A regular meeting of the Historical Preservation Committee was held at
1:00 in the Council Chambers of City Hall on August 9, 1977. Those members
present were Lary Groen, Norm Burns, Mona Frost, Florence Glidden, Jerry
Michaels, Terry End, Gaard Moses, and Sally Parrish. Also present is John
Stanford of the Planning Office.
APPROVAL OF MINUTES
FITZGERALD REALESTATE
ASPEN BAR AND GRILL
The roll was called and the minutes of the
last meeting were addressed. Ms. Glidden
moved to approve as presented, seconded by
Moses.
Ms. Glidden moved to add Fitzgerald Realestate
to the agenda. This was seconded by Ms. Frost.
All in favor.
This is an application by Fitzgerald Realestate
whose offices are in the first floor of the
Cooper Building to enclose the planter that borders
their office. They have tried unsuccessfully in
the past to maintain this planter in its present
open state, but it seems to end up asa catchall
for beer cans, and trash. The plants have not
done well either. They would like to enclose this
planter so that greenery would grow year around.
The window would have glass sliding doors inside
so that they could be opened or closed for watering
purposes. The heat from the inside would heat
that window area. The exterior glass will be
double glazed and there will be no additional
floor area added. The planter is about three feet
off the floor.
Stanford stated that the Planning Office reco-
mmends approval of this application but that the
mullions should be vertical and done in dark
colors. The advertising area will not be
increased and the logo of the realestate firm
will not appear through the glass. There will
be some lighting, but nothing major. This doesn't
encompass any open space requirements. The
applicant presented the photographs of the existing
planter and drawings of the proposed plans. The
members reviewed these at length.
No structural changes will take place, the wall
will remain the same size. The window frames were
discussed and whether they should be of metal or
wood. The dimensions of the window would remain
the same. The two outside corners were discussed,
and several of the members felt they should be
reinforced.
Ms. Fros~ moved to approve this application,
s~conded by Ms. Glidden. Burns amended the motion
to include several conditions: that the window
contain 13 vertical sections of galss as it does
now and as shown on the plans, the exterior two
corner mullions be stronger than the rest and
support the added weight of the window, and that
no major lighting be added. This' amended motion
was voted on With all members in favor. The main
motion was voted on with all in, favor, .motion
~carried.
Moses moved to add Aspen Bar and Grill to the
agenda.
This is an application by the owners of the Aspen
Bar and Grill to add a deck on the outside of their

restaurant. They appeared before City Council
last evening to receive relief from the "adm-
inistrative delay" which prevents any new
applications. The extension would be to the
west facade of the building of about 14x12 ft.
and about 36" off the ground. The pylons and
beams would be 4x6.
The wood railing around that area could be done
in something like a wooden latice so that it
wouldn't look so tacked on. This was one of
the main concerns of the members, that this
addition be done tastefully. That exterior rear
area is highly visable and whatever addition is
made should look as contigious with the rest
of the building as possible.
Groen stated that he did not feel the drawings
presented by the ~plicants were sufficient for
this committee to adequately review this project.
In the future, he requested that photographs of
the existing conditions of the area be submitted,
and he reviewed the criteria for applications that
include front and side elevations. There are no
future plans by the applicant to enclose this
area, but the committee feels that this would
evolve duirng the colder months. The Subject
of the reflective mullions in the greenhouse
that extends from the second floor of that
building were discussed. If this addition is
made, something will have to be done to tone
those mullions down. With this extension, the
greenhouse included, there would be a total of
a 24' extension. The side elevation drawings
are necessary to determine this addition in
relation to the existing building. The in-
adequacy of the drawings does not permit the
committee to really assess the additions effects
on the remainder of the building.
Burns moved to table action on this application
until adequate plans can be presented. This
was seconded by Ms. Frost. All in favor, motion
carried. A special meeting can be called if
necessary.
Letters and memos have been sent to the City
Managers Office in reference to the covering
of the Boat Tow at Lift 1, but nothing has been
done. The bus shelter behind the courthouse will
be used to cover the boat tow.
Burns stated that they have taken down their
conglomeration of signs. However, several other
businesses in sign code violation still have not
been dealt with. The committee feels that there
is no enforcement of these regulations. Groen
suggested that an overall look by this Committee
at some business such as North Beach Leather,
Country Flower and the finger mall be done.
The sign code and possible changes were discussed.
Signs posted inside businesses were discussed
such as For Sale signs and "Sale" signs.
A special meeting was suggested. Displaying of
merchandise outside a business was also discussed.
Stanford reviewed the scoring done by the
members at their study session. He suggested
after reviewing staff and committee scores that
a minimum point of 2 points per category be set
for at leas~ 5 categories, plus three for 1 cat-
egory for a total of 13 points,

HISTORIC DESIGNATION
COMMITTEE COMMENTS
ELECTION OF OFFICERS
This is a request for historic designation of
the house on Block 28, Lots R & S in the west
end of town. The owner of this property received
subdivision exemption approval by City Council
with a condition of their seeking Historic
Designation of the existing Victorian. The house
has been on that location since 1881.
The members were unclear as to why a condition
such as this would be set by Council, and wished
to find out more about what was going on before
they approved this request.
Ms. Glidden moved to table this request, seconded
by Burns. All in favor, motion carried.
Groen stated that he had discussed several areas
of concern with Mayor Standley. One of these
was the windows in the Wheeler Opera House facing
Mill Street. They had been painted from the
inside and HPC had requested they be ~~
Someone had just gone in and scraped it off with
a razor blade, and it does not appear at all
attractive from the outside.
Groen discussed with Mayor Standley the concern
he has over colors such as Explore Books on
Main Street. They have painted brillant "sun"
colors on the front facade of that building.
Groen had written to Ms. Thallberg about it but
got no cooperation. Mayor Standley suggested
possibly a recommendation to the City Council
that something needs to be done to review these
color schemes on this type of project. If each
of the Victorians on Main Street did this it
would take on an "amusement park" look.
The by-laws state that officers are to be
elected in August, but many of the members'
terms are up next month, and it was decided to
delay this election until new membership could be
established. August 23rd will be the next
regular meeting.
