HomeMy WebLinkAboutminutes.hpc.19821207 RECORD OF PROCEEDINGS 100 Leaves Historic Preservation Committee regular meeting December 7, 1982 Chamber Satellite disc Whale of a Wash Membership Status The Historic Preservation Committee held its regular meeting on December 7, ~982 in the City Council chambers; The meeting for December were changed due:to the holiday sck dles to the 7th and 21st of the month. Present were acting chairperson, Mona Frost, Terry End, Georgeann Waggaman, Gretchen Greenwood, Connie McCrudden, Steve Marcus, Colette Penne and Bill Drueding, excused from this meeting were Bill Clark, and Nick Pasquarella; The meeting open to the approval of minutes for the November 23, 1982 meeting. Comming before the HPC was for new business, the review of the placement of the satellite disc at 332 W. Main for the channel 23 T.V. (L.~.TV.) Joyce V. Hatton, Recreation Broadcasting of Aspen INC. . This comapny has office space where they have put a radio station in , in the last couple of years in the Floradora Building; Asking permission to leave the satellite disc in the side yard where they have ~lready~purch~ and pl~ced the disc; Joyce Hatton maintaines that the location of the disc is necessary to have satellite broadcasting, and that the disc must be near the station for sufficient strenght; This falls in the Historic District on Main Street, and also is an Individual Historic designated place; A satellite disc as such is not covered under the present building code,z~ something should be done to cover such, ultra modern or so called high technology disc in the town. The radio station KSPN-FM came in on a conditional use, and will go before Planning LnG Zoing for expanision of conditional use. Colette Penne went on to say that yes, there was not an exterior change to the builing but to the lot, itself;That the station was in fact doing something physcial especially in a historic district boundaries, and such a disc is a noticable and large physical change to the historic structure on the same lot, and should be considered a major change. Not convience, but perhaps trees and stubs could be placed in front of the disc to cover the impact from the street, screening as such, a 10 foot evergreen or large linc bushes, and perhaps Joyce Hatton should talk to her Engineer and then a Landscaper and see what could be done, and what type of reception will the disc recieve, and be prepaid for the Public Hearing on January 11, 1983. W.R. Walton resident of Aspen, spoke to the members even though it was not a Public Hearing, saying that Ms Hatton said this is only for broadcasting and telephone Companies ulitiliz%more and more people are using and can become a problem, and definitely does not belong on Main Street, in a historical distict. Open to Public Hearing was the final approval of the design for the Whale of a Wash Commerical Growth Management Project, by Bill Poss and George Parry, Colette Penne asked that the public hearing stay open until an unspecified date. Final discussion of the membership status, Colette Penne said she had talked to Richard Cicero, and because of his prior commitments asked to be placed as an alternate along with Marjorie Brenner and Steve Marcus.~ is alreadwan· alternate. The committee would like to recommend to Council that Marjorie Brenner and Ricard Cicero be placed as alternates to this committee, and that Gretchen Greenwood, and Connie McCrudden be appointed regular members instead of alternates; Georgeann Waggaman moved to approve the motion, Terry End seconded the motion, all in favor/motion carried. The meeting for December ~1 is cancelled. Meeting Adjourned.
