October 19, 1978
A special meeting of the Historical Preservation Committee was held on October
19, 1978 in the City Council Chambers. The members present were Lary Groen,
Norm Burns, Terry End, Mona Frost, and Jon Seigle. Staff representative was
Jim Reents from the Planning Office.
HOLY CROSS BUILDING:
Larry Yaw was present to discuss the Holy Cross
Building and the changes that the Visual Arts Board
would like to do. They are planning a new extension
off of the Holy Cross Building. In this extension
they will use new brick. The form, massing and
texture will match the original building. The entire
roof would be removed for structural reasons and
would be replaced with virtually the same materials.
They would be putting a contemporary use into an old
building.
Groen stated that when any building is designated
historic, it does not mean that any building or
addition which is placed on the land has to match the
existing building.
They will have an oak floor. Inside will echo the
20th century use except for one exception which will be
in the industrial section. They will try to do it
the way it was done in those days. The windows will
be painted on the back of the glass. The natural light
would be damaging to the displays. This would control
the humidity and the lighting.
The back of the building will have an extension on it.
It would have a cable for the handicap which would
eliminate the need for a costly elevator.
The expansion does not have a time factor on it.
They do not know exactly when all this will take place.
Reents said that he has talked to Phil Yenawine and
that Yenawine told Reents that they were thinking
about putting up a historical sign in front of the
building stating the history of it. Yaw said that
there is an old boiler in the Holy Cross Building and
that they were thinking about putting it in front
of the building as a landscape sculpture.
Groen felt that they should be able to think of
something other than the cable idea for the handicap.
He suggested that maybe they should hold off on the
idea for awhile considering they are planning other
buildings. Yaw stated that they had to have something
for the handicap considering that it is stated in the
code. They felt that this would be a feasible way
of finding a way for the handicap to go up the stairs.
Groen stated that when the City Hall was up for
renovation, they could have put up a stairway of an
elevator on the exterior of the building. But City
Hall took care of the problem internally. He would
like to see the Visual Arts Board do the same.
Groen said that in the past the commission has asked
that any additions to the existing building should
match the existing building.
Reents stated that the whole site in general is in
the flood plane. Any extension towards the river
increases the encroachment which is not allowable.
The whole addition will be out of the flood plane.
Groen said that he would like to see the addition
to the building to be a contemporary one. He Qould
also like to see a solution other than the bridge
and the dormer from the upper land level. And also
would like to see some way of eliminating the industrial
window from :the South side of the building.
Yaw said that the addition will be one story.
Seigle said that the addition did not do anything
for him. A more contemporary design will be better
than trying to copy the original design. Burns said
that he would like to see the building in the end
to look like the original as much as possible.
Frost asked Yaw if the handicap could go downstairs
if they are upstairs. Yaw said that they could not
and would have to go outside to get back downstairs
In using the cable, the handicap could go up and down
the stairs along with using it as an emergency exit,
and for bringing large articles to the second floor
area.
Seigle said that it appears that people are bothered
by the addition. They are worried about the visual
aspects of the Holy Cross Building.
End felt that the addition should be contemporary.
Frost thought of children playing on the bridge. She
felt that they might get hurt by falling off the
bridge. Yaw said that they there will be a railing on
the bridge to prevent that from happening.
Groen asked how the door on the second level opens.
Yaw stated that it opens toward the person standing on
the outside. Even though it may be hard to open for
the handicap in that position, it is required by the
State Law.
Seigle stated what the commission would like to see
done with the Holy Cross Building.
1. Would like to see something done a little more
contemporary with the addition.
2. Would like to see a different material or a
matching material.
3. Would rather see the industrial windows to go on
the North Side rather than the South side.
End made a motion to adjourn. Burns seconded it.
The meeting ended at 2:10 PM.
