October 14, 1980
The Historic Preservation Committee held a regular meeting on October 14, 1980 at
1:00 PM in the City Council Chambers. Members present were Jon Seigle, Terry
End, Mona Frost, Richard Cicero, Georgeann Waggaman and William Clark. Sunny Vann:
Planning staff representative, was also present.
APPROVAL OF MINUTES
Mona Frost had a correction on the minutes of September
23, 1980. On page one, paragraph 5, it should not have
said "the building was rising 26,000 feet." Also, on
the second page, line 4, the word "standels" should have
read spandrels. Terry made a motion to approve the
minutes as corrected, Mona seconded the motion. Ail
in favor, motion carried.
NEW BUSINESS
Red Onion Historic
Designation
Ashley Anderson, representative of the Red Onion, had
not contacted Sunny and he assumed that Ashely was not
going to show.
PROJECT REVIEW
Little Annie's
House Remodel
cation Review
Eating Raul Gawrys, representative of Little Annie's Eating
Preappli-House, came before the committee and said they wanted
to enclose the outside porch. He said that during the
winter the establishment is extremely crowded. The
enclosure will serve as a seating area to wait for a
dinner table. Raul said that during the summer it will
be opened up to its original characteristic as it is
now. The windows are removable. Instead of the
railing that is there now, there will be an insulated
wall underneath the windows. The wall will not be
removed during the summer. The height of the wall will
be the same as the existing railing. There will be
skylights where the existing gas heaters are now. There
will be no alterations made to the existing inside wall.
Raul said there will be better crowd control. He said
the most important thing to this job is keeping the
existing character.
Sunny suggested that the committee give preliminary
approval and Little Annie's can come back in two weeks
for public hearing and final approval. Jon said they
would need as many details as possible at that meeting.
Bill Clark asked them to bring a couple of snapshots
of what is existing. Terry made a motion for prelim-
inary approval with the condition that more information
is given about the skylights and window treatment.
Richard seconded the motion; all in favor, motion
carried.
Bank of Aspen - Front
Entry Modification
A representative of Hauter & Kelley, architects for
the project, said that the Bank of Aspen is currently
reorganizing their interior but as part of this they
want to remove some glass and create,~, a covered entry
at their main entry where their doors encroach on the
sidewalk. He showed the committee some drawings. He
said they want to remove some glass doors and eleviate
the problem of those doors swinging out into the side-
walk. They will be taking those doors and relocating
them internally. They will wrap an existing wood
column with brick. These are the doors on Mill Street
that are being remodeled and they will match the doors
on Hopkins Street. Georgeann made a motion to approve
the change as set forth in their plans. Terry seconded
the motion. Ail in favor, motion carried.

Review
OLD BUSINESS
1981 Commercial GMP Results
Tom Summers said they were having trouble with
the colors. He said they have a couple of dif-
ferent alternatives but their basic approach is
to leave everything natural on the building and
all of the major trim is going to be white. There
will only be some pinstriping with the accent
colors. Most of the building will be cedar. There
are two different accent colors but they are kind
of torn between colors. So, they will just
experiment with the colors. He said they have
boiled it down to three different color packages.
Blue/red, blue/blue, lavendar/lavendar. Georgeann
said she did not like the red, white and blue
colors. Sunny said that there is an appropriate
pallet. He thought the committee should give him
the approval of the white and he could chose from
his pallet as long as it is historically correct
as to his trim color. Terry End made a motion to
approve the change of color to the white trim with
two accent trims within the historical pallet.
Richard Cicero seconded the motion. Ail in favor,
motion carried.
Sunny said that the committee scored Park Place
first at 12.6, Ajax third at 11.5 and Mill Street
second at 11.7. He said that the Planning and
Zoning Commission scored Park Place at 18.6,
Ajax at 19.5 and Mill Street at 18.9. The
composite rankings are: Park Place first at 31.23,
Ajax second at 31.04 and Mill Street third at 30.66
He said the Planning office will recommend to
Council a sufficient quota to construct Park Place
and Ajax as awarded and the remainder of the unused
quota may be used by Mill Street, if they can
phase their project. There would be roughly 4,000
square feet left and the Planning Office would
recommend that the 6,000 sq. ft. bonus be given
to Mill Street also.
Sunny said that there were some problems with the
committee member's scoring, as far as the guide-
lines were concerned. He said there will be a
workshop scheduled prior to next year's scoring
to see if these problems can be corrected. He
said it appeared in the scoring this year, a
certain influence on behalf of the member's taste
or appearance of the building, and these are not
the guidelines under which they are scoring. Sunny
thought it was only fair to the applicants, they
should be scored only as the criteria state. He
said the Historic Preservation Committee does not
have the reputation of consistency when it comes
to scoring for the GMP.
Bill Clark said a professional staff, such as:the
Planning Office, should not have mnch high hopes
on the professionalism of a lay body. They are
hired because of their training and experience
and they guide the members of these voluntary
commissions in their thinking, but Bill does not
believe they should have such high expectations
that the members are going to treat everything
so objectively.
Sunny said that if the committee does not agree
with the criteria, if is up to the board to adopt
a set of criteria which they can uniformally use.

Georgeann said she thought they need to be more
informed of the guidelines. She said the first
time she ever saw one was when she walked into
the meeting where they voted on the GMP.
Arthur's Chinese Restaurant -
Preapplication Review
Terry End made a motion to add Arthur's Chinese
Restaurant to the agenda. Georgeann Waggaman
seconded the motion. Ail in favor, motion carried,
Welton Anderson said that about 2% years ago they
came in with ascheme that took the ARI Building
and combined it with a new building in the middle.
He said there was an overall opinion that it
looked like the Floradora and the people from the
Floradora said there was no way anyone would like
that because there arealready too many big building
on Main Street.
Then someone suggested, at this previous time, that
they take these three structures and, instead of
making it look like one huge building, it should
look like three seperate structures. Due to
some problems, one building eventually got
eliminated and the ARI Building got moved over
next to the other building. It was going to be
connected by an unobtrusive breezeway. Today,
he wanted to explore the prospects of making
the two buildings into one building.
Sunny said that the reason the three structures
was originally vetoed was because the standards
the committee has adopted prefer that there is no
duplication of Victorian architecture and they
try to preserve the visual integrity of those
historic structures in the community. He said
that Welton is trying to find a way to combine
the two structures, maintain their integrity and
still allow the plan to work in a reasonable
fashion.
Jon Seigle said he does not like any of the three
treatments Welton has to connect the buildings.
He said it didn't look right to have the center
portion that is higher than both sides. He
wondered if they need the extra space with this
center portion or just some way to get outside,
a convenient access.
David Moss, owner of Arthur's, said he was the
one who originally requested the design change
from Welton. He said that came about because
he cannot make it financially worthwhile to take
on one building without a different kind of access
to the upper floors. If he had to use the ARI
Building with the stairways in it, he gains nothing
Therefore~ he tried to get Welton to put the
stairways on the side of the building, where the ne
link would be. He said he would need two stairways
going to each floor, one for the employees and one
for the customers. He said he personally was very
excited when he saw the new design, because he is
the first one who wants a good-looking building on
Main Street.
Sunny said there was a problem with the extensive-
ness of the building and the horizontal capacity.
If HPC is going to approva a building of that
magnatude, within the guidelines, they will
have to comply with some breaks in the ~oofs. From
an ideal point of view, Sunny said that is what the]
should be pursuing.
RECORD OF PROCEEDINGS
Jon asked when Welton found out that this scheme
would not work. David Moss said he was pushed
into this move by financial factors. He said
he probably thought about this beginning last
month. Jon thought the committee has probably
given this project as much attention as any
project that has ever come before the board.
However, he felt that what they arrived at prey~
iously was probably the best solution.
Jon wondered if they could not have a two-story lil
that is hidden by the trees? David Moss said they
would have problems getting trees that big, but
they could do their best, with good intent.
Georgeann tried to capture what Moss was saying
he wanted and needed. She thought he was saying
they would need a door in the center which would
get the waiters outside, also a second-story link.
Moss said he would not particularly need a link
on the second-story between the two buildings,
except perhaps from a design standpoint, but he
does need stairs to go up to the second floor.
Another problem was a bar that they've ordered
from Liverpool, England. Moss said that it is
10% feet high and they are going to have to
raise their roofline, which at the lowest point
right now is 7 feet.
Georgeann said that what bothers her is that there
are so many changes. From a historic point of
view, she doesn't see a need for a lot of the
changes when they still end up with two windows
in one place.
Richard Cicero asked Moss to list what their prob-
lems are. Moss said the problems are the stair-
ways, the bar system and the waiters' access doors
Bill Clark said that now that the two buildings
have been moved closer together, it might be bette~
to go out to the site and look at them, in order
to get an idea as to what has been talked about.
Moss and Anderson both said that it feels like one
building already.
Jon Seigle tried to issue a consensus of opinion.
He thought the committee was trying to maintain
the two buildings as they are, as much as possible
and let Welton come up with a link that will
maintain the buildings as seen now. Georgeann
asked for some kind of a rough model to give them
some idea of the blocks. Terry End said, however,
they can go to the site to obtain the correct
viewpoint.
Jon said they would go to the site and then see
the applicants again in two weeks with some kind
of working drawings.
