Historical Preservation Committee
A regular meeting of the Historical Preservation Committee was held in
the Council Chambers on November 28, 1978 at 1:00 PM. The members that
were present were Norm Burns, Jerry Michael, Jon Seigle, Gaard Moses, Lary
Groen, and Florence Glidden. Staff representative was Jim Reents.
Approval of Minutes:

Project Review:
The minutes from the October 19th meeting were
approved as presented with Burns making the motion
and Michael seconded it.
Chuck Brandt was present to represent the applicant
Harry Shaw, and the architect Bob Sterling. Reents
introduced the project and made some comments on it.
Reents stated that this project was first going to
be considered for the 1979 Growth Management Review
for commercial allotment. Because of the missed
deadlines, it was not considered for the processiB~.
for this year. His primary concern was the
proportion of the arch to enclose the balcony on the
second floor. The orientation of the arch is more
horizontal than verticle. Reents reminded that their'
guidelines require more verticle than horizontal
window openings to be more compatible with the
existing Victorian structures, with the overhang
on the second floor, the massing seems heavy.
He is not comfortable with the mirroring with the
access with the second floor of the Bell Mountain
Sports Building with the mirroring of the second
floor of the Crystal Palace Building.
Chuck Brandt made his presentation of the Bell
Mountain Sports Building. He stated that the most
important to him was the critiques of the architecture.
Brandt felt that it was not appropriate to compare
the solution of this building with any other building
in town. He does not agree with the discussion with
the horizontal. Also he felt that they could not
view this project by itself because in several years
the block would probably change. As far as the
massing is concerned, he felt that it was just a
difference of opinion between the planning office
and the architect. Brandt felt that the general
feeling of the people walking by would be more of
verticle than horizontal. All the lines are verticle.
The materials would be face brick would be compli-
mentarf with one of the other types of brick. It
would probably be a tumbled brick which means the
corners would be broken off. There will be a small
planter area and a display area. There will be an
eight inch divider of bricks in between the windows.
They will not do anything except give the feeling
of brick back into the building. They will have
low-key lighting, aluminum doors with tempered glass.
The arch will have steel stud partitions inside
sheet rock.
The depth will kill the heavy feeling.
Seigle stated that the problem that he has with it
is the top heaviness. The building seems to come
into two parts now. He said that what they do to
that building will not dictate what will happen to
other buildings in the future. The building will
have to be looked at by itself. The arch is not
a big problem because not to many people would be
able to see it on the same side of the street.
Moses commented that the facade of the Crystal
Palace is the best in town. It is two buildings,
Bell Mountain Sports and the Crystal Palace.
The building would give it ~a very severe look to a
very victorian block. It is not for them to say
that the entire thing should look victorian, however
there is a severity there that should be reckoned
with.
Everyone left for a site inspection of the Bell
Mountain Sports Building.
Everyone returned from the site inspection from
which they have acquired another member; Lary
Groen.
Seigle had some comments about the site inspection.
He felt that the massing was too great, and the
building was too heavy. Would like to see the
massing reduced.
Burns was surprised that there was not as much
window space as he had imagined. Glidden agreed
with Burns. She would like to see the sketch
with the arch in it.
Moses felt that it would be heavy to hold. He
would like them to somehow get something up there
to hold the thing up. If the arch has to stay, he
would like to see straight edges on the side of it.
Groen made a motion to adjourn, Glidden seconded it.
All in favor. The meeting adjourned at 2:20PM.
