The Historic Preservation Committee held its regular meeting on November 9,

The first item of new business was Charles Dwight 's house
at 100 W. Hallam, across from the Elementary school; This house
is one of the Historic designated houses with a rating of
excellent; Asking for an addition to the house and enlarging
the garage,which will have to go before the Board of Adjustments;
Mr. Dwight stated that the roof and the siding will be the same as
what is on the house now, and with this addition it will
provide another fire exit £or the children who are on the third
story of the house. Plans were given to Colette Penne.
Nick Pasquarella moved to approve the addition to the house at
100W. Hallam owned by Charles Dwight, seconded by
all in favor, motion carried.
Preliminary review of the Whale of a Wash Commerical Project.
George Parry owner, Bill Poss architect; This project has
gone through the Growth Management Process of P~anning and
Zoing,scoring process ; Council has given this project an
allocation for the square footage requested. December
7 th will be the date for the Public Hearing.
The project plans to upgrade the Whale ~ Wash going from the
now one story building to a third level one , the third level
will not be visible from Main Street; and plans for a garden
effect on the second level; Keeping in mind the buildings
around them, they plan to use brick and masonery, and the
roof will have solar collectors. Nick Pasquarella so moved to
approve the pliminary review of the Whale A Wash, Mona Frost,
seconded the motion, all in favor, motion carried.
Monroe Summers spoke to the committee representing the
City's interes~ in this project, and Bruce Sutherland the
Artichiet from Benedict Sutherland and Duesterburg, Planners
in a Joint venture that will involve the city and
private sector.
The project is called ~ubey Park Vistors Information Center/
Transportation Information Center. Public transportation
should be a pleasant experienc~and waiting for it a pleasant
one also, remarked Monreo Summers~ and went on to say that
the City had purchased Rubey Park in 1970 through a general
obligation bond.
The committee after lenghty discussion ~ecided to postpone
pliminary approval until an a~reement could be reached, where
the HPC members felt more comfortable with the plans of the
project.
Bruce Sutherland explained the plans that would put the
buildings on 25% of the space and would include a coffee
shop, ticket offices for s~iing and cultural events, locker%
restrooms and a waitin~ area for ones who need the buses;
The plans make the use ~f ;he building acessable to all who need
to use it with easy acess to all places insided. Colette
Penne mentioned that some felt that there was to much use of
different types of windows such as, arched, round and retangular;
It was very confusing. The building plans to be three stor~
in height and of brick material with many awnings on the
windows.
More suggestions from the members were that thoughts should be
given more to the alley, the Aspen Ski Company has gone to
great lengths to improve the looks of the back side of their
building fac~n~ the alley.
More discussion and suggestions this committee gave Monroe
and Bruce will be considered and they will come back
£or the November 23 meeting, kll parties involved felt
a workable solution could be reached.
Estimate cost will run about 1.5 to 1.75 Million dollars
£or the project. Public Hearing will still be scheduled
£or December 7, 1982.
The members then went on a site visit to Eastern Winds
Res~urant, where they approved a canopy.And then to
Judge Beans Resturant to approve the removal of the brick
wall, for the res~rant will be more visible from the street.
