The regular meeting of the Historical Preservation Committee was held on
December 14, 1976 at 1:00 in the City Council Chambers, City Hall. Those
members present were Bob Marsh, Florence Glidden, Tom Wells, Gaard Moses,
and Mona Frost. Norm Burns is acting chairman in Lary Groen's absence.
Approval of minutes
The minutes of the November 23rd meeting and
the minutes of the special meeting on December 3rd
were introduced. Marsh moved to approve theminutes,
seconded by Wells. All in favor, motion carried.
Old Business
New Business
Burns asked about the outcome of the proposed ex-
tension of the historic district. This has been
continued on to the 21st with the Planning and
Zoning. Burns and Ms. Frost will not be present at
that time, and there was some concern expressed by
the members that a quorum would be present. This
Friday at noon the P & Z will have a study session
on this subject.
Stanford told the members that at the last City Council
meeting the City Manager was instructed to proceed
with negotiatians with the Shaws for the two lots
adjacent to the Wheeler Opera House, the Koch Lumber
parcel, and a small triangle in the West End. Stan-
ford gave the members some idea of the possibilities
for use of the Koch Lumber building as an arts and
crafts facility similiar to the Anderson Ranch, or
a number of other things including space for the
artists and sculptors to use.
Chez Carlo
Pitkin Center
Carlo Buscemi, owner of the restaurant Chez Carlo,
is present to represent his restaurant in their
application to erect an awning over the entrance
to the business. The business, located at 520 Cooper
street in the Cooper Building, is set back from the
sidewalk about 15ft. He is asking to erect the awning
8ft. from his doorway to the edge of the Fitzgerald
Realestate office. He would like to have this canopy
match the canopy that extends from the Molterer Sp~ts
shop. This would attract attention to the restaurant
since it is set back from the sidewalk so far. Wells
does agree with the Planning office memo which states
a concern for the "hodgepodge" it might create, but
also feels this might soften that building a little.
Considering the canopy in front of Molterer it might
make it appear continious. This would be an addition
to the exterior of the structure, and therefore re-
quires a building permit. The members were not gener-
ally agreeable to the plan, but would like to take a
look at the exterior of the building before making a
decision. Mr. Buscemi is agreeable to this. Burns
suggested, in view of this, tabling this application
until an inspection can be made.
This is an application by Bill Clark, representing the
owners of the five lots on Hyman and Hunter for the
building of two seperate buildings on those lots.
This is on the northwest corner of Hyman, where presen-
tly the Casa Espresso and Cheap Shots are located.
Mike Beacon of Benedict Associates is the architect.
Mr. Clark discussed the conceptual plans with the
members, and expressed that the plans are very pre-

liminary at this point. The project will be
developed in stages encompassing all five lots
on the South side of Hyman, expanding from the
Gargoyle Building to the corner.On the three
inside there are'now various businesses, with the
other two remaining lots for parking. On the corner
of Hyman and Hunter it is hoped to have a bank
called the Pitkin County Bank and Trust. They will
not know until this summer whether they will be
able to establish such a facility. The building will
be larger than the other two banks. Mr. Clark just
wants to get input from this committee as to what is
proposed for this area. He presented to the members
an illustration of the plan. What they are trying
to achieve is the bank impression in brick. The
entrance will be from the Hunter Street side, in
the bank stepping into a two story lobby with
mezzinine around the second story. The second story
would be corbeled brick. The windows proposed on the
second floor would house a restaurant, and Burns
stated that the windows should follow a vertical
pattern. The five lots will be split up, with the
bank on the corner and they will want to save the
large spruce that is already there. The building
would be set back from the sidewalk, and would give
the "plaza" effect. The building housing the bank
and restaurant would be three stories altogether.
Parking would be in the rear. The estimated max-
imum height is 34', FAR is 1½-1. The building will
have 3900 ft. of open space. The members reviewed
the proposed plans carefully. Burns stated that the
East elevation has a massive appearance, 44' wide
by 80' long. Wells feels it is quitely elegant.
The general feeling of the members was that the idea
of breaking up the entire five lots into two or more
different buildings is one of the assets of the
proposal. Clark stated that they have also considered
plans for some type of covered stairwell or sidewalk
at the rear of the building, and the committee did not
seem to have any problem with that. The building
that is being built on Hopkins and Hunter was dis-
cussed, as it will also have a lot of open space, and
possibly the two buildings could work together.
This might help eliminate the feeling of having a
solid brick wall. The members discussed various
ways the plans could be altered and improvements made.
The general feeling was that the massing needs more
work, but the plans have a good start.
The applicant will return on January llth.
Chick Collins and Greg Cole are present to review
the plans for the third floor renovation of City
Hall. Also present is Tom Jones of the Engineering
Office. Last Wednesday the chairman of this committee
Lary Groen, the City Manager, Mr. Collins and Mr.
Cole got together to go over the proposal, as it had
been denied when it first came before this committee.
Cole reviewed the concerns of the HPC as listed at
their last meeting.

Pre-application review
The windows on the East facade had been one of the
concerns of the committee. Cole presented photos of
the present windows on t he East facade and stated
that this will be used as a model. Cole reviewed
the plans for the exterior windows on the building.
The standing rib roof is being proposed as the roofing
material. The church across the alley has metal
shingles, and this is also being considered. The
roof will not be put on at this point. The dormers
that are being put on were discussed, and Burns stated
that the committee just wanted to make sure the dormers
are of the same finished material as the new roof.
Cole stated that they will be done when the roof is
put on. The eave was discussed, and Cole again pre-
sented pictures to the committee of the existing
conditions. He stated that there was going to be some
problem with the second floor walls, and there will
be a horizontal line across the windows, but the
window will look the same. The windows outside the
City Manager's office are like that now. There will
be three windows below the dormers on the North side.
The problem of the eave was further discussed among
the members and Cole feels that there is a problem
with the soft brick and water runoff, but because
of the open space he would recommend an eave coming
down. The basement where the Police Department will
be housed was discussed. The concrete used outside
this will be low absorption brick. They will try to
match the brick that is already there. Cole would
recommend, in case that is not possible, a textured
type of concrete. The windows at that below grade level
were discussed, and the members expressed concern over
ice coming off the roof and breaking glass. The wood
will also have to be of some type of vinyl seal. The
eave will have to have a very sharp edge so that there
is a minimum buildup of ice. Burns stated that in the
old pictures of City Hall there is no eave, and he
doesn't feel we should push having one on the other
side if it isn't feasible. Mr. Collins suggested the
possibility of having a gutter run along the edge of
the roof. Burns suggested several conditions under
which approval might be granted: 1) the dormers have
to be re-done to match the finished roof 2) the en-
trance on the south side should be a brick structure
that matches the building,and the temporary structure
removed.
With these conditions, Wells moved to approve the
application as presented for the dormers, and skylight,
forthe purpose of pre-application approval and so that
a public hearing may be scheduled. Ms. Glidden sec-
onded this motion. All were in favor, motion carried.
The public hearing will be scheduled for the meeting
on January llth at 1:00.

Pre-application
The Jerome Hotel withdrew until further consultation
their application last evening at the City Council
meeting. This committee has followed the development
of the plans for this extension closely. They feel
it would be best to simply wait to see what develops
on this project.

This project is scheduled for public hearing on
January llth also. Only minor changes have been

made in the dormer windows. The building now has
more ins and outs that pretty well match the building
next door, the Gypsy Woman. The members are very
pleased with the plans and design.
Wells moved to approve the plans as submitted for
pre-application review so that a public hearing may
be scheduled. A public hearing will be held January
llth. Marsh seconded this motion. All were in favor,
motion carried.
The meeting adjourned for the on-site inspection of
Chez Carlo. (3:10).
Chez Carlo
on-site inspection
Tom Wells, Bob Marsh, Norm Burns, Florence Glidden
and Gaard Moses performed an on-site inspection of
the Chez Carlo Restaurant. There were several con-
ditions set forth by the committee 1) that the canopy
be of the color and shape of the existing canopy over
the Molterer Sports Store 2) if a name is used on the
canopy, the existing sign be taken down 3)this
approval is for Chez Carlo only, and the canopy must
be taken down in the event the restaurant changes
hands.
With these conditions Wells moved to approve the
application, seconded by Marsh. All in favor, motion
carried. A public hearing will be set on January
11, 1976.
