HomeMy WebLinkAboutminutes.hpc.19780523RECORD OF PROCEEDINGS A regular meeting of the Historical Preservation Committee was held at 1:00 on Tuesday, May 23, 1978 in the Council Chambers of City Hall, Those members present were Lary Groen, Norm Burns, Mona Frost and Terry End. Also present is staff representative Joe Wells of the Planning Office. APPROVAL OF MINUTES The members reviewed the minutes of the previous meeting, and made corrections. Ms. Frost moved to approve the minutes as corrected, seconded by Burns. All in favor, motion carried. TEl{ESE DAVID WHEELER OPERA HOUSE Discussion HOLY CROSS Discussion COMMITTEE COMMENTS EAGLES BUILDING Preliminary review Ms. Terese David is present today to apply for a bay window on her residence. There is currently a bay window on the shop next door, and the proposed window would be similar to this. The members reviewed the plans with the applicant. Groen asked the applicant is the glass in the new window would be double hung, but she said that it would not. The window will have wood frames. The members felt that since this will make the window identical to the adjacent building it will be an improvement. Burns moved to approve for preliminary and final review the application by Terese David for a bay window. Ms. Frost seconded this, with all members in favor. Joe Wells discussed the status of the Wheeler Opera House with the members. The task force on this building has been disbanded by the Council, and Ms. Jenifer Carr has taken over responsibility for finding grant sources for funding the work on this building. He feels that things will not be moving rapidly on this project. They had applied for a large grant and received only $12,000. The Holy Cross land transfer has taken place. Sam Caudill of Caudill and Associates has been selected as the architect on the project and working drawings will be done by mid-July. Construction will commence in late summer. The members of this committee are concerned about the historic designation of this building. The Holy Cross Visual Arts Board is concerned about their limited budget and time constraints. They would prefer to wait until after the renovation is complete before applying for designation. The HPC requested some type of correspondence from the VAB so stating. Burns discussed with the members the recently sub- divided'Kauf property. When the Shaw property was subdivided the Council required historic designation. However, on the Kauf property they did not, and that property is one of the best examples of historic residences in the town. This type of oversight should be followed closely by the HPC in the future. David Hauter, architect, and Andre Ulrych, owner, are here to review on a preliminary basis the application for renovation of the Eagles Building on Galena street. Ulrych has requested historic designation on this building, and it was thought by the members that the research and documentation on the building had been done at the time the Commercial Core Overlay District was done. However, Wells stated that in his search through the files none has been found. Ulrych stated that he will obtain this from the Historical Society and Ms. ASPEN MINE COMPANY Frost stated that she might have this material. A Resolution on historic designation of the Eagles Building was addressed by the members. Ms. Frost moved to approve the resolution, pending submission of supporting historic documents. Burns seconded, with all members in favor, motion carried. Public Hearing on this designation will be held by City Council on June 12th, 1978. The members proceeded to review the renovation plans. A model of the building was presented by the applicant. In this model the south side of the building retains the solid brick wall without the suggested windows. Ulrych stated that the reason for this dealt with the fire code which interpertation of a window is very complicated, and requires that the building be set back five feet from the property line. The building now sits only two feet from the line. If in the future, the City acquires that property, Ulrych may be able to obtain the additional three feet needed, and then put in the windows. They will come back at a later date if and when this takes place. There is a canopy over the entrance to the building on which Ulrych would have his sign. This is made of canvas. The window openings in the front are out of line, because of the original column, but Hauter felt that they could readjust this to make the openings the same size. The colors have not been decided as yet. Ulrych prefers the darker colors. The stucco on the south wall was discussed. Ulrych explained that in his research, he has found that this is a cement base over the brick, and that the brick has adhered to it, thereby making it almost impossible to remove without damaging the brick beyond repair. What he might do is brick over the stucco. The roof mounted equipment will not be visable from the street because of the building parapet. There will be skylights on the roof of the main part of the building, but they also will be hidden by the parapet. Burns moved to grant preliminary approval and set the public hearing on this project. Ms. Frost seconded. All members were in favor, motion carried. Ken Barnard is present to apply for the installation of therma pane window in the front of his restaurant, and to change the window opening to a floor to ceiling opening similar to the Paragon. A bifold window exists there now, and it is very difficult to get in and out of that opening, and the door must be taken off the hinges every day. Therma pane windows weight about 300lbs. and in order to install them Barnard will have to install a new frame strong enough~to support this weight. The brick is falling apart below the window facing, and if he cannot replace this with a floor to ceiling opening, then it would be replaced with solid oak 2". The drawings presented by the applicant do not show the relation of this to the adjacent buildings. The members felt the drawings inadequate for proper review. When the Paragon made application for their windows they did not have finished drawings, and subsequently the final product was not what was approved by the HPC. This is the concern of members Burns, and Groen. The building is not historic, but is in the CC overlay district. The members decided to table this application until more specific drawings can be submitted by the applicant. Ms. End so moved, seconded by Burns. With all members in favor, motion carried. When the Mine Company extends out onto the mall with their dining facilities, their awnings must be approved by the HPC. ~...,~,~o.~,.~,,,~,..,.~o.,~...,~.
