HomeMy WebLinkAboutminutes.hpc.19780613RECORD OF PROCEEDINGS A regular meeting of the Historical Preservation Committee was held at 1:00 in the Council C ~mbers of City Hall on Tuesday, Junel3, 1978. Those members present were Lary Groen, Norm Burns, Jerry Michael, Terry End, Jon Siegle, and Gaard Moses. Also present is staff representative Joe Wells. EAGLES BUILDING PUBLIC HEARING The meeting was called to order and roll was called. The minutes of the May 23rd meeting will be addressed at the next meeting. The Historic Designation of this building was approved by this committee pending submission of documents substantiating the historic background. Burns read to the members the information gathered in 1974 by the Historical Society on historic buildings in the downtown area. This building, having been used in the early period as a major hardware store in Aspen, was converted in 1944 to the Eagles headquarters. The other documen- tation read by Burns satisified the requirements for historic designation. This Resolution on the Eagles Building will now be forwarded to Council for approval. Ulrych is present today for the preliminary approval hearing and public hearing on the renovation plans for this building. He is requesting final approval also at this time to expidite the permit process. He introduced Jerry McCarthy, who is the new architect on this building project. McCarthy will be working along with Tom Wells. The minutes of the May 23rd meeting were given to the chairman so that the members who were not present at the time the conceputal plans were reviewed could review the discussions which took place at that time. Many questions regarding the treatment of the exterior of the building were answered at that meeting. Ulrych pointed out, however, that the minutes lead you to believe that they will brick over the stucco in the near future, but he does not intend to do so. His current plans are simply to paint over the white stucco, to match the brick color as closely as possible. Then, whenever a determination is made regarding the adjacent property, they may go back and brick that south wall. McCarthy discussed the windows and doorway entrance in the front of the building and stated that they would like to put either an arched canopy or awning over the entrance. The possibility of putting awnings over the ground floor windows were discussed. The second floor windows would be shaded from the inside. Groen feels this is important, because this is the first time awnings have been considered as an integral part of the building plans. Ulrych would like to come back with a color scheme. The building next door, the Arcades, would play an im- portant part in the determination of the colors for this building. The Arcades also uses awnings as part of the exterior design. The colors of the awnings on the Eagles would have to be compatible. If Galena Street is malled at any date in the future, this would work very well with the exterior design of the building. Ulrych went on to explain the repairs that have to be made as part of the renovation. The wood facia is sagging. The brick facade has been painted in places, and is not removable. The decision of awnings or canopy is not resolved. Groen opened the Public Hearing. There were no public comments and the Public Hearing was closed. Burns stated that he has no problem with the basic application. However, there has been a change in the WHEELER OPERA HOUSE COMMITTEE COMMENTS architect working on the building. Understandably, people think different. The plans being presented by McCarthy at this time do not show many of the changes that Ulrych has stated are going to be made. This committee, learning from past experience, hesitates to give approval of plans that do not exactly purport the intentions of the applicant and architect. Ulrych has requested final approval at this time to speed up the process whereby he may obtain his building permit, ,but..Wel~s.e~pla~ed~tha~ he~c&n~begin~reno~a~®n ~.l~ the Eagles building until the new building to house the now displaced Eagles is completed. Therefore, there is not a time constraint as such. Burns, in view of these facts, suggested continuing this hearing so that preliminary and final approval may be given all at once. Ulrych should incorporate any changes in to the plans he presents to this committee, and hopefully present a preliminary color scheme for the awnings and building. Burns moved to continue this review until June 27th. MS. End seconded, with all members in approval. Moses asked about signs, and it was explained that there will only be one use of the building, that being the Andre's Restaurant. Andre has requested the placement of this name on the exterior awning or canopy that covers the entrance to the building. Joe Wells passed out some material to the members dealing with the Master Plan for the Wheeler Opera House. This went to Council last night and was approved. Included in this Masterplan is the negotiation and acquisition of the adjacent Shaw lots. Burns asked Wells about the recommendation from the P & Z for the West End residential districts and FAR's. Wells stated that the problem is not confined to the West End, and therfore P & Z has not resolved how to handle residential FAR. Two examples are the duplexs in Oklahoma Flats by Wedum, and one that is going in in Tipple Woods. The meeting adjourned at 2:00. Ellen Atkins, Deputy City Clerk
