A special meeting of the Aspen Historic Preservation Committee was held at
at 1:00 in the Council Chambers of City Hall on November 29, 1977. Those
members present were Larv Groen, Norm Burns~ Jerry Michaels, Terry End, Mona
Frost, Gaard ~oses, and Rally Parrish. Also present is John Stanford of the
Planning Office.
PITKIN CENTER
PUBLIC HEARING
Bill Clark, as owner and developer of the property
on the corner of Hyman and Hunter, is present today
for the Public Hearing and Growth Management scoring
on his proposed Pitkin County Bank. Mr. Clark reviewed
the proposal with the members and went over the model
of the proposed building. There has been one major
change in this model from the one previously submitted,
that being the elimination of the front walkway.
Instead, a small canopy has been placed over the
entrance way. There will be two signs on the building
of the Pitkin logo, one on the northwest corner, and
one on the tower. These will probably be of a bronze
plaque design.
Mike Dacon of Benedict Associates is here also to
help answer questions on this project. There will be
minimal exterior lighting, most of the lighting will
come from inside to iluminate the foliage in the green-
house. The night depository area will be lit for
security purposes. Dacon showed the members a sample
of the metal chosen for the roof, which is a preweathered
zinc material of a darker tone than was earlier presented.
Stanford asked about the second story space, and Dacon
explained that the lobby will be two stories high.
Angle parking will be provided on the east side.
The glass on the greenhouse was discussed at length.
The members are extremely concerned over the use of
highly reflective or mirrored glass or glass treated in
some way to prevent heat loss. Dacon did not feel that
this problem would be sufficient to indicate any mod-
ification at a future date. There are clear coatings,
that if necessary, could be used that would not alter
the appearance of the glass. The railing on the west
side of the building will be of the same metal as the
roof. Stanford requested that the members adjourn to
do their scoring under the G~. He went over the Planning
Office scores.
The members adjourned to the scoring procedure for the
GMS.
The members reviewed their scores: Michaels total score
of 15; End total score of 14.1; Burns 13.8; Frost 13.8;
Groen 12.5; Moses 13.6; and Parrish 14.3 for a total
average score of 13.8.
Groen then opened the HPC P~blic Hearing. There were no
con~ents from the public and the hearing was closed.
Stanford stated that the Planning Office recommends
approval of this project. Ms. Frost moved to approve
the application as presented, seconded by Burns.
All members were in favor, motion carried.
Clark thanked the members for their time and consider-
ation of this project and stated that they were going
to have their Bank he~ring in March of this coming year,

and would like to start building on this project in
the fall of 1978, and open by July of 1979.
The Aspen Mountain Building applicants have withdrawn
from the review process.
Therefore, the meeting adjourned at 2:20.
