A Special meeting of the Historical Preservation Committee was held on
Friday, December 3, 1976 at 1:00. Those members present were Norm Burns,
Bob Marsh, Gaard Moses, LaryC~oen,and Mona Frost
The special meeting was called to order by Chairman Groen,
and roll was called.
The committee has received a resignation from alternate
member Arthur Langenkamp. This resignation will be forwarded
to the City Council to have them appoint another alternate.
City Hall
Pre-application
John Stanford is present to go over the proposal for the
renovation of the third floor of City Hall in preparation for
the total remodeling that will take place. Stanford went over
the plans for the third floor with the members. What is being
proposed at this time is the addition of two dormers on the
north side of the building, eliminating one skylight and en-
larging another. The Planning Office, Building Department and
Engingeering will be housed on the third floor. The City
Council Chambers and Police Department will be in the basement.
There will be an elevator operating between the floors. Groen
asked if there is going to be an elevator, then we should make
sure there will not be a structure on top of the building to
house any of the mechanisims involved. The plans do not show this
structure on top. The skylight will be square, only rising about
eighteen inches from the roof line. The question of what
material will be used to cover the roof was asked, whether it will
be shingles or tin. Historically, it should be tin. Ramona
Markalunas was present, and stated that one of her concerns is
that the snow on the north side is creeping into the brick and
destroying it. Stanford stated that this will be taken care of.
Ms. Frost is concerned about ~e amount of money spent on projects
such as this and then in a couple of years they start something
new, and spend more taxpayers money.
Lary Groen felt that this committee should not approve projects
such as this on a "piece meal" basis. He feels they should be
presented with the overall project, then if there are some
minor changes to make, they can review them as they come up.
Stanford left the meeting to bring in the plans for the entire
project. The members of the HPC stated that they felt that the
parking allowed on the north side of the building is unfair, and
must be for priviliged characters. They feel this should be
removed. They feel that this project has been planned for over
a year, and they should have seed some type of plans before this.
They feel that the conference that is being held by the pre-
bid contractors is going to actually sign the contract whether
this committee approves the plan or not. They feel that this-is
very inconsiderate of the planners.
Stanford returned to the meeting. He stated that hopefully, if
all goes well, work could start sometime after New Years. The
members stated that everyone ~hat comes to this meeting is in
a hurry. These plans have been done for almost a year, why wasn't
it brought up before, instead of being left to the last minute.
Stanford went over the overall project plans with the members.
These are pictures showing actual placement of departments and
design, not building specifications. The carport and overhang on
the north side was discussed at length. If the roof is covered
with tin, the chances of sliding ice are increased. The plans

do not show parking once north side. Marsh asked about the
excavating below grade that would enable the police and meeting
rooms to be in the basement. This is not usually allowed by
private contractors, why should the City be able to do this.
Even though what is being proposed is the renovation of the
third floor, the members are reluctant to approve anything with-
out seeing exactly what is being planned in the way of excavation,
etc. There is also some question about future windows on the
north side of the building.
Marsh made a motion to deny pre-application approval on the
basis that it cannot be approved as an entire project. The
project, if presented in its entirity, would be considered.
This was seconded by Burns, all in favor, application denied.
Ms. Frost asked if Council could override this committee in its
denial, and go ahead with the project as it is. Stanford stated
that that was possible, but not realistic. Marsh stated that
if they did this, it would defeat the purpose of this committee.
Marsh stated he would take it all the way to Supreme Court.
Groen suggested that the architect, Greg Cole, Chick Collins
(if involved) and the City Manager meet with the HPC to go over
the entire project.
The recommendations made by this committee on this project are
as follows: 1) possibility of making the building ~rical
with the overhang on the north side 2) materials that the re-
placement roof would be made of, preferrably standing rib tin
3) enclose the north entrance porch 4) match the dormers with
the roof material 5) more detail on the projected windows for
the north side of building 5) more detail on the excavated areas
outside the building. The question of exterior lighting was
discussed.
Historic District
Public Hearing
Stanford stated that he would like to remind the members of the
upcoming public hearing joint with the Planning and Zoning on
Tuesday, December 7th. He went over the map of the areas proposed
in the expansion, which now deletes the one half block of 104 and
28, which is the block by Spring and Original. Stanford reviewed
with the committee the responses that have been received in
answer to the mailing done to those property owners. He showed
the members a map designating positive and negative responses.
The percentage of negative answers was discussed. Stanford stated
that the reason for the deletion of the half block 104 and 28,
is because our justification for historic designation lies a lot
in our documentation. Ms. Kirkpatrick has so far been unable to
successfully trace the background of the residences in this area.
Therefore the expansion will stop at Spring Street.
Boat Tow
Lift 1 A
A resolution asking for preservation of the boat tow at lift
lA park has been proposed by this committee. The secretary
read the Resolution into the minutes.
RESOLUTION
WHEREAS, the Historical Preservation Cc~ittee is charged to
prc~ote the educational, cultural, economic and general welfare
of thepublic by preserving those qualities that relate to the
history of the City of Aspen, and
WHEREAS, Lift One A Park has been designated as historic landmark,
the site of the first ski lift in Aspen, and
WHEREAS, prior to the construction of the first ski lift,
access up the mountain was by way of a rope towed sled called a
boat tow, and
WHEREAS, one of the tw~ boat tows is now located adjacent to
Lift one, and is susceptiable to the deteriorating effects of
weather and potential damage of vandali~n,

_NOW THERF~ORE BE IT RESOLVED, that the ~Aspen Historical
preservation Cu~,L~ttee recc~mends that a site plan be
~eveloped for lift one park and that the plan incorporate
a method to protect and display th~ original boat tow, and
BE IT FURTHER RESOLVED, that the plan for protection of the
boat tow should incorporate anedhibit of information and
photographs on early skiing in Aspen, and
BE IT FURfHER RESOLVED, that the ~resentation of early skiing
should include maintenance and preservation of lift one
which is presently in need of painting.
Marsh moved to adopt this Resolution, seconded by Burns. Ail
in favor, motion carried.
Groen moved not to schedule a regular meeting on the 28th of
December because of the holidays. Marsh so moved, seconded by
Burns, all in favor. Motion carried. There will be a regular
meeting on December 14th.
Gaard Moses asked if there was any feeling on the plaques to be
displayed on the historically designated residences. Groen enter-
tained a motion to appoint Moses in charge of this project. Burns
so moved, seconded by Marsh. All in favor, motion carried.
Notices will be sent to the members to remind them of the special
meeting on Tuesday. Notices will also be sent to property owners
in the half block that has been deleted.
Marsh moved to adjourn at 2:35, seconded by Moses. All in favor,
motion carried.
