A regular meeting of the Historical Preservation Committee was held
at 1:00 in the Council Chambers of City Hall on August 8, 1978.
Those members present were Lary Groen, Norm Burns, Terry End, Mona
Frost, Jon Siegle, Gaard Moses, and Florence Glidden. Staff
representative was Jim Reents.
APPROVAL OF MINUTES:
The minutes of June 27, 1978 were addressed
by the members. The minutes were approved
as presented.
ADDITION TO THE
AGENDA:
Groen wished to add to the agenda the building
of Perkins' Greenhouse. The motion was approved
by the committee members.
EAGLES BUILDING:
Architect Jerry McCarthy was there to talk
about his design on the Eagles Building.
He talked about dividing the building into
three equal segments by the columns. They
would have to move the columns but put steel
beams for support. Then they will put up
three equal awnings and bay windows. The
awnings would be retractable, and the lighting
would occur behind them. There will high doors
on the floor level that would open as french
doors. It will have a delicate iron railing
to keep people from falling onto the
sidewalk. The line of the awnings will go
across level.
PUBLIC HEARING:
Groen opened the Public Hearing. No comments
from the public. The Public Hearing was
closed.
CHANGE OF MEETING:
Jim Reents requested that the next Historical
Preservation Meeting be held on the 29th of
August. All'in favor. Motion was granted.
M&W VENTURES:
Welton Anderson was present to discuss the
project that would be west of the Isis theater.
It is a 3000 square foot lot, and would have
4500 square feet for the commercial core.
They will try to keep the height, the rhythm,
the scale, and the massing in scale with Mill
Street. Most of the green area will remain
much intact along with the statue. The
building will be 2/3rds in the ground and
1/3rd above the ground.
The materials suggested for the project are:
1. sandblasted concrete- which is similar
to the 620 E. Hyman St.
2. black slate
3. bronze glass set in bronze frames with sky
lights
4. polished brass graphics.
The colors will be light gray, black slate,
polished brass, and bronze brass and frame.
Moses felt that the 620 E. Hyman St. color is
extremely drastic. If M&W Ventures color
is that, it would be very drastic too.
Frost felt that considering that it is a modern
building, you should not make it more victorian.
PUBLIC HEARING:
FLORODORA:
PERKINS GREENHOUSE:
COMMITTEE COMMENTS:
There will be no elevator nor a~rest~ura~t.
There will be a ramp for the handicap. The
top floor will be offices and the bottom
floor will be shops.
Motion for approval. Ail in favor. The motion
was granted.
Groen asked that a public hearing for M&W be
scheduled for the next meeting on the 29th
of August. The motion was granted.
Russ Pielstick came to present two bills to
the Committee members. Pielstick stated that
on May 12th, Groen called to say that the colors
on the Florodora were not the colors that
they had agreed upon. 'The painters were
sent home. Pielstick then looked up old
minutes and could not find anything about
colors. On November 24, 1975, City Council
voted thatthe HPC would no longer concern
itself with color. The bills consisted of
$480.00 for the painters, and $70.00 for
Pielstick's time for research. Groen
responded that they would address the City
Council's directive to the HPC that they were
not to repeat color. Groen stressed that it
only concerned new buildings. Groen asked
secretary Realmuto to refer the matter to
the City Attorney.
It would be located on the SW corner on 4th
and Main Streets. Perkins would like a
greenhouse in her backyard, that would be
used strictly for residential purposes. The
greenhouse would be 18'x20' It would have
a translucent plastic and a sloping glass
ceiling. The planters will be raised 2 feet
inside to have area to grow the large growing
plants. The colors will match the existing
house. They called a vote. End first the motion
and Frost seconded it. The motion was approved.
Burns felt that the Committee should send the
Florodora a bill for $480.00 for putting
up the fench, without the committees approval.
Groen stated that the original drawings for the
Florodora were lost.
Frost would like someone to look at the back
of the Mesa Store. Between the grease on the
back, the holes in the interior, and broken
windows, something should be done to fix it
up.
Burns felt that something should be done about
Arthurs'storing trash behind the restaurant.
Groen would like to see on the next agenda an
election for the officers.
