The Aspen Historic Preservation Committee held a regular meeting on August 29,
1980 at 1:00 PM in the City Council Chambers. Members present were Jon Seigle,
Terry End, Mona Frost, Richard Cicero and Georgeann Waggaman. Planning staff
representative, Sunny Vann, was also present.
APPROVAL OF MINUTES
Georgeann Waggaman made a motion to approve the minutes
of August 5, 1980, as recorded. Terry End seconded
the motion; all in favor, motion carried. Mona Frost
then made a motion to approve the minutes of August
12, 1980 as recorded. Terry End seconded the motion;
all in favor, motion carried.
PROJECT REVIEW
Mill St. Station
Public Hearing
& Final Approval
Frank Wood presented two choices for materials for
the building. They were two combinations of metal
roof material and brick. He said they were trying to
ge with something which was fairly light in color,
becuase the darker materials tend to fade in the sun-
light. Their first choice will be green awnings with
a beige-brown colored metal roof. It was then sug-
gested by Sunny that Fank go through all of the sub-
sequent changes in the building. Frank said they had
added two windows in the employee units. They also
opened one of the staircases. They have set the build-
ing back ten feet on the main level in consideration of
the Berko building which was hidden with the previous
plans. He said that the whole central part of the
courtyard will be landscaped with a fountain in the
middle. The parapet will be taken off of the building
except on one side where it is necessitated by code
so the elevation will be between 26' and 27'. On the
model, the railing is depicted by wood but they are
now thinking of using a light metal railing going
around the building. Terry said she thought it was
very handsome. Frank said they still needed to do
some things to clean up the model because they were
just concerned with making the changes on the model
rather than worry about the asthetfcs. Sunny asked
if the drawings reflected the changes made on the model
and if they were up to date and he was told they were.
Georgeann said that one thing that bothered her was the
color of the metal roof. She said she kind of liked
the way they were on the model, the same color as the
awnings, green. Frank said they were looking for some
contrast in color. He said the green awnings which
would match the green they would have to use for the
metal roof would tend to fade in the sunlight. Terry
asked how high up the walking surface-deck would be and
Frand said it was 4 feet. Terry commented that the
building was a lot more opan than it was before and
Richard and Terny agreed that it was much better.
Jon then opend the meeting up for the public hearing.
Gideon Kaufman, representative of the Berko's Studio,
said that they had worked very closely with the appli-
cants and had come to some agreements which he would
like reflected in the motion for final approval. He
said they were concerened about the visibility of the
Berko's building but that had obviously been taken care
of. He also mentioned the concern of the snow piling
up between the two buildings because of their close
proximity. It may possibly rot the wood of the older
Berko's building. The Misll St. Station people agreed
to have their maintainance men remove the snow before
it piles up. Gideon also said they were concerned
about the structural integrity of the Berko's building
and the possibility of damage during excavation of Mill
St. Station. He wanted to require either an engineer
report or gaurantee so there would be no problem. He

said that otherwise they are pleased with the changes
that are taking place and he feels they have done as
much as they could.
Jon closed the public hearing at this point. As for
committee comments, Richard said he thought they have
designed a really nice building and that it has come
a long way since the first model. Frank turned the
model around to show the back elevation where they
had done some work so it was not just solid blank wall.
Terry asked if the apartments had any windows on the
alley side and she was shown where they do have win-
dows there. They also have windows on the east side.
Jon said, at this point, that he didn't know if the HPC
is the proper body to deal with the two concerns of
the Berko's building. He believed it was probably a
contractual agreement they would have with their neigh-
bors and also because HPC's enforcement power is nil.
Gideon said he would just like the record to reflect
the conditions and then they could probably sit down
and work with the Mill St. Station people on their
own. Tony Mazoa then said he had a possible solution.
He said he would agree on the record and he and @~deon
would draw up a document which Tony would sign reflec-
ting the stipulations. Gideon agreed to this.
Mona then made a motion for final approval with the
materials of roof metal gray, green awnings and red
brick. Georgeann seconded the motion~ Ail in favor;
motion carried.
Park Place Development
Public Hearing &
Final Approval
Don Fleisher appeared before the committee on behalf
of Park Place Development. He said the ground floor
only would be used for commercial purposes; the second
floor will consist of employee housing. The building
has been set back to honor the relationship of the
buildings on either side. He said that in this block
the buildings are very low and the front of his build-
is designed to takelinto account the front of the
surrounding buildings. The material will be brick
all around. The rear of the building will be designed
in the came manner as the front. It will not look
like the back of a building. On the south side will
be a balcony on the second floor so the residents can
put some chairs on it.
Sunny asked about the fact that the stairwell of the
Ski Corp. building will dump out into a brick wall.
Don said they are acquiring the Ski Corp. building
and after that the stairs will be abandoned. Georgeann
asked if they were allowed just one exit because of
fire reasons. Don said if they weren't, they would
have to design the Ski Corp. building with a new
stairwell. Don also pointed out the concrete metal
material which will be used across the front and ~round
the windows. That is the only other material other
than brick which will be on the building. Jon asked
if it would be aggragate concrete and Don said he
believed it would be. There will also be a little bit
of cobblestone imbedded in the concrete around a couple
of windows.
Don said he has applied for two zoning code variances;
one is their penetration into the viewplane. The front
of the building is not what penetrates the viewplane -
it is several feet of the employee housing at the
center of the building. The other variance is the
open space requirement. The building does not comply
with the 25% open space - there is only about 9%. To

be in a position to include employee housing in the
project, they must fully occupy the site. From the
aesthetic point of view, it would be detrimental to
the mall by setting the building back the required
25%. By bringing the building up, it helps to define
the Cooper St. Mall. Jon said they could always put
the 25% on the other end. Don said the building will
be bewtween three and five feet above the viewplane.
He would not know the exact amount until the building
went under the construction document phase and they
knew exactly how much material would go between floors,
etc. He said they would know by the time they made
their presentation to the P & ~.
At this point, Jon opened the meeting up to the public
for the public hearing. There were no comments from
the public so he closed the meeting to the public.
As for committee comments, Mona asked if there would
be anything above the windows on the Cooper St. side.
Don said no, it would be fully bricked. Tom Wells,
the architect for the project, added a few things. He
said that the mall in which the building would be
located has a different character than the other malls
in town. The buildings are low and quiet. They have
kept the mall side of the building at a one story level
which gives the architecture the quiet tone that it
has.
Georgeann made a motion for final approval as shown.
Mona seconded the motion. Ail in favor; motion carried.
Sunny said this is also a public hearing. It is not
a GMP application. He is only remodeling the front;
he is not expanding any of the building. Bill McDonougl
appeared before the committee and said that what he
is doing is putting up a facade which will cover up
a few of the mechanical difficulties in the front. He
said the whole face is going to be wood. It is going
to be a false front. On the model, there was an
opening for the stairs. The committee felt it would
be better if they would wrap the false front around
to cover that opening. Bill said they could not
cover it like the other side, with an awning, because
of Aspen Sports being on that side. There would be
just a window, without an awning. Terry asked if that
was a display window and Bill said it was a window
into the entrance. He said there may be a sign there
saying something like McDonough's. The awnings will
be blue, with materials similar to Andre's, but not
that similar. The stain will be dark brown.
Jon opened the meeting up to the public but there were
no public comments.
Terry made a motion to approve the plans as presented
on the condition that the west side triangle be moved
and made more compatible. Another condition would
be that Bill bring the drawings in which reflect the
change so they may be stamped and fully approved~!
Bill's verbalization of what would be changed was "we
are going to take the triangle ~out in the model and
continue the false facade in the front to around on
the west end side all the way up to the wind screen
that's on the top already." Terry modified her motion
to approval of the McDonough building on the condition
that the plans be brought in reflecting the change of
the removal of the triangle on the Cooper St. side to
the west side with the triangle going to the existing
screen. Mona seconded the motion. Ail in favor;
motion carried.
RECORD OF PROCEEDINGS
Epicure Building
Preapplication Review
J. Michael Solheim appeared on behalf of the Epicure
Building. He said his plans were to change one
doorway on the Mill St. side of the building so that
both entrances to the former Emporium space would be
the same. There will be two columns built into the
interior of the existing space to match the two that
already exist in the other space. It will be a little
more in line with what it originally was. The doorway
will be no wider that it is now. It will also be the
same width as the other doorway. Michael said that if
the doorway is wider, it will be because it originally
was that way. Jon said there would be no problem with
that.
Richard made a motion for preliminary and final approva[
to change the doors back to more of their original
condition and to remove the plywood from above and
replacing it with glass. Terry seconded the motion.
Ail in favor; motion carried.
Meeting adjourned at 2:45 PM.
