A special meeting of the Historic Preservation Committee was held at
1:00 in the Council Chamber of City Hall on November 1, 1977. Those
members present were Larv Groen, Norm Burns, Terry End, and Sally
Parrish.
APPROVAL OF MINUTES
ASPEN GROVE BUILDING
The minutes of the October 26th meeting
were addressed. Groen suggested a correction
on page 2, add the phrase"the base" to par.
4. In Par. 4 also change below level to
below grade.
Ms. End moved to approve the minutes as
amended, seconded by Ms. Parrish. Ail in
favor, motion carried.
The applicant, Birkwood Associates, are here
to present changes in their proposed second
story addition to the Aspen Grove Building.
At the time of the initial review by this
committee several problems existed mostly
dealing with the stairways on the east and
west entrances, and determining colors.
David Hauter discussed some of the revisions
with this committee. The stairway on the
west entrance has been changed to go directly
up, rather than the angled approach to the
second floor. This matches the entrance on
the east side, where the stairway will make
a direct upward approach, turn at a 45 degree
angle and proceed to the deck of the second
floor. The members seemed to approve of this
change. The stair, in this way runs parallel
to the property and the head height has been
lowered. This reduces the scale of the
opening. The detailing of the brick over the
west stairway was discussed. "Soldering" the
brick would give it a cornice type appearance,
and Stanford would recommend some type of change
either in elevation or placement of the brick
to effect this type of change. The arched
window of Pinocchios was discussed. Stanford
feels that this arch appears to have slipped
down, and if possible should be raised. Groen
asked if the railing on the second floor would
angle at the same 45 degree angle. Hauter said
that it would. Stanford reccmmended doing the
same detailing on the window on the west facade
over the stairwell that exists on the other
three windows. It is making an architectural
statement that it appears to have been a window,
and since that is the statement it is making,
carry it out as well as possible. This panel
will be inset with brick detailing around it.
The members agreed that the transition on the
west facade to the second story is difficult
to do, but has been handled very well. The big
windows by Pinocchios was discussed, and Stan-
ford recommended that they be reduced to create
a reveal between the new brick and the existing
windows. Woods stated however, that this may
be difficult as they are existing.
Burns stated that the windows over the arched
window and by the west stairwell bothers him.

Possibly, the third window closest to the
stairs could be left out, leaving a blank brick
face all the way up. The three windows are not
evenly spaced. Groen stated that the arched
window doesn't really pose that much of a
problem, if it can be changed that would be
nice, it not that would be acceptable.
Colors were addressed. Hauter stated that one
of the colors to be used is the color of the
existing brick, and he presented a chip of this.
This would be used in the flashing and at the
top of the railings. The bronze color was the
second to be used. All the new window sash would
be anodized bronze and the bronze would be used
on the trim and on the facia band. A third
color of Tera Cotta, which is a deep rust color
would be used on all the vertical wood surfaces
and trim. The metal band was discussed, and
it had originally been proposed to use stainless
steel, but the group is generally against this
bright,reflective type surface. Several types
of metal and colors were presented by Hauter.
The door frames and window frames would be
treated the same as the railing on the second
floor.
Groen stated that the overall impression is very
pleasing. The contemporary effect of the
building is done well. The members were polled
individually, and each member was pleased with
the changes made and the outcome of the proposal.
Several suggestions were made: 1) equalize the
space of the windows on the west facade 2) on
the second floor, carry the hand rail to the
mullion on the right up to the east edge of the
window 3) to have the stairways parallel to
the property lines ~) the indention over the
west stairway should be treated so that it
delineates itself from the surrounding area in
some way and is recessed similar to the window
glass and 5) raise the apex of the arch in the
window by Pinocchios. If this runs into a
structural problem then it can be left as is.
The possibility of this area being malled was
discussed, and the applicant felt it would work
well with their garden area. There are also
rear accesses that could be used for the stocking
of merchandise in these stores. Hauter stated
that a directory would be placed next to the
stairway on the west side, and adjacent to the
garden area a sign with a rendering of the floor
plan of the building and each store would be
placed. Woods further discussed this, and felt
that for individual signing, it would be best
if each business used the painted on the window
approach. He can in some way control this and
request that be done. The members seemed in
favor of this, and requested only that the
Dusinesses on the second floor set back not place
signs out on the front facade to attract
attention. This was agreed on. The material
on the second floor deck was discussed, and
the slab will be concrete, of a charcoal grey
color, with heating elements underneath. It
probably will not be visable to a great degree,
but if it is it will be painted on the edges
with the tera cotta color. The stairs will be
of wooden construction and surfaced out to match
the deck.

Ms. End moved to approve the plans as presented,
seconded by Burns. The tone and color of the
facia band have not yet been determined, and the
HPC requests that this sample be approved with
the plans at the time of final approval. A
public hearing is set for November 22, 1977.
All in favor, motion carried.
Gene Ingam is here today to discuss changes in
his original proposal for the old Tom Benton
Gallery. The first change to be made in this
building will be to bring the windows on the
ground floor out to the front of the building,
even with the second floor overhang. The second
change will be to conform to the fire code.
The parapet on both sides of the building will be
extended about two feet and the existing block
wall will be extended to provide fire protection
for the roof and for the required second exit
stairway. Ingam explained that there will not
be an additional change in the second floor
windows, this will be a wood surface. He has
changed the interior of the building to actually
be only two floors instead of the proposed three,
and the lighting for the second floor will come
from the windows down through the inside.
Color was discussed, and Ingam stated that he
had deliberated over this problem a great deal,
but does not feel that any other color will work
as well as what is existing. So, the cinder
block wall will remain. The sign for Caseys
will be inset on the existing wood door. Stanford
does not feel that there is sufficient change to
the exterior facade of the building to warrant
holding a public hearing. Both preapplication and
final approval could be given at this time.
Ingam further expalined that the elevator has been
done away with since they only have two floors,
and that the mezzanine has been enlarged to
create the second floor dining area.
Burns moved to approve the plans as presented,
giving preapplication and final approval. Ms.
End seconded this motion. ~h~re was no discussion,
all in favor, motion carried.
The Boat Tow was discussed, and Groen complained
that even after all the requests made by this
group and the Aspen Historical Society, nothing
has been done to ~rotect the Boat Tow. Mahoney
had promised that the bus stop cover at the Rio
Grande would be used to cover the boat tow but
has not done so. Groen reauested that a search
of HPC minutes be done, documenting this entire
saga, from the original request to present.
Future agenda items were dicussed, including one
proposal for a building between North of Nell
and Little Nell, to be called the Aspen Mountain
Building. This area is zoned conservation, but
will be changed to commercial. The HPC will

review this as part of the GMP.
