A regular meeting of the Historical Preservation Committee was held at
1:00 in the Council Chambers of City Hall on August 23, 1977. THose
members present were Lary Groen, Norm Burns, Florence Glidden, Jerry
Michaels, and Terry End. Also present is John Stanford of the Planning
Office.
APPROVAL OF MINUTES
RUBEY PARK BUS
SHELTER
On page 1, an addition of" the main motion
was voted on with all in favor" was added.
On page 2 under comments a change to Groen's
personal opinion was made. Under GMP, an
addition of "for at least 5 categories, plus
three for at least one category for a total of
13 points" was added.
Ms. End moved to approve the minutes as
corrected, seconded by Ms. Glidden. All
motion carried.

Melinda Severance and Harold Stalf are present
to discuss with the HPC potential plans for the
covering of the Rubey Park Bus shelter. Last
year there was a very limited budget for this
project, and it would have been simply a wind
break. This proposal was turned down by the HPC,
and Ms. Severance explains that this year they
are budgeting so that a better job can be done.
The Transportation Department would like to put
a Supervisor at that bus stop location. They feel
that this would enable the public to ask questions
and have someone on duty qualified to answer the
questions. They see this as an asset to the
Transportation system. The supervisor would also
help alleviate some of the traffic problems or
bus problems that occur during normal usage.
She is asking for preliminary input from the
committee members to see what they have in mind
for this bus stop. Stalf further explained that
presently the supervisor of the transportation
system is isolated at the County Bus Barn at the
airport. The Council does not agree that this is
the best place for him, and he is not easily
accessible to help with the transportation problems.
They would like to enclose the entire structure
with a desk and telephone for the supervisor.
There would be eletrical baseboard heat. There is
currently a bilboard in the center of the struc-
ture between two pillars. These pillars hold up
the roof. T~ey would like to move this bilboard
and put a desk between these pillars.
Stanford stated that the Planning Office feels
this would be an asset to the transportation system
and they are generally in favor of this plan.
Stalf further explained that the enclosure would
not of course be big enough to hold all the skiers
that accumulate in that area during the bus runs,
but during normal periods of traffic flow it would
be able to hold the participants. One purpose of
having a supervisor there, in addition to the pre-
vious comments, was to see that the building is not
abused in any way. The supervisor would be on
duty until 12 midnight, at which time the building
would be locked up. Ms. End suggested possibly
incorporating a "booth" type of structure into
the existing bus stop. She feels that it is im-
portant that people not have to come inside to
seek information. He would in this way be easily
accessible. Groen asked about the frequency of
the buses, which was explained by Stalf. The County
buses are not on a regular schedule and this causes
some conflict. The restrooms at Wagner Park would
be used, and none would be added to this structure.
Stalf stated that he envisions this simply as one
room enclosure with a desk and supervisor, benches
around the outer edges of the room and windows
looking outside so that passengers can see the buses
coming and going. In discussing glass, Ms. Severance
stated that the building code limits heat loss
to 14% per squ.ft, of the area in the structure.
They would want a window on either side of the
building, possibly oblong with a door on the north
side. Materials would probably be rough finished
wood and Greg Cole has been hired to draw up the
plans. These will be presented at a future date.
Groen requested they present only a rough concept-
ual drawing at first, not finished working
drawings. This is in case there are any recommended
changes. His concern is that he doesn't want to
see it turn out like a midwestern garage. Burns
suggested possibly only enclosing a small portion
forthe supervisor without enclosing the entire
structure. Stalf explained, however, that the
structure is extremley small. Once you start putting
in partions and building walls it would cut down
the floor space to absolutley nothing. Groen
suggested possibly designing this so that it can be
opened up in the summer but this would run into
building code problems. He personally does not
favor enclosing it at all. He suggested polling
the members for their feelings. He, of course, had
stated he did not want it enclosed, Michaels did
not specifically state whether he would or not,
but would want to see a supervisor there, Burns
would like to see the plans before deciding, Glidden
also would like to see the plans, and End feels it
is important to have access to the outside.
Stalf explained to the committee that there is a
strong concern on the part of the Transportation
department and Council for the safety of the
passengers of the buses. They had a mugging at
that location several days ago. This structure would
be well lit and someone on duty at all times.
The subject of windows was discussed, and Stalf
stated that they had suggested Ihorizontal windows
so that people sitting down could see out, but
Groen suggested vertical windows. The budget for
this project was discussed, and Ms. Severance stated
that they have $5,000 for building materials and
$2,000 for bus stops. There will be some of this
that will come out of "in house" costs, such as
labor, and possibly some materials they might already
have. Stalf feels this project will turn out very
well, even though they don't have a large budget.
Groen asked about th~ County Buses and Stalf explaine~
that there is the possibility of combining the
systems, but since this is not certain, they have not
requested any funds from the County. The impression
given was that the City and County are not on good
terms as far as helping each other out. Stalf
explained that the City buses have run on the same
schedule for a year, the ski corp buses have a set
schedule they stick to all season, but the County
Buses change so often no one can keep up with their
schedule. This makes it difficult to try to answer

questions that people have about getting from one
place to another. Stalf stated that they do not
forsee any need for vending machines in the building.
There are currently local paper dispensers outside
and these are used frequently by the passengers.
They would like to put a pay phone outside.
Stanford stated he would be happy to work with the
transporation people on this project and they should
obtain a copy of the HPC guidelines for projects.
Tony Mitchell is present to submit plans for this
proposal. Burns moved to add them to the agenda,
seconded by Ms. Glidden. All in favor, motion
carried.
Mitchell explained that this is an addition to the
Mill Street Station on the west side behind the
existing restaurant and solarium. George Kelly is
the architect. Mitchell presented drawings of the
project and reviewed these with the members.
The lighting on the outside will be concealed
beneath the railing, and it will be incandescent.
The metal on the solarium will be painted with a
bronze paint. This area is currently a parking lot
so they cannot really do a great deal of land-
scaping, but suggested possibly having planters on
the platform itself. Umbrella tables will be used
outside. No exterior heating is planned, as this
area is to be used in the summer months, and mabye
on a warm winter day. The wood siding will match
the existing and the glass will be brown toned.
Groen asked for comments, which were basically
favorable about the submission of adequate drawings
and plans. Michaels moved to approve the plans as
submitted. Seconded by MSo End. All in favor,
motion carried.
The conditions for approval are: the addition is
to match existing exterior siding in materials and
color; lighting will be concealed; no landscaping;
metal work on the green house is to painted out.
This is pre-application and final approval. The
members did not feel there is a need for a public
hearing.
Stanford stated that in reviewing the scoring of
projects it was found that HPC has almost complete
control of the scoring. So, two more categories
were added to the P & Z scoring. He suggested also
possibly having to seperate scorings from HPC, one
for the HPC aspect, and then one for the GMP. THe
HPC scores could be as high as 24 points and from
that they could develop a score for the GMP.
This is a request by C.M. Clark for historic
designation of the property at Block 28, Lots P,
Q,R,S. Burns so moved, seconded by Ms. End. All
in favor, motion carried.

SIGN CODE REGULATIONS
Stanford suggested that the HPC develop a
presentation to be made to the P & Z. Possibly
slides could be made of potential or existing
problems. He presented some ideas of possible
loop holes in the code. Groen asked exactly what
a sign is classified as. What different methods
of advertising the business can a business come up
with to skirt around the sign code. How is putting
merchandise outside the business actually another
form of advertisement. This will be discussed at
the next meeting and Stanford will present some
slides.
GUIDELINE AMENDMENT
BILL BULLOCKS
Pre-application
An amendment on color has been suggested as being
added to the Design Guidelines. This will state
that: Predominant colors of a structure
shall relate to and harmonize with
neighboring colors of indigeneous natural
building materials, colors identified
as traditional to the building or
architectural style or colors affected
by time. Accent or blending colors
should relate to and harmonize in a
similar way as the predominate colors.
When a project comes up for review they should also
present a color plan and this could possibly be
incorporated into the scoring system. Burns feels
that this should also be changed in the code at
some time when the next Historic District is
proposed.
Stanford acted as representative of this project
and submitted to the members drawings of the
proposed change in the front facade of the Bill
Bullocks building. They are requesting to el-
iminate the two front store windows. This space
will be filled in with siding matching the existing.
The members had no comments with this though they
are not generally happy with the looks of that
building. Ms. End moved to approve, seconded by
Ms. Glidden. All in favor, motion carried.
