HomeMy WebLinkAboutminutes.hpc.19780711RECORD OF PROCEEDINGS R~gular Meeting Historic Preservation Commission July 11, 1978 Lary Groen called the meeting to order at 1:00 p.m. with members Norm Burns, Terry End, Mona Frost, Jon Seigle and Gaard Moses present. Joe Wells, planning office, introduced Jim Reents a new staff member who will be helping the HPC. The HPC approved the minutes of the previous meeting. Footloose Moccasins Wells told the Commission this is an application to add a window for Footloose Moccasins in the Cheap Shots building. Ms. Frost asked if the new bank construction would eliminate this building altogether. Wells said this would not happen for a couple of years. Wells told the HPC he knew nothing about this application, and had no one to contact. Norm Burns said he could not tell from the drawings where the window was on the building, whether it opens up or not. Groen said he would like to table this so the Commission could see where the window is, where it projects on the sidewalk, and to have some sufficient drawings, is it going to be lighted. Ms. Frost moved that Footloose Moccasins request to install a window in the Cheap Shots~ building be carried over to the next meeting and that there be somebody there to present this with a better set of plans; seconded by Moses. All in favor, motion carried. Courtyard Cafe - request for fence Groen stated this is located in the Hyman Street Mall by the Country Flower and Tom Mix building. Nedra Dystall, represent- ing Courtyard Cafe, showed the Commission plans and a picture of what the outdoor seating and fence would look like. Reents told HPC his only problem was whether this met with the fire code standards in terms of access for fire purposes. Reentz went through the UFC and the only modification suggested is a 30 degree angle on the corners instead of 90 degrees. Ms. Dystall told the Commission there would be three tables out- side with seating for approximately 12. The fence is the same as the one at the Mine Company and is required because of the liquor license. The question of requiring a building permit came up, and Burns pointed out the Code states that fences less than 6 feet don't require a building permit. Groen agreed the purpose of the HPC is to review exteriors of building and would like to not have to review unnecessary items. Reents said he was told by the building department that if this needs a building permit, it needs to go to HPC. Council will need to approve the extension of the liquor licensed premise. Burns moved to approve this request as shown on this drawing and in the picture subject to Council's approval; seconded by Moses. All in favor, motion carried. The Commission decided upon August 8 as their next regular meeting The Commission asked the staff to take the Eagle's Historic designation to Council.
