Historical Preservation Committee, Regular Meeting, City Council chambers, April 10, 1979
The Historical Preservation Committee held a regular meeting April 10, 1979, in the City
Council Chambers at 1:00. The members present were Jon Seigle, Gaard Moses, Lary Groen,
Norm Burns, and Jerry Michael. Staff representative was Jim Reents.
WOGAN HOUSE:
Ellie Brickham was present to represent the Wogan House proposal.
Brickham stated that the fence is 38' from the street.
Michael asked what the siding on the house would be. Brickham
stated that it would be wood cedar siding and would have a wood
cedar shingle roof.
Michael asked how wide the siding would be. Brickham replied that
it would be standard size which would be about 5½".
Burns stated that the siding is giving a verticle contemporar~_lQok
to the house .
Groen asked what the material would the chimney be. Brickham stated
that it would be brick.
Brickham stated that what they were trying to do with the color
of the siding is to get it to the color of the Aspen trees.
Michael made a motion to approve the proposed structure and Groen
seconded. All in favor. Motion granted.
ARTHUR'S
RESTAURANT:
Reents told the committee that there is one request to add an item
on the agenda which is the Arthur's Restaurant proposal. Welton
Anderson is representing Arthur's for the conceptual program that
would receive comments from the committee. Seigle stated that he
did not have any problems with them being put on the agenda.
Anderson stated that he had taken the committee comments from the
previous meeting and put together something that the committee
would possibly like. What Anderson would like is some additional
comments from the committee to help them out further. Anderson
stated that basically what they are proposing is three houses that
would be connected together along the back with glass corridors and
screened by evergreen planting.
Anderson stated that the deliveries would be made in the new service
area which would be in the dead end of the alley. This would be
2/3rds down the building.
Groen asked how they would treat everything color wise. Anderson
stated that there will be some diversity between the three structures
with some unifying colors.
Michael asked if all three of the buildings be on the same plane.
Anderson stated that it was a straight line between all the buildings.
REENTS TALKS:
Burns stated that it was basically up to P&Z basically sin~' __~
the vacant lot and the ARI building are not designated historically.
Reents stated that the current zoning in the Core Area requires
25% open space. Within the downtown area, it seems inappropriate
to have a hole punched out in the middle of the block when there is
a relatively a uniform facade.
COMMITTEE COMMENTS:
Burns commented on the Arthur's Restaurant proposal. He felt that
they should make sure that they maintain their property once it has
had historical approval.
Michaels asked what was happening with the Andre's Club. Reents
stated that Andre Ulrych will be served with a show cause order
to come before the Historical Preservation Committee to present what
reasoning why he did what he did. Reents felt that some of the
responsibility should fall on the building department who had a copy
of the plans with all the conditions on it.
Burns stated that technically, they are not suppose to approve
preliminary plans, they are suppose to approve the plans that are filed
with the Building Inspector.
Groen stated that the Building Inspector has to decide if any changes
are made to the building if they are major or not.
Michaels stated that he assumed that when the chairman signs and
stamps the drawings that it was a working drawing.
Burns felt that they should state that they should see the final
drawings. Seigle stated that he agreed with Burns.
