A regular meeting of the Historical Preservation Committee was held
1:00 in the Council Chambers of City Hall on April 25, 1978. Those
members present were Lary Groen, Norm Burns, Terry End, Mona Frost,
Jon Siegle. Also present is staff representative Joe Wells.

RESTORATION OF
EAGLES BUILDING
The minutes of the March 14th, and April llth
meetings were addressed by the members. The
minutes were accepted without change.
Burns also, at this time, made a motion to include
the discussion (conceptual) on the Shaw property
to the Agenda. Seconded by Ms. End. All in favor.
David Hauter, architect, and Andre Ulrych are
present today to discuss with the members the
conceptual plans for the restoration of the
Eagles building, located on Galena Street next
to the Sincalir property. One of the applicants
main concerns is to restore the Galena Street
elevation back to its original height. This would
eliminate the sidewalk encroachment. Also, they
want to open up the south wall of that building that
faces the Sinclair station. Right now it is a large,
blank, stucco over brick wall. The applicant would
like to see some windows, and possibly some
balconies on that side to break up the large masse.
The applicant presented blue prints of the plans
to the board for their review. The interior of the
building will be completley gutted, the kitchen
put on the second floor. There will be a mezzinine
central area. There is a basement in the building,
and in order to meet the code, there will be six
stairways. The members agreed that the windows
on the building, in the restoration, should appear
uniform all the way around the building. The
members reviewed the plans at length. Groen feels
that if the ground floor on Galena Street is
restored to its original character, then it should
also carry on around to the south wall, especially
as far as the windows are concerned.
Awnings would not be any problem on the south wall,
but they would probably have a problem with a balcony.
Trash storage will probably be handled by the im-
plementation of a large commercial compactor.
This would service the kitchen on the second floor
by a large chute. The entrance would be at ground
level.
Ulrych stated at this time that he would also be
interested in requesting historic designation of this
building. Groen stated that all the documentation on
the downtown historic district is on file in the
planning office, and all the applicant need do is fill
out a request for designation, which will then be
reviewed by this committee. The HPC is generally
in favor of the proposed renovation, and they would
like to see the building remain as authentic as
possible. Ulrych explained the problem they have at
this point, that being the disposition of the Sin-
clair property. It is possible that a one story
commercial building could be put there, or there is
the possiblility that the City could still acquire

that property and use it for open space. This would,
of course, directly effect the uses of that south
wall. However, ulrych further explained that the
disposition of that building will more than likely
not be resolved by September, at which time they
hope to have all their board approvals and begin
construction.
Dr. Wesson is here to discuss (conceptual) plans
for the Shaw property on Main Street. His intent
is to keep the houses basically as much the way
they are as possible, with minor modifications
to add square footage. Wesson explained that it
is necessary to add some square footage to the
houses to make it economically feasible to pay
the 3/4 million dollars that is being asked for
that property by Harry Shaw. He would like to build
a professional building for himself on the open
space at the corner. He is here to determine what can
be done with this property and as yet has no specific
plan for the project. In discussing the style of the
proposed medical building, the members were hard
pressed to determine which would have the least
impact on the adjacent residential area, and since
that corner is one of the first in town this building
would be very prevelant and noticable. Should the
new building go towards the contemporary style, or
a mock victorian. The code requires 15' set back
in the residential area. The members discussed
various ways the buildings could be shuffled or
re-arranged or built onto. One suggestion Wesson
~has is to connect two of the tree structures in the
rear with a long rectangular structure, not noticable
(overly so) from Main Street. He also discussed the
physical condition of the houses and possible
demolition and rebuilding. The applicant is concerned
about the character of the block and wants to wee
it retain the character it now has.
Groen stated that if the applicant wanted to demo-
lish those buildings and rebuild the committee would
probably not be in favor of that even though it is
usually cheaper to tear down and rebuild. It would
be agreeable to move the big house if necessary.~
The applicant will decide what plans he has for the
project and come back with preliminary drawings.
At the next meeting, Groen would like to have a
report on the Holy Cross and Wheeler Opera Buildings.
Ms. Frost stated that National Historic Preservation
Week is coming up in May, and she would like to see
something, possibly in the paper, about all the
historic buildings and houses in Aspen that have been
designated, and some of the more positive things the
HPC does brought to public attention. Possibly, the
designation of the Eagles Building could coincide with
this week celebration. A list of all the individual
structures that have been designated historic will be
given to the Times.
