HomeMy WebLinkAboutminutes.hpc.19761019RECORD OF PROCEEDINGS 100 Leaves Historical Preservation Committee Special Meeting October 19, 1976 A special meeting of the Historical Preservation committee was held in the Council chambers, City Hall, Aspen, at 1;00 on October 19th. Those members present were Norm Burns, Mona Frost, Terry End, Florence Glidden, Gaard Moses, and Chairman Lary Groen. Also present was John Stanford of the Planning Office. The purpose of this meeting is to review the proposed Resolutions by this committee for the expansion of the Commercial Core Historic Overlay District. This will be followed by a joint meeting at 5:00 with the Planning and Zoning Commission, at which time this resolution will be presented. Stanford stated that we are faced with the situation where zoning alone just doesn't do all that we would like for it to do as far as keeping Aspen historically preserved. There is a proposal to remove the two buildings to the West of Explorer books, these are two small Victorians. He feels that there is going to be a strong pressure within these outlying areas to create more business area. In order to preserve the area around there, from Original to Garmish street, it is being proposed that the Historic District be expanded. Stanford went over with the committee the areas where there is potential for historic significance. His first proposal of the expansion boundaries basically followed the same lines as the office district. He went over with the committee the different means by which to designate the expanded area, considering political reasons, and possibly designating individual sites as historic. There are three basic areas to be considered: one, including Bass park and the half-block north of Hopkins, the other side of Hopkins between Hunter street and Original, and the area behind the Hotel Jerome. Hopkins has the area of most concentration of Victorian Houses. The area around the Explorer Books was discussed by the committee as to what buildings would possibly be historic, and what the reaction to the owners would be towards historic desig- nation. Stanford also suggested the area on Cooper and Original by the Roaring Fork River. Groen asked if we could possibly justify designating that area as it being another entrance into town. If the committee pursues this expansion, it will be handled as the original Historic Overlay of the Commercial Core. Stanford stated that Vera Kirkpatrick is in the process of getting all the property owners, and this information should be available by Wed- nesday. By Friday or the first of next week, a notice will be sent out to the property owners and a map of the areas proposed. There are some other locations that Stanford would like to see included in this proposed expansion: The Little Red Ski Haus, the house next to that, the gray house on Cooper & Aspen, and Francis Herron's. The two houses facing Papeke Park were discussed as possibilities. These have been drastically remodeled. Burns also suggested that the Idelweiss be investigated for their significance possibly to the "Ski Era". Stanford stated that if the Idelweiss is included, that would automatically take in the two houses across from Papeke Park. Stanford stated that it would take Ms. Kirkpatrick about two weeks to do that entire area. It requires about four hours of research per residence. Groen suggested possibly contacting the owners and having them request historic designation. Groen asked if it would be wise to include the additional four structures in the same resolution, or should this be made seperate. This was discussed at length by the committee. Ms. Glidden suggested that one benefit of doing two seperate resolutions would be that if Council does not want to approve them, it would not hold up the other more major area around Hopkins where the two Victorians are in jeporardy. They should, however, be presented at the same time. Stanford does not feel Council will be opposed to the expansion, but is uncertain as to the reaction of P & Z. The most critical area now is Hopkins to Original. Groen stated that they would ask P & z at the joint meeting to set a public hearing for this as soon as possible. He does have some reservations about encompasing such a large area for fear P & Z will be hesitant. The Municipal Code requires that we aske the owners about this designation, but Council actually has the final say. As with the Commercial Core and Main Street, the response of the owners was not all that enthusiastic. However, Council did designate it in spite of that. The final reading on the designation of Main Street will be this Monday, October 25th at City Council. There will then be a public hearing. Stanford stated that if the area around Papeke Park is added in this expansion, that will take an additional 2% days of research, and his main concern is to take some type of action before approval is giving to remove the two houses on Hopkins. Stanford asked if the HPC would be interested in undertaking the task of interviewing the particular owners. The problem of some of this property being up for sale was discussed and what delays and resistance this might cause on the part of the present owners. Burns suggested that the owners of the additional three structures mentioned be approached on an individual basis. This would not then delay the major part of the expansion. This was generally accepted by the members. The possibility of putting the three additional structures in a seperate resolution was discussed. In reviewing the resolution for the major expansion area, one paragraph was suggested as being deleted, that reading "..the historic structures in these areas are threatened by demolition and replacement with structures which could detract from the historic appearance and integrity of the area..." This does not specifically apply to those additional structures. The upcoming joint Public Hearing this evening was where Arthur's Restaurant, the Shoenberg residence David's will be presented for historic designation. discussed and Terese Groen suggested polling the members to find how they feel about adding the area around Papeke Park to the proposed expansion. Moses, yes; Ms. Glidden, yes; Burns,yes; Ms. End, yes; Ms. Frost, yes (however they are very remodeled); Groen,yes; The expansion itself was discussed. The area to be included in the expansion will be contigious with the present Commercial Core Historical Overlay District. Groen asked for a motion to have this proposed expansion resolution adopted by this committee. Burns so moved, seconded by Ms. Glidden, all in favor, motion carried. Groen asked for a motion to request designation of the individual three buildings as shown on the map to be attached. Ms. Glidden so moved, seconded by Ms. Frost. Ms. Frost asked to have this motion amended to include all four structures, which would in- clude the Silver Queen. ~hlis was approved by all members, motion carried.
