H~s~oricPreservation Committee Regular Meeting May 11,1982
Work session with the HPC members for 11:30 this date.
The Historic Preservation Committee held it regular meeting on Mayll,1982 in the
C&uncil Chambers following the work session in the Mayor's Office. The Meeting was
called to order at i:00P.M. Present were Bill Clark, Mona Frost, Terry End,
Marjorie Brenner, Nick Pasquarella, Georgeann Waggaman, Colette Penne, Bill
Drueding and Steve Marcus.
The minutes were postpone f6r the members could go forward
with the public hearing.
Work
Session
The meeting was open for a Public Hearing for the final review
of the Waterfall Hope Project by Jacob, Ball & Assoc. Bill
Jameson took the floor for the portion of, Sculpture
Garden.
Bill Clark ask to put aside for a few minutes the public hearing
to imform ail parties of the work session, and what came about.
N_PC, modify rules and regulations proceedures and guidelines,
so that the members are better able to deal with the assignments
they have from the City, and the citizens from the City, and the
applicates are fully prepared to come before this conm~ittee,
and know what to expect.
The preparation of a formal application form, which the committee
currently does not have, will be given to applicates and a copy
of guidelines to follow &~ proceed, to put on the form, and how
to fill out the form out. The committee will also be revising
the proceedures so applicates will know where the forms are
to be filed, and how it will proceed from there, HPC will
recommend changes to the City Council, also there will be a
fee in consideration for applicate~ for applications to the
HPC in most. but not all cases.
The next work session the members will go over the guidelines
which will be held at noon prior to the regular meeting.

Project
Opening back to the Public Hearing, Drake Jacobs, the artichect,
for this project; who broughfin material and color samples
for this committee to see; The brick sample is compatible
to what is now on the building, a mall brick, the framing
system dark bronze aluminum, lighting system, and clear glass.
Ask for members comments, or any from the public sector, none,
then Bill Clark asked to entertain a motion in respect to this
application.
Terry End made a motion to approve the plans of Waterfall
Hope Project as presented. Nick Pasquarella seconded the Motion,
all in favor, motion carried.
End of Public Hearing.
Bill Clark asked that the record show that the entire project
as been approved, the changes in the facade of the building
an also the garden and fence.
Koch
Lumber Co.
relocation
Next came the Koch Lumber Company relocation, by David
Eisenstein, Attorney for the law office of Giedon Koffman
their client asking for conceptual approval
to relocate and rebuild the Koch Lumber Co. building at a
strip of property where the refridgerator Car sits as you
come out of the Post Office; A straight strip, as it goes into
the Rio Grande trail, part of the Trueman, specially planned area,
and was sold to their client, who wants to put in self storage
ware houses, that require a GMP allocation, which will come
up on the first of September. Meanwhile they are trying to obtain
the Koch Lumber Co. building from the Historic Society, who
have it dissembled, and in storage. Their client would like to
errect this building in the front of this property, and
behind which would be the storage units, if approved spoke Colette
Penne. Bill Drueding ask if this project with Koch Lumber Co.
to rebuild and to restore would be exert from GMP, and it was
stated that the one advantage to the builder was only the building
of the storage units would go through GMP. Asked of Nick
Pasquarella if the Historic Society had any plans for the building,
or what was being done? Nick Pasquarella said their where no
plans as such or no one has approach them except for these
people. More neogotiation will have to be made between the
Historic~Society, and the grandson who is interested in the
Koch , name. So the committee gave its conceptual approval on
the p~$ to rebuild the Koch Lumber Co. building , and
will come be£ore this committee again when it goes before
P&Z and the GMP allotment. The discussion was closed.
The choice of colors for the~Hairpower Co. at 316 E. Hopkins
( the Hutch) by Peter Rizzuto. Pictures of a Victorian
pattern close to what they wanted the Hairpower to look like
was passed around, and a fence in front of the Hairpower- the
color chips. Iris as the basic color and the white an the other
color for the gingerbread or fish scales would be the other
two colors £or the trim of and
Ask committee members for comment or suggestions. Nick Pasquarella
made a motion to approve the choice of colors shown
to this committee by the applicate. Georgeann Waggaman seconded
the motion, all in favor, motion carried.
The review of the changes for the Prospector Lodge for HBC
Investments by Mark Danielsen.
Mark Danielsen stated that the~ were about four changes, in
respect to the Prospector, one was to move the lounge area from
shown on the blue print, eleminating a window, the employee
unit and moving that, internal changes only, enclosing the
stairwell with a small opening as shown again on the blue
print, now the plans ~re for a rectangler corner instead of
a cut corner. Bill Clark stated that what the applicaate needs
to do is show in the color, red/or something; the changes to
be made or the way it was before the changes, one of the other.
for the committee can see how it was orginally approved, and
can clearly see the changes, Colette Penne said if these plans
are approved HBC Investments will have to go through P&Z commission,
because they are adding a bathroom in each unit, changing the
employee unit from a large one rather to a small one.
Removing the lobby where it was/and it becomes a idential to
a lodge room on the plans, This has been turned over to the
City Attorney and suggested to their contractor to turn
it over to their attorney, so I"M assumming it will go
back to P&Z, Colette Penne said.
Bill Clark stated that it applies to any applicate of applications
comming be£or~the HPC,with a complete set of plans £or a building
and approval being given then, the committee is faced with a
series o£ changes that takes up these members time and ~e
public tim~and distorts a building or an improvement
to a building/an~ the presentation being made.
Last was the Swiss Chalet Project for HBC I~vestments by
Mark Danielsen~on the substandual modification of the plans,
such as moving the building back some 4 to 8 feet and eliminate
3 of the units of some 22, 23 hundred square feet of floor
area,HBC has cut down on the mass and bulk of this building
as shown on the model, and have wided the court yard some, to
be 54 feet in all , to give more open space, discussion
continued- Colette Penne asked if, because this project is
connected to some other project where HBC got the employee
housing allotment, so it got the commerical allotment for the
other project, didn't you Mark Danielsen, have to build a
24 unit. Mark Danielsen, aswered by saying no- only 50% free
market- 50% employee units, they were transfering 3 units
up to the other site, is what HBC plans to do,,~ and still
maintain the plans for under ground parking.
Chuck Ross, commenting on/HPC functions, and the removal of
the cabins on the project site, and what the committee duties
are? Bill Clark said, that this committee had question and
had doubts on the removal of the cabins to be replaced

by a more modern building. Our judisdication, as the chairman
see it, strictly how the purposed use of,impacts the
adjoining area, how it look in terms of overall char~E.~ ~
Aspen, and the impact of Surrounding buildings. Colette Penne

the Swiss Chalet project as shown this date May 11,1982
by Mark Danielsen. Mona Frost seconded the Motion,asked for
a discussion, there was none. All in favor aye, naye Nick
Pasquarella, Aye have it, 1 opposed. The Public Hearing
is set for June 8, 1982.
