D. anielsen came back to say not at the point in time.
He said it has since changed, since this project of HBC came
before the deadline January 1981, September or August came
the change where scoring would be based.
The project has under gone many changes as the undergroun~
parking has come about taking 9 terrace units above ground
now; That he has never belived in fake Victor~ concept
for archii~ture design and have now gone to a Contempary design
and material with earth tones in color and then brought
forth a model.
Discussion continented and brought forth was a date set for
Public Hearing May 11, 1982.

Comments were made by the committee,,about this project,
that it had to much of a commerical look, and seemed totally
wrong for where the planned site is; maybe even breaking it
up-instead of two units into three, or setting it back might
help. The stairway looks heavy for the front of the building,
question directed to Mark, could it be removed and put in the
back. On Removal of the existing building's Bill Clark
cautioned HBC not to plan to move them untill just before
what ever is finnally approved,not to whether, but when HBC
can take them down.
No, was Bill Clark's answer to, If HBC could take them down
with the conm~lttee approval- in condition~o the items mentioned
at this point in time.
Mark Danielsen was suggested to, that he could come back before
this committee April 28, with more imput.
Mark Danielsen asked the members if he could amend his
project or would he have to go do a complete different design?
And Bill Clark stated~H~C had a split preference to whether
a Contempary design opposed early Victorian Design.
Last on the agenda was the final consideration of the
awnings and signage for the Paradise Bakery by Ted Davis.
The signage would like to be changed to Paradise Bakery
from Cookies Muncher's Cafe and get rid of the two- for- one
sign, and put Aspen T Shirt Station on the Galena side~
one for each business there, and to have the Awnings go
around the Copper Street side just to balance without signa~e.
Nick Pasquarella made a motion for approving the awnings
and signage for the Paradise Bakery, Steve Marcus seconded
the motion, All in favor. Motion carried.
Meeting was then ajourned.
