Historic Preservation Committee, September ll, 1979, City Council Chambers, 1:00 PM, Regular
The Aspen Historic Preservation Committee held a regular meeting on September 11, 1979, at 1:00
PM in the City Council Chambers. Members present were Mona Frost, Jan Wirth, Lary Groen, and
Norm Burns. Staff representative was Jim Reents.
ELECTION OF A
TEMPORARY OFFICER:
Frost moved that Lary Groen be Chairman for this meeting.
All in favor. Groen was nominated Chairman for a day.
Burns seconded.
APPROVAL OF MINUTES:
Burns stated that the name of Mrs. Belmont should be Mrs. Beaumont.
Burns made a motion to approved the minutes as amended. Frost seconded.
All in favor. Motion granted.
MOVING A HOUSE:
No representatives at this time.
ADDITIONS TO THE AGENDA:
Welton Anderson request from the committee a preapplication approval
for an addition to the Pedersen's Residence. ~t~ie~i~kha~asked .to~have
her client~to be also placed on~the.~ganda~consid~ing~hat~hey~wo~ld
like to change the roof materials. Burns moved to add those items
on the agenda, Frost seconded. All in favor. The added items were
approved.
WOGAN HOUSE:
Brickham stated that when they have received approval from the
com~ittee the last time, they received approval for a waoden roof.
They would like to have a metal roof in a dark brown, that would not
be shiny.
Burns made a motion that they would be allowed to change the roof
material of the Wogan House from shingles to standing red metal.
Frost seconded. All in favor. Motion granted.
MOVING A HOUSE:
Reents stated that from the City's point of ~iew, they were contacted
and giYenf~ '~ this property for relocation elsewhere in town, if in
fact if they would not renovate but ~ather~rebhild a residence on the
site. Reents stated that he would assume that considering that the
committee had the application in front of them from the building
department, that the decision has been made. They determined that
instead of renovating the existing property, they would prefer to
rebuild. Reents stated that at this point, the City is interested in
acquiring the property, and would be relocated on City land to be used
as employee housing. At the present time the location that has been
primarily talked about would be some City owned property located on
Neale Ave. across from Herron Park.
Groen asked the size of the house. Bill, one of the people representing
the house, stated that there was one small bedroom downstairs and a
small attic space upstairs. Groen then asked if it was feasible to
take a one bedroom house and make it into employee housing. Reents
stated that the City's cost would be minimal and the cost of the City's
property at this point is non-existant. This was property given to the
City by the Federal Government. So that the total cost would be around
$10,000. Tom stated that there are two little bedrooms upstairs and
a bedroom downstairs, with a kitchen, livingroom, and a seating area.
Groen stated that his reaction was if that they grant this request,
they would be allowing themselves to have additional housing removed
from Main Street. He feels that this was not the intent of the Historic
Overlay for ~in Street. The intent of the Historic Designation of the
Main Street Overlay area was to preserve the Victorians on Main Street.
If this was to be replaced with another residence, then they would
not have any control of what type of residence it would be. Reents
stated that they would have control considering that no building permit
would be issued without their consent.
Reents stated that the problem is not in with the intent of the Historic
District, but rather what you have is an overlay of the zoning district
in the Historical Overlay District, and the Historic Overlay district
does not over ride the zoning along Main Street. The zoning is often
cases counter-productive to the Historic Designation of the area. The
primary use within the O-Office district, which is the entire length of
Main Street is zoned, is professional and office space. There is a
conditional use for Victorian structures, but people found out that
almost in all cases that without maximizing the project similar to
the Florodora, that the existing structures don't contain the square
footage necessary at the prices being asked along Main Street to make
it economically feasible.
Groen stated that he found it hard to understand the reasoning of the
Planning Department that they are being guided toward changing their
zoning on Main Street. Reents stated that is not really the function
of the Planning Departments thinking nor is it the City's thinking, but
rather of what the market has done to the value of property on Main ~ ~
Street. This is more in the view of an investment and maximizing return,
rather than anyone's intent to preserve part of the Historic structures.
Bill stated that there is no foundation holding up the house that it is
completely deteriorated, the electricity and the plumbing is under
code, so in order to keep the Victorian as it was, it would be a to~al
remodel. So in turn, he recommended to Tom to keep it in tack and move
it somewhere or sell it.
Burns asked how the bad parts of this house disappear by the City
acquiring this house.
Groen stated that he is opposed to removing the structure. He would like
this project better if they had something to look at that would replace
this building.
Bill stated that these old buildings do not have any economic viability.
Groen suggested that they table this topic until they have something
else to consider. He finds it very difficult to approve demolition,
removal of, or anything else of a property without knowing what would
replace that building. Reents stated that when anyone applies for a
moving permit or a wrecking permit within the Historic District or areas,
then it is referred to the HPC. But there is nothing in the code in
which the applicant has to have anything more than he has today.
Groen requested that they table this application indefinately. Reents
suggested that the next meeting be a preliminary meeting and they
could set that public hearing at that time.
Tom stated that they came to the committee to receive their opinion on
this type of thing.
Burns stated that they would have a hard time to get a vote out of him.
Groen stated that he felt the same way, mainly because they feel so
strongly about the designation of Main Street. Groen stated that he
would strongly suggest the possibility of redeveloping the property
at the rear of the structure. Groen stated that what they are trying
to do is to preserve some of what was Aspen.
Burns asked when the house was bought. Bill stated that it was around
a year ago. Burns stated that it was long after the building was in
the Historic District. Bill stated that it was.
Groen asked if October 9th would be fine with them to come back to the
HPC. Bill stated that it was.

PEDERSEN HOUSE:
Welton Anderson, architect for Henry Pedersen, was present to discuss
the project with the committee. He stated that this was a preapplication
approval. He stated that any changes in the structure would have to
be presented to the HPC. The location is across the street from Triangle
Park. The purpose of this is to take the existing brick building and
to double the square footage and to provide a duplex unit to help pay
for the renovation of %his. The existing house has three bedrooms and
one bath. They are proposing to add a second bedroom downstairs and the
other building would have basically the same fl6or plan.
Materials would be brick, metal roof, common gable details, and basically
try to tie frame structure with the brick structure which would be like
the Carriage House and the Stoller House.
The impact on the street would relatively be unchanged.
Groen asked if it would match the existing brick. Anderson stated that
the brick would not match exactly. They~could get used brick, but the
color will not match exactly because it would not have been aged like
the existing brick.
Burns stated that he had no problems with this. Groen stated that he
also had no problems.
Frost moved to give preliminary approval and to set a date for a public
hea~ing. Burns seconded. All in favor. Motion granted. A public
hearing has been set for the October 9th meeting.
COMMITTEE COMMENTS:
Groen stated that he does not see the City any more priviledge than any
private individual. The City has no more right to acquire that property
than any of the religious groups or any other tax exempted groUP. We
designated Main Street hi~tD~ic to try to preserve what is there not to
say "Well it is an ecomonic hardship on this guy so let's let him
move part of what we are trying to preserve.".
Groen suggested that they have a meeting with the City Attorney to find
out how they can approach the problem that they had today. Burns felt
that it would be wise if they had a three way discussion with the City
Council and the P&Z. In this way, they can find out where everyone
stands.
Groen thanked the secretary for doing a good job for the HPC.
Burns asked Reents to give them a little time to look at the GMP plans
before they have to vote on them. Reents stated that they could take
all the time that they wanted.
Frost made a motion to adjourn. Burns seconded. Ail in favor. The
cormmittee adjourned at 2:30.
