Historic Preservation Committee Regular Meeting April 27,1982
The Historic Preservation Committee held its regular meeting April 27,1982 in
the Council Chambers. Present were, Bill Clark, Mona Frost, Terry End, Marjorie
Brenner, Bill Drueding, Georgeann Waggaman,Colette Penne,the meeting'started
a few minutes late due to the site visit at Waterfall and Hope project.
The minutes were postpone till all the members could read them.

Project
Waterfall and Hope project was the first item after the site
visitjon the agenda, for preliminary review by Don Ball and
owner of Waterfall and Hope. Colette Penne
opened by saying that no vote had been taken on April 13, and
in the two step process, it had to be done, and a vote should
be taken today, for the public hearings is for May 11,1982.
Colette Penne went on to say, that after seeing the building
as it is now , ahog poge of signs , materials and lighting, and
the plan is to clean all that up; and cleaning up the signage
and putting in the scupture garden will be a massive improvement.
Comments were asked from the other members, and all felt in
agreement with Colette Peune, so long as they could see the
materials used, at the public hearing.
Georgeann Waggaman made a motion to approve the Waterfall
Hope Project of remodeling including the brick arch and the
scupture garde~ as both have been submitted. Marjorie Brenner
seconded the motion, all in favor, motion carried.
New Building
5th & Main
Bill Wesson
Next was the consideration of exterior changes on the new
building at 5 th and Main, owner Bill Wesson, architect John
Huish; Cole~te Penne said she could give the members a little
background on this project. Bill Wesson has come before this
committee before with two building plans, for this location
on Main Street; The first building is the plan on the board
right now, approved at least more than a year ago, then last
fall before the G~ went into effect, the second plan came
before this board and ~J approved; then about a month ago
Bill Wesson called and said he did not want to build either
one of the ~pproved plans, but had a third one for review;
Coleete Penne went on to say that, she told him that he could
not do that/because of the GMP allocation, and with the third
set of plans would have to start all over, and go through
the process again. He then decided to use the first set
on plans that had been approved by HPC with some changes.
Briefly the changes wanting to be made were, ommitting
the chimmeys and raising the building to be all above ground
level, changing the exterior stairwell Going over the changes
the committee found them to be major changes and suggested that
the owner and arctitect talk to Gary Essary and get an opinion
as far as how much change will be premmited, for this committee
could not give preliminary approval. If the City attorneys
office, says that they have no problem with that much o~ ~a
change,then HPC will put them on the next agenda for preliminary
review, after checking with Colette Penne.

Guild
Colette Penne spoke for the Potter's Guild on their choice
of colors; to be wedgewood for the building, beige for the
trim, and the door to be burgundy in color, and to put an
awning on with thier signage; Marjorie Brenner made the
motion for approval as submitted, Georgeann Waggaman seconded
the motion, all in favor, motion carried.
Next item, Ted Singel~s from Pour La France is considering
leasing the corner space in the New Mill Street Station,
and he would like to put outside dining on the roof for the
summer months, awnings and umbrella tables will be used on the
space, another res~ant has already had approval for outside
dining and they both will work out the colors.

Pour La France will need a stairway going up to the
space with a covering at the top for protection, and drawings
were looked at. Asked about the railing , it would be the
same as there right now for the other restaurant. They
are asking for a concept of outside dining at this level,
and that colors to be used will come back before this
committee later.
Conceptual approval to move ahead with the project was given
by the members.
Consideration of encloseure of the Hic~o~y:~House,John Van Ness
on West Main~Street, the patio on the east side, with a roof
over it already and screened in area;The color of the roof
will be beige, and the screen in area in front will
be replaced with sliding glass doors, and the side and rear
will be cedar siding,as is now on the building; the door will
be in a similiar location but replaced with a:~heavy duty door.
The main part of the building will stay the same, only enclosing
the screened in area for year round use is being done.
Mona Frost made a motion for approval of John Van Ness for
his clients, for the Hicory House. Terry End seconded
the motion, all in favor, motion carried.
Last came the preliminary review of the S~iss Chalet Project,
by Mark Danielsen, bring ~efo~e this committee more changes
to the amended design at & Main Street; Mark Danielsen
brought forth his amended model of two weeks ago. Bill Clark
stated that he wanted to review ~~-~ the last HPC
meeting, that certain plans had been~submit{ed for Council
and P&Z through the GMP process; C~ain comments were made by
this committee, but a preliminary vote had not been taken
on April 13,1982, but a public hearing had been set for May
Mark Danielsen said that HBC I~vestments was comming back
today with some of the suggestions amended that was given
by the committee, such as, having the building higher on
the east end, miniumize the stairwells, less massing and the
building set back, which the amended model showed. But not
touched on was the comments made last meeting of the plans
for the victorian 4 or 5 small buildings layout that had
been seen at one time,and looked like a small swiss village.
Mark Danielsen went on to say,he has talked with the applicate
HBO,Investments, an that as of this time, does not wish to
proceed with what they call fake victorain village look plans;
From what Mark Danielsen can tell, will not do those plans.
Cole~te.~Penne stated that she as well as other members of
this committee would like to see seperate units as shown
in the victorian drawings, that are not massed together,
or a boxed look effect; she does not fault this design that
Mark Danielsen has showed the committee, just that it does
not belong on Main Street or the. Historic District of Main
Street. Discussion continuted,Bill Clark asked that a
preliminary vote be taken by the committee on the issue to be
discussed at the public hearing May llth, or cancel the
public hearing. It was then decided that the public hearing
should be cancelled,and to have Mark Danielsen if he wished
to come back to the HPC in two weeks time again Msy ll~h,
both members and Mark were hopefull at working out the
differences of this project.Colette Penne said if HBC was
not ready the HPC could put it on the agenda for four weeks;
But to call herby Thursday before the next meeting to let her knoW
Colette Penne mentioned that there was a need for a couple
of work sessions with City Council needed for May, Bill
Clark suggested that they try to make them on the lunch time
hopefully to get more of both committees here.
